El articulo analiza el efecto de la Convención contra el Genocidio a la luz de la experiencia de sus sesenta años de vigencia. Ese efecto no fue intenso, más que nada debido a falta de medidas para la puesta en practica del tratado. Pero la Convención ha sido ampliamente ratificada -137 Estados lo hicieron hasta hoy— y ha contribuido a un progreso del Derecho Penal Internacional, traducido en la creación de tribunales especiales, para los crimenes cometidos en la ex Yugoslavia y en Ruanda, y en el establecimiento del Tribunal Penal Internacional de La Haya, competente para juzgar actos de genocidio a nivel global. Se alude a la relación entre la Convención de 1948 y otros textos antidiscriminatorios, y se analiza el contenido y los alcances del documento, que requiere actualización. La Corte Internacional de Justicia se ha pronunciado en dos ocasiones sobre la Convención, en 1951 sobre la cuestión de las reservas, y en 2007 sobre las obligaciones que crea para los Estados, y no solo para individuos. El autor comenta someramente esta debatida sentencia, cuya importancia mayor reside en la clarificación de la obligación de todos los Estados de prevenir y reprimir el crimen. Entre las principales propuestas está la de ampliar la Convención para incluir el genocidio cultural o por motivaciones políticas o socio-económicas. The Interplay of Charge and Spin in Quantum Dots: The Ising Case

The physics of quantum dots is succinctly depicted by the {\it Universal Hamiltonian}, where only zero mode interactions are included. In the case where the latter involve charging and isotropic spin-exchange terms, this would lead to a non-Abelian action. Here we address an Ising spin-exchange interaction, which leads to an Abelian action. The analysis of this simplified yet non-trivial model shed some light on a more general case of charge and spin entanglement. We present a calculation of the tunneling density of states and of the dynamic magnetic susceptibility. Our results are amenable to experimental study and may allow for an experimental determination of the exchange interaction strength.Comment: 11 pages, 7 figure

Gauge singlet scalar as inflaton and thermal relic dark matter

We show that, by adding a gauge singlet scalar S to the standard model which is nonminimally coupled to gravity, S can act both as the inflaton and as thermal relic dark matter. We obtain the allowed region of the (m_s, m_h) parameter space which gives a spectral index in agreement with observational bounds and also produces the observed dark matter density while not violating vacuum stability or nonperturbativity constraints. We show that, in contrast to the case of Higgs inflation, once quantum corrections are included the spectral index is significantly larger than the classical value (n = 0.966 for N = 60) for all allowed values of the Higgs mass m_h. The range of Higgs mass compatible with the constraints is 145 GeV < m_h < 170 GeV. The S mass lies in the range 45 GeV < ms < 1 TeV for the case of a real S scalar with large quartic self-coupling lambdas, with a smaller upper bound for smaller lambdas. A region of the parameter space is accessible to direct searches at the LHC via h-->SS, while future direct dark matter searches should be able to significantly constrain the model.Comment: 13 pages, 7 figures.
