The recoverability of fingerprints on paper exposed to elevated temperatures - Part 1: comparison of enhancement techniques
This research investigates the recoverability of fingerprints which have been exposed to elevated temperatures in order to mimic the environment a piece of paper may be exposed to within an arson scene. Arson is an expensive crime, costing the UK economy, on average, £53.8 million each week [1]. Anything which may give rise to the identity of the fire setter should be analysed and as such, unburnt paper may be a potential source of fingerprints. While it is true that even a moderate fire will obscure and render partially useless some types of evidence, many items, including fingerprints, may still survive [2-4]. This research has shown that fingerprints are still retrievable from paper which has been subjected to the maximum testing conditions of 200˚C for 320min. In fact, some fingerprints naturally enhance themselves by the heating process. This investigation has also shown that the most effective enhancement technique was found to be 1,8-diazafluoren-9-one (DFO) for exposure temperatures upto 100˚C. Physical developer (PD) is the most effective enhancement technique for exposure temperatures from 100˚C to 200˚C. For porous surfaces, there are fingerprint development techniques which are effective at enhancing fingerprints exposed upto a temperature of 200˚C, irrespective of the firefighting extinguishing technique, as PD, in addition to developing fingerprints exposed to high temperatures, is one of the few processes which will enhance fingermarks on wetted surfaces
Search for Electromagnetic Counterparts to LIGO-Virgo Candidates: Expanded Very Large Array
This paper summarizes a search for radio wavelength counterparts to candidate
gravitational wave events. The identification of an electromagnetic counterpart
could provide a more complete understanding of a gravitational wave event,
including such characteristics as the location and the nature of the
progenitor. We used the Expanded Very Large Array (EVLA) to search six galaxies
which were identified as potential hosts for two candidate gravitational wave

The recoverability of fingerprints on paper exposed to elevated temperatures - Part 2: natural fluorescence
Previous work by the authors [1] investigated the recoverability of fingerprints on paper which had been exposed to elevated temperatures by comparing various chemical enhancement techniques (ninhydrin, 1,8-diazafluoren-9-one (DFO), and physical developer (PD)). During that study, it became apparent, as a consequence of observations made in operational work [2], that fingerprints on paper subjected to 150˚C fluoresced under examination with green light of waveband 473-548nm with a 549nm viewing filter. This work examined the three types of prints (eccrine, sebaceous, and ungroomed) after 20 min exposure to the temperature range 110˚C to 190˚C (in 10˚C increments) and found that the eccrine fingerprints fluoresced more brightly. This indicated that it was a component of the eccrine deposit which was causing the fluorescence. Luminance measurements found that the maximum fluorescence was experienced at 170˚C on both types of paper. As a consequence, eccrine heat-treated fingerprints were viewed under violet-blue (350-469nm), blue (352-509nm), and green light (473-548nm) which indicated that the greatest luminance intensities were obtained under blue light and the smallest under green light. In order to determine what component of the eccrine fingerprint was causing this fluorescence, five of the most prevalent amino acids (alanine, aspartic acid, glycine, lysine, and serine) [3-4] were exposed to this temperature range. The luminance measurements were taken under exposure to the green light in order for the minimum fluorescence to be observed, with an assumption that blue-violet or blue illumination will provide brighter fluorescence in practice. The results indicated that four of the amino acids are behaving similarly across the temperature range, but with slightly different luminance measurements, but all are exhibiting some level of fluorescence. Thermal degradation products of alanine and aspartic acid have been suggested by Richmond-Aylor et al. [5]. The structure of these thermal degradation products is cyclic in nature, and as such, there is a possibility that two of these products would fluorescence. Sodium chloride and urea were also exposed to the temperature range and they also fluoresced to some extent. This work shows that eccrine fingerprints that have been exposed to temperatures of between 130˚C to 180˚C will fluoresce under violet-blue, blue, and green light. This level of fluorescence for ungroomed fingerprints is much less but this will be dependent on the individual, the more eccrine the deposit, the stronger the fluorescence. This work shows that the amino acids, sodium chloride, and urea present in fingerprint deposits are all contributing to the fluorescence of the print, but may not be the sole contributor as other eccrine components have not yet been tested
Chemical enhancement of footwear impressions in blood deposited on fabric — evaluating the use of alginate casting materials followed by chemical enhancement
Most footwear marks made in blood on a surface such as fabric tend to be enhanced in situ rather than physically recovered using a lifting technique prior to enhancement. This work reports on the use of an alginate material to recover the impressed footwear marks made in blood and deposited on a range of fabric types and colours. The lifted marks were then enhanced using acid black 1 and leuco crystal violet with excellent results. This presents a new method for the lifting and recovery of blood impressions in situ from crime scene followed by subsequent mark enhancement of the lifted impression
Non-functional immunoglobulin G transcripts in a case of hyper-immunoglobulin M syndrome similar to type 4
86% of immunoglobulin G (IgG) heavy-chain gene transcripts were found to be non-functional in the peripheral blood B cells of a patient initially diagnosed with common variable immunodeficiency, who later developed raised IgM, whereas no non-functionally rearranged transcripts were found in the cells of seven healthy control subjects. All the patient's IgM heavy-chain and κ light-chain transcripts were functional, suggesting that either non-functional rearrangements were being selectively class-switched to IgG, or that receptor editing was rendering genes non-functional after class-switching. The functional γ-chain sequences showed a normal rate of somatic hypermutation while non-functional sequences contained few somatic mutations, suggesting that most came from cells that had no functional gene and therefore were not receiving signals for hypermutation. However, apoptosis of peripheral blood lymphocytes was not impaired. No defects have been found in any of the genes currently known to be responsible for hyper-IgM syndrome but the phenotype fits best to type 4
First upper limit analysis and results from LIGO science data: stochastic background
I describe analysis of correlations in the outputs of the three LIGO
interferometers from LIGO's first science run, held over 17 days in August and
September of 2002, and the resulting upper limit set on a stochastic background
of gravitational waves. By searching for cross-correlations between the LIGO
detectors in Livingston, LA and Hanford, WA, we are able to set a 90%

