Vergleich 2012 der Kantons- und Gemeindefinanzen = Comparatif 2012 des finances cantonales et communales
Depuis 1999, l'Institut de hautes études en administration publique -IDHEAP- élabore et publie chaque année le comparatif des finances cantonales et communales. L'objectif est d'analyser la situation financière des collectivités publiques. L'analyse recourt à deux groupes de quatre indicateurs.
Seit 1999 erarbeitet und veröffentlicht das Hochschulinstitut für Öffentliche Verwaltung -IDHEAP- jährlich den Vergleich der Kantons- und Gemeindefinanzen. Das Ziel besteht darin, die Entwicklung der finanziellen Situation der öffentlichen Gemeinwesen zu analysieren. Der Vergleich ist in zwei Gruppen à je vier Kennzahlen aufgeteilt

Synthetic peripherally-restricted cannabinoid suppresses chemotherapy-induced peripheral neuropathy pain symptoms by CB1 receptor activation.
Chemotherapy-induced peripheral neuropathy (CIPN) is a severe and dose-limiting side effect of cancer treatment that affects millions of cancer survivors throughout the world and current treatment options are extremely limited by their side effects. Cannabinoids are highly effective in suppressing pain symptoms of chemotherapy-induced and other peripheral neuropathies but their widespread use is limited by central nervous system (CNS)-mediated side effects. Here, we tested one compound from a series of recently developed synthetic peripherally restricted cannabinoids (PRCBs) in a rat model of cisplatin-induced peripheral neuropathy. Results show that local or systemic administration of 4-{2-[-(1E)-1[(4-propylnaphthalen-1-yl)methylidene]-1H-inden-3-yl]ethyl}morpholine (PrNMI) dose-dependently suppressed CIPN mechanical and cold allodynia. Orally administered PrNMI also dose-dependently suppressed CIPN allodynia symptoms in both male and female rats without any CNS side effects. Co-administration with selective cannabinoid receptor subtype blockers revealed that PrNMI's anti-allodynic effects are mediated by CB1 receptor (CB1R) activation. Expression of CB2Rs was reduced in dorsal root ganglia from CIPN rats, whereas expression of CB1Rs and various endocannabinoid synthesizing and metabolizing enzymes was unaffected. Daily PrNMI treatment of CIPN rats for two weeks showed a lack of appreciable tolerance to PrNMI's anti-allodynic effects. In an operant task which reflects cerebral processing of pain, PrNMI also dose-dependently suppressed CIPN pain behaviors. Our results demonstrate that PRCBs exemplified by PrNMI may represent a viable option for the treatment of CIPN pain symptoms
Geometric scaling as traveling waves
We show the relevance of the nonlinear Fisher and Kolmogorov-Petrovsky-
Piscounov (KPP) equation to the problem of high energy evolution of the QCD
amplitudes. We explain how the traveling wave solutions of this equation are
related to geometric scaling, a phenomenon observed in deep-inelastic
scattering experiments. Geometric scaling is for the first time shown to result
from an exact solution of nonlinear QCD evolution equations. Using general
results on the KPP equation, we compute the velocity of the wave front, which

Universality and tree structure of high energy QCD
Using non-trivial mathematical properties of a class of nonlinear evolution
equations, we obtain the universal terms in the asymptotic expansion in
rapidity of the saturation scale and of the unintegrated gluon density from the
Balitsky-Kovchegov equation. These terms are independent of the initial
conditions and of the details of the equation. The last subasymptotic terms are
new results and complete the list of all possible universal contributions.
Universality is interpreted in a general qualitative picture of high energy
scattering, in which a scattering process corresponds to a tree structure

Chaque année depuis 1999, l'IDHEAP publie son comparatif des finances publiques. Le but est d'apporter un éclairage sur la situation financière des collectivités publiques suisses. Le comparatif couvre tous les échelons institutionnels du pays : la Confédération, les 26 cantons et 19 villes suisses, parmi lesquelles se trouvent 13 chefs-lieux cantonaux. L'analyse recourt à deux groupes de quatre indicateurs. Le premier groupe s'intéresse aux risques pesant sur la santé financière. Le second groupe renseigne sur les risques menaçant la qualité de la gestion financière
Geometric Scaling in a Symmetric Saturation Model
We illustrate geometric scaling for the photon-proton cross section with a
very simple saturation model. We describe the proton structure function F2 at
small x in a wide kinematical range with an elementary functional form and a
small number of free parameters. We speculate that the symmetry between low and
high Q2 recently discovered in the data could be related to a well-known
symmetry of the two-gluon- exchange dipole-dipole cross section.Comment: 15 pages, 4 figure

Diffractive photon dissociation in the saturation regime from the Good and Walker picture
Combining the QCD dipole model with the Good and Walker picture, we formulate
diffractive dissociation of a photon of virtuality Q^2 off a hadronic target,
in the kinematical regime in which Q is close to the saturation scale and much
smaller than the invariant mass of the diffracted system. We show how the
obtained formula compares to the HERA data and discuss what can be learnt from
such a phenomenology. In particular, we argue that diffractive observables in
these kinematics provide useful pieces of information on the saturation regime
