ПРОБЛЕМИ НОРМАТИВНО-ПРАВОВИХ АКТІВ ЩОДО ЗАХИСТУ ПРАВ ЛІКАРІВ І ПАЦІЄНТІВ
It is marked that the problem of protecting the rights of doctors and patients studied not enough. It is emphasized that today in Ukraine remains an imbalance between the protection doctors' and patients' rights. In the market are quite common legal services to protect rights of patients and almost no protected rights of medical workers. At the same time it is emphasizes that the quality of care can be determined only by ensuring constant peer review process of providing, with this relevant criteria. In conclusion it is suggests that in terms of the goal of legislative regulation and application of the rules of legal technique, seems appropriate amendments to the Law of Ukraine «Bases of the legislation of Ukraine on health care», which would provide a comprehensive solution to the problem of patient and health care worker legal status determination.Отмечается, что проблемы защиты прав врачей и пациентов исследуются недостаточно. Подчеркивается, что сегодня в Украине сохраняется дисбаланс между защитой прав врача и пациента. На рынке услуг достаточно распространены юридические услуги по защите прав пациентов и почти не защищаются права медицинских работников. Одновременно акцентируется, что качество медицинской помощи возможно определить, только обеспечив постоянную экспертную оценку процесса ее предоставления, имея для этого соответствующие критерии. В заключение высказывается мнение, что с точки зрения достижения цели законодательного регулирования и применения правил юридической техники, уместным представляется внесение изменений в Закон Украины «Основы законодательства Украины о здравоохранении», которые бы обеспечили комплексное решение проблемы определения правового статуса пациента и медицинского работника.Зазначається, що проблеми захисту прав лікарів і пацієнтів досліджуються недостатньо. Підкреслюється, що сьогодні в Україні зберігається дисбаланс між захистом прав лікаря і пацієнта. На ринку послуг досить поширені юридичні послуги щодо захисту прав пацієнтів і майже зовсім не захищаються права медичних працівників. Одночасно акцентується, що якість медичної допомоги можливо визначити тільки забезпечивши постійну експертну оцінку процесу її надання, маючи для цього відповідні критерії. На закінчення висловлюється думка, що з погляду досягнення мети законодавчого регулювання і застосування правил юридичної техніки, доречним видається внесення змін до Закону України «Основи законодавства України про охорону здоров'я», які би забезпечили комплексне вирішення проблеми визначення правого статусу пацієнта і медичного працівника
Assessment of physicians’ and senior medical students’ knowledge in treatment of patients with community-acquired pneumonia: Current results of the KNOCAP project
The article represents the results of anonymous prospective surveys within the framework of the KNOCAP multi-centered research project aimed at accessing the knowledge on the fundamental issues in diagnosis and treatment of community-acquired pneumonia. The survey involved 222 students in their fifth- and sixth years in medical institute from Belgorod, Dnepr (Dnipro), Voronezh, Kiev (Kyiv) and Saratov and 110 physicians from Krasnodar, Saratov, Belgorod and Dnep
End-to-End Trainable Deep Active Contour Models for Automated Image Segmentation: Delineating Buildings in Aerial Imagery
The automated segmentation of buildings in remote sensing imagery is a
challenging task that requires the accurate delineation of multiple building
instances over typically large image areas. Manual methods are often laborious
and current deep-learning-based approaches fail to delineate all building
instances and do so with adequate accuracy. As a solution, we present Trainable
Deep Active Contours (TDACs), an automatic image segmentation framework that
intimately unites Convolutional Neural Networks (CNNs) and Active Contour
Models (ACMs). The Eulerian energy functional of the ACM component includes
per-pixel parameter maps that are predicted by the backbone CNN, which also
initializes the ACM. Importantly, both the ACM and CNN components are fully
implemented in TensorFlow and the entire TDAC architecture is end-to-end
automatically differentiable and backpropagation trainable without user
intervention. TDAC yields fast, accurate, and fully automatic simultaneous
delineation of arbitrarily many buildings in the image. We validate the model
on two publicly available aerial image datasets for building segmentation, and
our results demonstrate that TDAC establishes a new state-of-the-art

