Distributed Optimal Estimation from Relative Measurements for Localization and Time Synchronization

We consider the problem of estimating vector-valued variables from noisy “relative” measurements. The measurement model can be expressed in terms of a graph, whose nodes correspond to the variables being estimated and the edges to noisy measurements of the difference between the two variables. This type of measurement model appears in several sensor network problems, such as sensor localization and time synchronization. We consider the optimal estimate for the unknown variables obtained by applying the classical Best Linear Unbiased Estimator, which achieves the minimum variance among all linear unbiased estimators.We propose a new algorithm to compute the optimal estimate in an iterative manner, the Overlapping Subgraph Estimator algorithm. The algorithm is distributed, asynchronous, robust to temporary communication failures, and is guaranteed to converges to the optimal estimate even with temporary communication failures. Simulations for a realistic example show that the algorithm can reduce energy consumption by a factor of two compared to previous algorithms, while achieving the same accuracy

From Moscow with love

One of the less researched aspects of postcolonial India’s “progressive” culture is its Soviet connection. Starting in the 1950s and consolidating in the 1960s, the Union of Soviet Socialist Republics invested in building up “committed” networks amongst writers, directors, actors, and other theater- and film-practitioners across India. Thus, an entire generation of cultural professionals was initiated into the anticolonial solidarity of emerging Afro-Asian nations that were seen, and portrayed, by the Soviets as being victims of “Western” imperialism. The aspirational figure of the New Soviet Man was celebrated through the rise of a new form of “transactional sociality” (Westlund 2003). This paper looks at selected cases of cultural diplomacy—through the lens of cultural history—between the USSR and India for two decades after India’s Independence, exploring the possibility of theorizing it from the perspective of an anticolonial cultural solidarity that allowed agency to Indian interlocutors

BIBLIOMETRIC STUDY OF DOCTORAL DISSERTATIONS IN ORGANIC CHEMISTRY SUBMITIED BY S& T WORKERS OF RRL, JORHAT TO EVALUATE THE UTILITY FACTOR OF THE LIBRARY

1-8Bibliometric analysis on 4,253 citations collected from doctoral dissertations submitted to various universities by the S& T workers working in the area of organic chemistry during 1977 to 1997 has been carried out to determine the use pattern of literature in the area. It is observed that major citations are from journal literature although citations from books, proceedings, patents, reports and thesis are also found. Among the citations from journal literature majority are from foreign journals . Journals from USA, UK occupies premier positions while journals from other countries are also cited. Among, the journal citations, more than 85% are from libraries' own collection of primary journals while secondary sources like Chemical Abstracts provided the rest of the citations. The half life of literature in the field of organic chemistry is found to be 27 years
