    Bayesian Dark Knowledge

    We consider the problem of Bayesian parameter estimation for deep neural networks, which is important in problem settings where we may have little data, and/ or where we need accurate posterior predictive densities, e.g., for applications involving bandits or active learning. One simple approach to this is to use online Monte Carlo methods, such as SGLD (stochastic gradient Langevin dynamics). Unfortunately, such a method needs to store many copies of the parameters (which wastes memory), and needs to make predictions using many versions of the model (which wastes time). We describe a method for "distilling" a Monte Carlo approximation to the posterior predictive density into a more compact form, namely a single deep neural network. We compare to two very recent approaches to Bayesian neural networks, namely an approach based on expectation propagation [Hernandez-Lobato and Adams, 2015] and an approach based on variational Bayes [Blundell et al., 2015].     The potential role of life-writing therapy in facilitating \u27recovery\u27 for those with mental illness

    This article addresses the experience of designing and conducting life-writing workshops for a group of clients with severe mental illness; the aim of this pilot study was to begin to determine whether such writing about the self can aid in individual ‘recovery’, as that term is understood by contemporary health professionals. A considerable amount has been written about the potential of creative writing in mental health therapy; the authors of this article provide a brief summary of that literature, then of the concept of ‘recovery’ in a psychology and arts therapy context. There follows a first-hand account by one of the authors of being an arts therapy workshop facilitator in the role of a creative practitioner. This occurred in consultation with, and monitored by, experienced mental health professionals

    Deuterium Abundance in the Most Metal-Poor Damped Lyman alpha System: Converging on Omega_baryons

    The most metal-poor DLA known to date, at z = 2.61843 in the spectrum of the QSO Q0913+072, with an oxygen abundance only about 1/250 of the solar value, shows six well resolved D I Lyman series transitions in high quality echelle spectra recently obtained with the ESO VLT. We deduce a value of the deuterium abundance log (D/H) = -4.56+/-0.04 which is in good agreement with four out of the six most reliable previous determinations of this ratio in QSO absorbers. We find plausible reasons why in the other two cases the 1 sigma errors may have been underestimated by about a factor of two. The addition of this latest data point does not change significantly the mean value of the primordial abundance of deuterium, suggesting that we are now converging to a reliable measure of this quantity. We conclude that = -4.55+/-0.03 and Omega_b h^2 (BBN) = 0.0213+/-0.0010 (68% confidence limits). Including the latter as a prior in the analysis of the five year data of WMAP leads to a revised best-fitting value of the power-law index of primordial fluctuations n_s = 0.956+/-0.013 (1 sigma) and n_s < 0.990 with 99% confidence. Considering together the constraints provided by WMAP 5, (D/H)_p, baryon oscillations in the galaxy distribution, and distances to Type Ia supernovae, we arrive at the current best estimates Omega_b h^2 = 0.0224+/-0.0005 and n_s = 0.959+/-0.013.Comment: 13 pages, 8 Figures.     Recognizing and Confronting State Subjectivity in Asylum Adjudications

    United States law charges America’s asylum officers with providing humanitarian protection for refugees while simultaneously securing the nation from external threats. This mandate requires that asylum officers balance potentially conflicting claims as they seek to ensure just treatment of claimants. This article explores how officers charged with that responsibility can develop a regime-centred subjectivity that often conditions them to view applicants with fraud and security concerns foremost in mind. This analysis also examines the potential efficacy of practical strategies linked to aesthetic, cognitive, affective, and moral imagination that may allow officials to become more aware of their statecentred subjectivity and how it influences their perceptions of threats to national security and to fraud. This analysis encourages adjudication officers to strive for a more nuanced understanding of what constitutes fraud and national security concerns and what are instead presuppositions created by the United States population-protection agenda.La loi aux États-Unis investit les agents préposés aux demandes d’asile avec la responsabilité d’accorder la protection humanitaire aux réfugiés et en même temps de protéger le pays des dangers venant de l’extérieur. Un tel mandat nécessite que les agents réconcilient des exigences potentiellement conflictuelles tout en assurant un traitement équitable des demandeurs.     The host galaxies of strong CaII QSO absorption systems at z<0.5

