Mustafa Bey of Radoviş (1843-1893): bureaucrat, journalist and deputy of Salonica to the first Ottoman parliament

This article elaborates the life and deeds of Mustafa Bey, who published the first private Ottoman-Turkish newspaper in Salonica in 1873 and was member of the first Ottoman parliament in 1877-1878. By analyzing his activities and ideas, the paper states that Mustafa Bey should be considered to belong to the Young Ottoman political generation

Fisheries impacts of the CBFM-2 project: final assessment of the impact of the CBFM project on community managed fisheries in Bangladesh

Following the recommendations of earlier investigations reported by Halls and Mustafa (2006), this study reports a final assessment to address the question: ôDoes CBFM bring sustainable benefits to fisher communities? Or in other words ôDoes the CBFM workö? It employs most of the methods described by Halls & Mustafa (2006) supported by additional statistical methods including unit slope tests using and an updated set of data containing additional observations made since the time of last reporting. The same performance indicators and explanatory variables were used for the analysis. Similar to the earlier study, it also aims to identify important explanatory factors to help inform future co- or communitybased management initiatives and programmes. Modern Türk hikâyesine Mustafa Kutlu’nun getirdikleri

Modern Türk hikâyesi içinde yer alan Mustafa Kutlu hikâyesi, muhteva açısından geleneğe bağlanmış, biçimsel olarak ise çağının anlatım özelliklerinden yararlanmıştır. Nurettin Topçu’nun talebesi olan Kutlu, onun “Hareket” fikriyatının merkezinde yer edinen “tasavvuf” ve “Anadolu romantizmi” kavramlarını hikâyesinde temel iki birim olarak almıştır. Bu iki kavram Mustafa Kutlu hikâyesinde muhtevanın temel direkleri olmuş, onun hikâyesini geleneğe bağlayan, geleneğin kıssadan hisse çıkarmayı önceleyen metinlerinin “hikmet” düşüncesine karşılık gelmiştir. Bu günün insanının dilinde gizlenen geleneksel Türk hikâyesinin vokabülerini post-modern anlatım özellikleri içinde kullanıp, hikâyesinin biçimsel yanını oluşturan Mustafa Kutlu, geçmişi “hal” dilinde geleceğe taşımaya çalışmıştır. Bu çalışmanın kapsamını, Mustafa Kutlu’nun geleneksel Türk hikâyesinden tevarüs ettirdiği “hikmet” düşüncesinin onun hikâyelerinin muhteva boyutundaki kullanımı ve çağının anlatım özellikleriyle bu muhtevayı nasıl kurguladığı oluşturmaktadır. Giriş hariç üç bölüm ihtiva eden tezin ilk bölümünde, modern hikâye kuramı, “Modern Türk Hikâyesi”nin genel panoraması ve Mustafa Kutlu hikâyesinin bu panoramadaki görüntüsü ele alınmıştır. İkinci bölümde Mustafa Kutlu hikâyesinde muhtevanın kaynağı, gelenek ve Kutlu’nun gelenek içindeki yeri ve geleneğin içinde oluşan Türk hikâyesi üzerinde çalışılmıştır. Üçüncü bölümde ilk olarak, Mustafa Kutlu hikâyesinin muhtevasına temel dayanak olan “hikmet” düşüncesi ve bu düşünce ışığında kurgulanan hikâyeler üzerinde durulmuş; ikinci olarak, Kutlu’nun bu hikmetli muhtevayı, çağının anlatım özelliklerini kullanarak nasıl bir biçimle anlattığı üzerinde çalışılmıştır
