Lip segmentation using adaptive color space training

In audio-visual speech recognition (AVSR), it is beneficial to use lip boundary information in addition to texture-dependent features. In this paper, we propose an automatic lip segmentation method that can be used in AVSR systems. The algorithm consists of the following steps: face detection, lip corners extraction, adaptive color space training for lip and non-lip regions using Gaussian mixture models (GMMs), and curve evolution using level-set formulation based on region and image gradients fields. Region-based fields are obtained using adapted GMM likelihoods. We have tested the proposed algorithm on a database (SU-TAV) of 100 facial images and obtained objective performance results by comparing automatic lip segmentations with hand-marked ground truth segmentations. Experimental results are promising and much work has to be done to improve the robustness of the proposed method

A Model Suggestion and an Application for Nurse Scheduling Problem

In the health sector, the hospital management’s main and important problem that they come across is the 24 hour shift planning for the service personnel. With a good shift plan, the personnel’s work load is optimized and their work productivity will be provided and when the monthly shift schedule is prepared, the uncertainty and confusion will be overcome.  In this study, the blood bank centre nurses scheduling problem is taken into hands in a university hospital where the service is given 7 days, 24 hours, and the daily working hours are between 08.00-16.00 and 16.00-08.00, and the personnel work 40 hours a week. An optimized complex goal programming model is suggested by taking into consideration the centres working hours and the personnel’s leave situation. The main purpose of this suggested model is to determine how to minimize the deviations of the nurses’ day and night shifts. It has been seen with the application of the model the optimum shift schedule, compared to the previous hospital managements schedule was obtained, workload is more effectively planned, objective planning of the shifts schedule and a balanced work load have achieved

EFFECTIVENESS OF FACEBOOK ON STUDENTS’ ACHIEVEMENT IN MATHEMATICS

In the school practices used in Nepal, the students studying math courses are supposed to show all steps used in solving a math problem. A random survey of answer papers submitted by students revealed that all students in a math class solved the questions in similar ways including the mistakes they made in solving them. The researchers assigned different types of questions as homework or assignments. After close observations, the researchers came to know that students were communicating via social networks like Facebook and share solutions. This observation led to this study? The researchers suggested students not to use Facebook and other social networks and focus on studies to address their parents’ concern and worries. As a result of concerns by parents, a short study was conducted using two groups. The participants were divided into two groups. The experimental group was allowed to use Facebook and the control group was taught in the traditional mode (Non-Facebook based instructional method. The two groups were pretested immediately after teaching. The post-test results show that using interactive social media did improve students’ performance on assignments and exams

Verification of Localization via Blockchain Technology on Unmanned Aerial Vehicle Swarm

Verification of the geographic location of a moving device is vital. This verification is important in terms of ensuring that the flying systems moving in the swarm are in orbit and that they are able to task completion and manage their energy efficiency. Cyber-attacks on unmanned aerial vehicles (UAV) in a swarm can affect their position and cause various damages. In order to avoid this challenge, it is necessary to share with each other the positions of UAV in the swarm and to increase their accuracy. In this study, it is aimed to increase position accuracy and data integrity of UAV by using blockchain technology in swarm. Experiments were conducted on a virtual UAV network (UAVNet). Successful results were obtained from this proposed study

KATHMANDU TEACHER’S VIEW OF THE USE OF TECHNOLOGY IN AN ENGLISH LESSON

This paper studied teachers’ view and practices of technologies in teaching English in public schools in Kathmandu, the capital city of Nepal. It collected teachers’ views and the problems they encountered in using technology in the English language. It targeted to find out what sorts of technologies they used in the classroom. The result revealed that the mostly implemented technological means were cassette player, cell phone, computer, television, video recorder, and email. A questionnaire was prepared by the research holder and applied to 50 teachers of the secondary level to gather data. The research found that most of the teachers considered the use of technology as important tools to foster teaching and learning. The research concluded that lack of appropriate class time, accessibility of the relevant technologies and sufficient training was the main hurdles in the process of use of technology