    We present new imaging and spectroscopic observations of the fields of five QSOs with very strong intervening CaII absorption systems at redshifts z<0.5 selected from the Sloan Digital Sky Survey. Recent studies of these very rare absorbers indicate that they may be related to damped Lyman alpha systems (DLAs). In all five cases we identify a galaxy at the redshift of the CaII system with impact parameters up to ~24 kpc. In four out of five cases the galaxies are luminous (L ~L*), metal-rich (Z ~Zsun), massive (velocity dispersion, sigma ~100 km/s) spirals. Their star formation rates, deduced from Halpha emission, are high, in the range SFR = 0.3 - 30 Msun/yr. In our analysis, we paid particular attention to correcting the observed emission line fluxes for stellar absorption and dust extinction. We show that these effects are important for a correct SFR estimate; their neglect in previous low-z studies of DLA-selected galaxies has probably led to an underestimate of the star formation activity in at least some DLA hosts. We discuss possible links between CaII-selected galaxies and DLAs and outline future observations which will help clarify the relationship between these different classes of QSO absorbers.Comment: Accepted for publication in MNRAS, 14 pages, 9 figures. This is not the case, however. It is the sub-title which gives a more descriptive indication of the contents: The Administration of Justice in the United States by Judicial, Administrative, Military, and Arbitral Tribunals. Not the substantive law of the United States is the concern of the author, but the machinery by which it is administered, the tribunals and their procedure

    NF-κB contributes to transcription of placenta growth factor and interacts with metal responsive transcription factor-1 in hypoxic human cells

    Placenta growth factor (PlGF) is a member of the vascular endothelial growth factor family of cytokines that control vascular and lymphatic endothelium development. It has been implicated in promoting angiogenesis in pathological conditions via signaling to vascular endothelial growth factor receptor-1. PlGF expression is induced by hypoxia and proinflammatory stimuli. Metal responsive transcription factor 1 (MTF-1) was shown to take part in the hypoxic induction of PlGF in Ras-transformed mouse embryonic fibroblasts. Here we report that PlGF expression is also controlled by NF-κB. We identified several putative binding sites for NF-κB in the PlGF promoter/enhancer region by sequence analyses, and show binding and transcriptional activity of NF-κB p65 at these sites. Expression of NF-κB p65 from a plasmid vector in HEK293 cells caused a substantial increase of PlGF transcript levels. Furthermore, we found that hypoxic conditions induce nuclear translocation and interaction of MTF-1 and NF-κB p65 proteins, suggesting a role for this complex in hypoxia-induced transcription of PlG

    Upper Limb Stroke Rehabilitation Using Surface Electromyography: A Systematic Review and Meta-Analysis

    Background: Upper limb impairment is common after stroke, and many will not regain full upper limb function. Different technologies based on surface electromyography (sEMG) have been used in stroke rehabilitation, but there is no collated evidence on the different sEMG-driven interventions and their effect on upper limb function in people with stroke. Aim: Synthesize existing evidence and perform a meta-analysis on the effect of different types of sEMG-driven interventions on upper limb function in people with stroke. Methods: PubMed, SCOPUS, and PEDro databases were systematically searched for eligible randomized clinical trials that utilize sEMG-driven interventions to improve upper limb function assessed by Fugl-Meyer Assessment (FMA-UE) in stroke. The PEDro scale was used to evaluate the methodological quality and the risk of bias of the included studies. In addition, a meta-analysis utilizing a random effect model was performed for studies comparing sEMG interventions to non-sEMG interventions and for studies comparing different sEMG interventions protocols. Results: Twenty-four studies comprising 808 participants were included in this review. The methodological quality was good to fair. The meta-analysis showed no differences in the total effect, assessed by total FMA-UE score, comparing sEMG interventions to non-sEMG interventions (14 studies, 509 participants, SMD 0.14, P 0.37, 95% CI –0.18 to 0.46, I2 55%). Similarly, no difference in the overall effect was found for the meta-analysis comparing different types of sEMG interventions (7 studies, 213 participants, SMD 0.42, P 0.23, 95% CI –0.34 to 1.18, I2 73%). Twenty out of the twenty-four studies, including participants with varying impairment levels at all stages of stroke recovery, reported statistically significant improvements in upper limb function at post-sEMG intervention compared to baseline. Conclusion: This review and meta-analysis could not discern the effect of sEMG in comparison to a non-sEMG intervention or the most effective type of sEMG intervention for improving upper limb function in stroke populations. Current evidence suggests that sEMG is a promising tool to further improve functional recovery, but randomized clinical trials with larger sample sizes are needed to verify whether the effect on upper extremity function of a specific sEMG intervention is superior compared to other non-sEMG or other type of sEMG interventions