ПЕРСПЕКТИВИ ВИКОРИСТАННЯ SMART-СТРАТЕГІЇ В РОЗВИТКУ ПІСЛЯДИПЛОМНОЇ МЕДИЧНОЇ ОСВІТИ
The main principles and prospects for using the new education strategy, which was named by SMART, are considered. It is shown that the most important principle of medical postgraduate SMART-education is to ensure its competence-oriented orientation, that is, constant updating of the content of training. It is emphasized that the solutions to the problems of SMART education are related to two areas: the recognition of the need to combine formal and informal learning and the intellectualization of knowledge transfer processes.Рассмотрены основные принципы и перспективы использования новой стратегии образования, которая получила название SMART. Показано, что важнейшим принципом медицинского последипломного SMART-образования является обеспечение его компетентностной ориентированности, то есть постоянное обновление содержания обучения. Подчеркивается, что решение проблем SMART-образования связано с двумя направлениями: признанием необходимости объединения формального и информального обучения и интеллектуализацией процессов передачи знаний.Розглянуто основні принципи та перспективи використання нової стратегії освіти, що здобула назву SMART. Показано, що найважливішим принципом медичної післядипломної SMART-освіти є забезпечення її компетентнісної орієнтованості, тобто постійного оновлення змісту навчання. Measurement of neutral current e+/-p cross sections at high Bjorken x with the ZEUS detector
The neutral current e+/-p cross section has been measured up to values of
Bjorken x of approximately 1 with the ZEUS detector at HERA using an integrated
luminosity of 187 inv. pb of e-p and 142 inv. pb of e+p collisions at sqrt(s) =
318GeV. Differential cross sections in x and Q2, the exchanged boson
virtuality, are presented for Q2 geq 725GeV2. An improved reconstruction method
and greatly increased amount of data allows a finer binning in the high-x
region of the neutral current cross section and leads to a measurement with
much improved precision compared to a similar earlier analysis. The
measurements are compared to Standard Model expectations based on a variety of
recent parton distribution functions.Comment: 39 pages, 9 figure
Measurement of the cross-section ratio sigma_{psi(2S)}/sigma_{J/psi(1S)} in deep inelastic exclusive ep scattering at HERA
The exclusive deep inelastic electroproduction of and
at an centre-of-mass energy of 317 GeV has been studied with the ZEUS
detector at HERA in the kinematic range GeV,
GeV and GeV, where is the photon virtuality, is the
photon-proton centre-of-mass energy and is the squared four-momentum
transfer at the proton vertex. The data for GeV were taken in
the HERA I running period and correspond to an integrated luminosity of 114
pb. The data for GeV are from both HERA I and HERA II

Combined QCD and electroweak analysis of HERA data
A simultaneous fit of parton distribution functions (PDFs) and electroweak
parameters to HERA data on deep inelastic scattering is presented. The input
data are the neutral current and charged current inclusive cross sections which
were previously used in the QCD analysis leading to the HERAPDF2.0 PDFs. In
addition, the polarisation of the electron beam was taken into account for the
ZEUS data recorded between 2004 and 2007. Results on the vector and
axial-vector couplings of the Z boson to u- and d-type quarks, on the value of
the electroweak mixing angle and the mass of the W boson are presented. The
values obtained for the electroweak parameters are in agreement with Standard

Limits on the effective quark radius from inclusive scattering at HERA
The high-precision HERA data allows searches up to TeV scales for Beyond the
Standard Model contributions to electron-quark scattering. Combined
measurements of the inclusive deep inelastic cross sections in neutral and
charged current scattering corresponding to a luminosity of around 1
fb have been used in this analysis. A new approach to the beyond the
Standard Model analysis of the inclusive data is presented; simultaneous
fits of parton distribution functions together with contributions of "new
physics" processes were performed. Results are presented considering a finite
radius of quarks within the quark form-factor model. The resulting 95% C.L.

Search for a narrow baryonic state decaying to and in deep inelastic scattering at HERA
A search for a narrow baryonic state in the and
system has been performed in collisions at HERA with the ZEUS detector
using an integrated luminosity of 358 pb taken in 2003-2007. The search
was performed with deep inelastic scattering events at an centre-of-mass
energy of 318 GeV for exchanged photon virtuality, , between 20 and 100
. Contrary to evidence presented for such a state around 1.52
GeV in a previous ZEUS analysis using a sample of 121 pb taken in
1996-2000, no resonance peak was found in the invariant-mass
distribution in the range 1.45-1.7 GeV. Upper limits on the production cross