Opening the Higgs Portal to Lepton-Flavoured Dark Matter

We study a simplified model of lepton-flavoured complex scalar dark matter coupling to right-handed leptons and the Higgs boson. The model is set up in the Dark Minimal Flavour Violation framework. In contrast to previous studies of similar models we consider the most general case and do not a priori constrain the hierarchy of dark matter masses and couplings in any way. In the first part of the analysis we discuss the impact of Higgs portal interactions and the generalised mass hierarchy on the model's phenomenology. We find that they render new physics masses around the electroweak scale viable, thus qualifying this model to address the $(g-2)_\mu$ puzzle. After reviewing the current situation of the latter, we perform two combined analyses -- one in which $(g-2)_\mu$ allows for significant new physics effects and one in which it does not. We find that while the latter scenario allows for a larger range of new physics scales, both scenarios are equally viable.Comment: 28 pages, 7 figure

Özellikle gelişmekte olan ülkeler için bireysel emeklilik sisteminin önemi büyüktür. Bu ülkelerdeki tasarruf oranı düşüklüğü sorununa çare olarak görülen bireysel emekliliğin etkin bir şekilde çalışması için çeşitli teşvik mekanizmaları kullanılmaktadır. Kriz deneyimleri yaşayan ve ülke ekonomisine olan güvenin azaldığı gelişmekte olan ülkelerde böyle bir tasarruf sistemini yerleştirmek kolay bir süreç olmayacaktır. Sistem hakkında yeterli bilgilendirmenin yapılması, sisteme ilişkin olası getiri ve kayıpların net bir şekilde ortaya konulması gerekmektedir. Bu çalışma da ülkemiz bireysel emeklilik sisteminin istenen düzeye ulaşması için yapılacaklar üzerine bir değerlendirmeye yer verilmiştir.Especially for the developing countries, the importance of the individual pension system is great. A variety of incentive mechanisms are used to effectively operate individual retirement, which is seen as a remedy for the low saving rate in these countries. It would not be an easy process to place such a system of savings in developing countries experiencing crisis experiences and having less confidence in the country's economy. Sufficient information about the system needs to be made clearly in terms of possible returns and losses for the system. In this study, our country was given an assessment of what to do to reach the desired level of the individual pension system

Hz. Peygamberin Teşrî Nitelikli Olmayan Fiillerinin Bağlayıcılık Açısından Değeri

Fıkıh usulü terminolojisinde şer‘î delillerin ikincisi olan Sünnet, Hz. Peygamber’den sâdırolan söz, fiil ve takrirleri ifade eden bir hüküm kaynağıdır. Hz. Peygamber’in bizler içingüzel örnek olduğuna dikkatleri çeken, ona uymayı ve itaati emreden ayetler ile birliktekendisine Kur’ân’ı açıklama görevinin verildiğini ifade eden ayetlerden Hz. Peygamber’euymanın gerekliliği anlaşılmaktadır. İslâm hukukçuları belirli şartlar dâhilinde tespiti yapılanve kaynağı risâlet olan sünnetin Müslümanlar için bağlayıcılık arz ettiği hususundaicma etmiştir. Bununla birlikte Hz. Peygamber’in yeme, içme, uyuma, giyinme ve oturupkalkma gibi insan tabiatının bir gereği olarak sergilediği davranışların yanı sıra ticaret,ziraat, ordu tanzimi ve savaşa dair kanaatleri, bir hastalığa ilaç tavsiye etmesi gibi teşrînitelikli olmayan kişisel tecrübeleri de söz konusu olmuştur. İşte bu çalışmada, Kur’ân-ıKerim’de Müslümanlar için en güzel örnek olduğu vurgulanan Hz. Peygamber’in teşrî nitelikliolmayıp insan tabiatının bir gereği olarak ya da kişisel tecrübe ve kanaatleri şeklindekendisinden sâdır olan fiillerin sünnet kapsamında değerlendirilip değerlendirilemeyeceğive bu tür fiillerin bağlayıcılık arz edip etmeyeceği konusu izah edilecektir
