    A media framing analysis of urban flooding in Nigeria: current narratives and implications for policy

    © 2017, The Author(s). A critical element of current flood management is the importance of engaging key policy actors when policy decisions are to be made. However, there is still only limited understanding of how narratives of flood management actors may influence flood management policies, even though there is a suggestion that actors can strategically use their narratives to influence policy directions. In a developing country like Nigeria, there are still questions around lessons that can be learnt from understanding the narratives of policy actors, to unravel the complex nature of strategies and policy directions in managing urban floods. To help fill these gaps, this paper uses quantitative content analysis to explore the frame of five policy actor groups (government, local communities, business, multilateral organisations and non-governmental organisations (NGOs)) as expressed in local and national newspapers between 2012 and 2016 to understand their narratives of causes and strategies to solve the problem of urban flooding in Nigeria. The narratives of government, local communities and businesses align with the premise that flooding can and should be prevented whilst that of multilateral and business actors champion adaptation strategies on the basis that flooding is inevitable and hence more energy should be directed at ‘living with water’—emergency response, damage reduction and the aftermath. The study also identified areas of potential consensus and conflict between direct actors such as government and local communities on the one hand and funders on the other. Better discussion among actors aiding understanding of contemporary thinking and local realities will aid policy-making and policy implementation in the Nigerian context. An important step will be in the collaborative design of an urgently needed ‘Nigerian policy on flooding’ which currently does not exist

    Advances, gaps and way forward in provision of climate services over the Greater Horn of Africa

    The Greater Horn of Africa is prone to extreme climatic conditions, thus, making climate services increasingly important in supporting decision-making processes across a range of climate sensitive sectors. This study aims to provide a comprehensive review of the recent advances, gaps and challenges in the provision of climate services over the region, for each of the components of the Global Framework for Climate Services. The study explores various milestones that have been achieved toward climate service delivery. The achievements include improvement of station network coverage, and enhancing the capacity of member states to utilize various tools in data analysis and generate routine climate products. The advancement in science, and availability of High-Performance Computing has made it possible for forecast information to be provided from nowcasting to seasonal timescales. Moreover, operationalizing of the objective forecasting method for monthly and seasonal forecasts has made it possible to translate tercile forecasts for applications models. Additionally, innovative approaches to user engagement through co-production, communication channels, user-friendly interfaces, and dissemination of climate information have also been developed. Despite the significant progress that has been made in the provision of climate services, there are still many challenges and gaps that need to be overcome in order to ensure that these services are effectively meeting the needs of users. The research of the science underpinning climate variability, capacity building and stakeholder engagement, as well as improved data management and quality control processes are some of the gaps that exist over the region. Additionally, communication and dissemination of climate information, including timely warnings and risk communication, require improvement to reach diverse user groups effectively. Addressing these challenges will require strengthened partnerships, increased investment in capacity building, enhanced collaboration between the climate information producers and stakeholders, and the development of user-friendly climate products. Bridging these gaps will foster greater resilience to climate-related hazards and disasters in the Greater Horn of Africa and support sustainable development in the region

    Report on consumer acceptability tests of NARITA hybrids in Tanzania and Uganda

    Consumer acceptability tests of NARITA hybrids were conducted with a total of 572 randomly selected men and women farmers from 5 sites in different agro-ecological zones in Tanzania and Uganda (Maruku, Mitalula and Moshi in Tanzania; Kawanda and Mbarara in Uganda). Evaluations were done between July and November 2018 under the project ‘Improvement of banana for smallholder farmers in the Great Lakes Region of Africa’. At each site, focus group discussions (FGDs) were first conducted with different age groups: young women, young men (35 years) to ascertain the main products households make using cooking banana cultivars and the preparation method. The most important product was then prepared in each site - steamed matooke in both Uganda sites and boiled fingers in all Tanzania sites. On a given day, about 100 farmers were each provided with coded samples of four NARITA hybrids plus one local check and asked to rate each sample on a 5-point hedonic scale for the following attributes: colour, aroma, texture in hand, taste, mouthfeel and overall acceptability. This report provides results that can help inform the selection of the best NARITAs to take on-farm and subsequent varietal release

    Gendered Perceptions of Climate Variability and Change among Local Communities Living around Queen Elizabeth National Park in Uganda

    Climate change affects both men and women which, in turn, shapes their varied and contrasting perceptions of climate variability and change. This paper examined the gendered perceptions of climate variability and change among local communities in Queen Elizabeth National Park in Uganda.The objectives are threefold: - identify climatic shocks faced by the local communities; examine the perceptions of men and women of climate variability and change; and to compare their perceptions with empirical meteorological data. This study employed both qualitative and quantitative methods, with data collected from 215 respondents using survey, interviews and focused group discussions. From the findings, indicators of climate variability and change included reduced flooding events, occurrence of human diseases, increasing crop pests and diseases, dry spells and intensity of rains. There was increasing significant temperatures while rainfall was declining. Both male and female significantly associated with increasing temperatures and reduced flooding events. While climatic shocks affected both males and females, the impact was more pronounced depending on distinct livelihood activities and roles and responsibilities undertaken. The study concluded that people’s perceptions of climate change should be taken on by the government and integrated in the national climate programs that support people’s livelihoods and survival mechanisms

    Preventive approach to reduce risk caused by failure of a rainwater drainage system: The case study of Corato (Southern Italy)

    The presence of ancient underground urban drainage system in cities entails serious risks to public safety. Often, the presence of these hydraulic structures is forgotten and their projects missing in public offices. In this work the critical issues of the old urban drainage system of Corato, a city in the south of Italy, are described. In particular, through a targeted identification, acquisition and spatialization of key variables, and subsequent processing in a GIS software, a method for risk assessment has been provided. The choice of key variables was carried out through visual inspections and acquisition of “historical criti-calities” of the urban drainage system. Finally, this paper presents a methodology, calibrated on the old city of Corato, to evaluate the risk caused by the presence of this hydraulic infrastructure, in order to help technicians to define the correct order of operations to be carried out.3n

    A Synthesis of Determinants of Urban Resilience in Sub-Saharan Africa

    Urban resilience to natural and human-induced shocks and stresses has become an important issue in the contemporary world. Several reviews exist on urban resilience, but limited attempts have been made to critically review studies that shed light on determinants of urban resilience in sub-Saharan Africa (SSA). This study synthesizes both peer-reviewed and grey literature on the determinants of urban resilience to natural and human-induced shocks and stresses in SSA. A considerable number of studies that shed some light on the determinants of urban resilience in SSA have been conducted since the year 2000, but limited attempts have been made to synthesize and integrate them into the pool of knowledge. In this study, the preferred reporting items for systematic reviews and meta-analysis (PRISMA) protocol was followed. Findings indicate that urban resilience in SSA is understood, firstly, as a social and organizational construct and, secondly, as a social, organizational, and ecological construct. The most reported determinants of resilience in cities of SSA are access to basic services, social networks, employment, ownership of productive assets, involvement in none-agricultural activities, building flood retention facilities, and environmental preservation. In conclusion, necessity exists to conduct more studies in secondary cities in SSA while considering the social, institutional, economic, and ecological aspects of resilience so as to understand the multidimensional, location-specific dynamics of the determinants of resilience, given the growing role that secondary cities will play in the strong urban growth trajectories projected over the next decades
