The impact of LIHTC program on local schools
The low-income housing tax credit (LIHTC) program has developed over two million rental homes for low-income households since 1986. The perception of deterioration in school quality has been a main reason for community opposition to LIHTC projects in middle-and upper-income areas. In this paper, we examine the impact of LIHTC projects on the nearby school performance. The LIHTC projects tend to have positive and statistically significant impacts on school performance the year they are placed in service and this finding is robust to various specifications. Offsetting these, the one year lag effects are negative and of similar or smaller magnitude.Housing subsidies ; Housing policy ; Education ; Poverty
On sharing NATO defence burdens in the 1990s and beyond
This article investigates NATO burden sharing in the 1990s in light of strategic, technological, political and membership changes. Both an ability-to-pay and a benefits-received analysis of burden sharing are conducted. During 1990-99, there is no evidence of disproportionate burden sharing, where the large allies shoulder the burdens of the small. Nevertheless, the theoretical model predicts that this disproportionality will plague NATO in the near future. Thus far, there is still a significant concordance between benefits received and defence burdens carried. When alternative expansion scenarios are studied, the extent of disproportionality of burden sharing increases as NATO grows in size. A broader security burden-sharing measure is devised and tested; based on this broader measure, there is still no disproportionality evident in the recent past.

Small drill-hole, gas mini-permeameter probe
The distal end of a basic tube element including a stopper device with an expandable plug is positioned in a pre-drilled hole in a rock face. Rotating a force control wheel threaded on the tube element exerts force on a sleeve that in turn causes the plug component of the stopper means to expand and seal the distal end of the tube in the hole. Gas under known pressure is introduced through the tube element. A thin capillary tube positioned in the tube element connects the distal end of the tube element to means to detect and display pressure changes and data that allow the permeability of the rock to be determined
Manufactured caverns in carbonate rock
Disclosed is a process for manufacturing underground caverns suitable in one embodiment for storage of large volumes of gaseous or liquid materials. The method is an acid dissolution process that can be utilized to form caverns in carbonate rock formations. The caverns can be used to store large quantities of materials near transportation facilities or destination markets. The caverns can be used for storage of materials including fossil fuels, such as natural gas, refined products formed from fossil fuels, or waste materials, such as hazardous waste materials. The caverns can also be utilized for applications involving human access such as recreation or research. The method can also be utilized to form calcium chloride as a by-product of the cavern formation process
Human in the Loop Simulation Measures of Pilot Response Delay in a Self-Separation Concept of Operations
A human-in-the-loop (HITL) simulation experiment was conducted by the National Aeronautics and Space Administration (NASA) to assess airline transport pilots performance and reported acceptance of the use of procedures relying on airborne separation assistance and trajectory management tools. This study was part of a larger effort involving two NASA centers that includes multiple HITL experiments planned over the next few years to evaluate the use of automated separation assurance (SA) tools by both air traffic controllers and pilots. This paper presents results of measured pilot response delay that subject pilots incurred when interacting with cockpit tools for SA and discusses possible implications for future concept and procedures design
Nominal Henkin Semantics: simply-typed lambda-calculus models in nominal sets
We investigate a class of nominal algebraic Henkin-style models for the
simply typed lambda-calculus in which variables map to names in the denotation
and lambda-abstraction maps to a (non-functional) name-abstraction operation.
The resulting denotations are smaller and better-behaved, in ways we make
precise, than functional valuation-based models.
Using these new models, we then develop a generalisation of \lambda-term
syntax enriching them with existential meta-variables, thus yielding a theory
of incomplete functions. This incompleteness is orthogonal to the usual notion
of incompleteness given by function abstraction and application, and

Functional Allocation with Airborne Self-Separation Evaluated in a Piloted Simulation
A human-in-the-loop simulation experiment was designed and conducted to evaluate an airborne self-separation concept. The activity supports the National Aeronautics and Space Administration s (NASA) research focus on function allocation for separation assurance. The objectives of the experiment were twofold: (1) use experiment design features in common with a companion study of ground-based automated separation assurance to promote comparability, and (2) assess agility of self-separation operations in managing trajectory-changing events in high traffic density, en-route operations with arrival time constraints. This paper describes the experiment and presents initial results associated with subjective workload ratings and group discussion feedback obtained from the experiment s commercial transport pilot participants