Direct Measurement of the Positive Acceleration of the Universe and Testing Inhomogeneous Models under Gravitational Wave Cosmology
One possibility for explaining the apparent accelerating expansion of the
universe is that we live in the center of a spherically inhomogeneous universe.
Although current observations cannot fully distinguish CDM and these
inhomogeneous models, direct measurement of the acceleration of the universe
can be a powerful tool in probing them. We have shown that, if CDM is
the correct model, DECIGO/BBO would be able to detect the positive redshift
drift (which is the time evolution of the source redshift ) in 3--5 year
gravitational wave (GW) observations from neutron-star binaries, which enables
us to rule out any Lema\^itre-Tolman-Bondi (LTB) void model with monotonically
increasing density profile. We may even be able to rule out any LTB model
unless we allow unrealistically steep density profile at . This test
can be performed with GW observations alone, without any reference to
electromagnetic observations, and is more powerful than the redshift drift

Don't know, can't know: Embracing deeper uncertainties when analysing risks

Uncertainty is best seen as a relation, allowing a clear separation of the object, source and ‘owner’ of the uncertainty, and we argue that all expressions of uncertainty are constructed from judgements based on possibly inadequate assumptions, and are therefore contingent. We consider a five-level structure for assessing and communicating uncertainties, distinguishing three within-model levels—event, parameter and model uncertainty—and two extra-model levels concerning acknowledged and unknown inadequacies in the modelling process, including possible disagreements about the framing of the problem. We consider the forms of expression of uncertainty within the five levels, providing numerous examples of the way in which inadequacies in understanding are handled, and examining criticisms of the attempts taken by the Intergovernmental Panel on Climate Change to separate the likelihood of events from the confidence in the science. Expressing our confidence in the adequacy of the modelling process requires an assessment of the quality of the underlying evidence, and we draw on a scale that is widely used within evidence-based medicine. We conclude that the contingent nature of risk-modelling needs to be explicitly acknowledged in advice given to policy-makers, and that unconditional expressions of uncertainty remain an aspiration
Gravitational wave burst vetoes in the LIGO S2 and S3 data analyses
The LIGO detectors collected about 4 months of data in 2003-2004 during two
science runs, S2 and S3. Several environmental and auxiliary channels that
monitor the instruments' physical environment and overall interferometric
operation were analyzed in order to establish the quality of the data as well
as the presence of transients of non-astrophysical origin. This analysis
allowed better understanding of the noise character of the instruments and the
establishment of correlations between transients in these channels and the one
recording the gravitational wave strain. In this way vetoes for spurious burst
were identified. We present the methodology we followed in this analysis and
the results from the S2 and S3 veto analysis within the context of the search

Methods for Reducing False Alarms in Searches for Compact Binary Coalescences in LIGO Data
The LIGO detectors are sensitive to a variety of noise transients of
non-astrophysical origin. Instrumental glitches and environmental disturbances
increase the false alarm rate in the searches for gravitational waves. Using
times already identified when the interferometers produced data of questionable
quality, or when the channels that monitor the interferometer indicated
non-stationarity, we have developed techniques to safely and effectively veto
false triggers from the compact binary coalescences (CBCs) search pipeline
