    This paper discusses the problems caused by the linguistic features used by speakers as the basis of determining their social identity. The concept of identity is broad and closely related with socio-cultural and eco-spheres environment of the speakers. The speaker’s identity is determined by employing both social and linguistic features in the overall analysis. The linguistic features include the whole range of language use, from phonetic features to lexical units, syntactic structures and family names. This paper therefore argues that the speaker’s linguistic features pose some problems in determining the speaker’s identity. The first problem concerns the concepts of language and dialect which are defined differently by different scholars. The second problem refers to multilingual speakers with diversified linguistic competence, and lastly, it has been noted with concern that some speakers use artificial family names which are not from their ethnic origin, hence complicating the process of determining the identity of the speakers

    The insight of trust engineering for 21st century organizations

    The effective smoothening factor in different forms of collaboration has proven to be getting trustworthy partner organizations. Nowadays, trust among the 21st century organizations should be analyzed and assessed with a look from a different angle than how it has been conceptualized and addressed for such organizations in the past. In the past as it has been commonly practiced, the concept of trust has been addressed considering one chosen criterion which in most cases is subjective and not measurable. The trust analysis has also been performed at the level of one actor such as individual or organization without any comparativeness to other actors. In practice, also trustworthiness in an actor has been assumed to be a phenomenon that naturally emerges rather than being created. Furthermore, in past research, trust has been considered to be a subjective aspect and emerging from opinions and recommendations from other peers. On these bases it has been difficult to justify the rationality of trust attached to an actor for collaboration. Today the concept of trust has become an amenable factor for smoothening inter-organizational collaboration and thus has raised the need to enhance the rationality in trustworthiness measurements. Therefore, the 21st century organizations need to reconsider their working approach with incorporating trust creation and enhancement strategies. This article surveys existing work on inter-organizational trust addressing the complementary and contradictory concepts, as well as different practices in various disciplines. The article then analyzes the trust criteria and approaches for assessment of trust in organization during this 21st century

    FEeSU - A Framework for Evaluating eHealth Systems Usability: A Case of Tanzania Health Facilities

    Adopting eHealth systems in the health sector has changed the means of providing health services and increased the quality of service in many countries. The usability of these systems needs to be evaluated from time to time to reduce or completely avoid the possibility of jeopardizing the patients’ data, medication errors, etc. However, the existing frameworks are not country context sensitive since they are designed with the mindset of practices in developed countries. Such developed countries’ contexts have different cultures, resource settings, and levels of computer literacy compared to developing countries such as Tanzania. This paper presents the framework for evaluating eHealth system usability (FEeSU) that is designed with a focus on developing country contexts and tested in Tanzania. Healthcare professionals, including doctors, nurses, laboratory technologists, and pharmacists, were the main participants in this research to acquire practice-oriented requirements based on their experience, best practices, and healthcare norms. The framework comprises six steps to be followed in the evaluation process. These steps are associated with important components, including usability metrics, stakeholders, usability evaluation methods, and contextual issues necessary for usability evaluation. The proposed usability evaluation framework could be used as guidelines by different e-health system stakeholders when preparing, designing, and performing the evaluation of the usability of a system.     Collaborative Networks as a Mechanism for Strengthening Competitiveness: Small and Medium Enterprises and Non-state Actors in Tanzania as Cases

    Industrial organizations are increasingly facing more challenges in the market and society. These challenges include the scarcity of resources, short delivery time requirement, frequent emergence of new technologies, demand for wide variety of competencies, and limited availability of up-to-date experts. Coping with these challenges requires continuous restructuring and managing changes in organizations. However, only large organizations can afford to institute these changes. It also requires continuous innovation in deployment of emerging technologies and management concepts. Thus, due to their small size, lack of competitive capital and inability to acquire complex opportunities, majority of SMEs and non state actors (NSA) find it difficult to cope with the required speed of change. However, both research and practice have shown that dynamic time/cost-effective and fluid creation of temporary collaborative networks wrought by ICTs is an enabler for the small and medium enterprises (SMEs) and NSAs in quest of enhancing competitiveness in the marketplace.     A Stochastic Modelling Approach to Student Performance Prediction on an Internet-Mediated Environment

    Student performance prediction presents institutions and learners with results that assist them to gauge their academic abilities within their context of learning. Performance prediction has been done using different approaches over the years. In this case, stochastic modelling is used and it takes into consideration the use of random variables in the prediction process. The random variables are generated from different scenarios in order to generate a possible output. As a result, the generated output is used to indicate the likelihood of very rare occurrence scenarios which may or may not take place at a future date. With the vast availability of educational data that is available within the learning sector, this data forms the basis of input data that is required for the prediction of student performance within internet-worked environments. This paper develops the prediction model using Stochastic Differential Equations (SDEs). This then gives way to the analysis of data collected from varied respondents within universities leading to the generation of a student performance trajectory

    E-learning uptake among academicians and students in Tanzanian universities

    The purpose of this study was to ascertain the extent of current e-learning uptake in Tanzanian universities. The quantitative approach involving survey design was adopted in the collection of data. Data were collected through a questionnaire survey of 400 respondents, with a rate of return 85.5%. The average reliability of variables 0.949 was determined using Cronbach's Alpha. Fuzzy Logic model and t-test were adopted for data analysis. The findings revealed that the average extent of current e-learning uptake among students and academicians were less than half of threshold amounting to 50% (i.e. level of awareness was 16%, availability was 20.6%, accessibility was 17%, attitude was 15% as variables used). There was no statistically significant difference in e-learning uptake among students and academicians as the value of p > 0.05. The findings of this study established a base ground and guidelines to inform the e-learning stakeholders and policymakers to find and establish suitable policy as well as mechanism to adopt and encourage sustainable use of e-learning systems for life-long teaching and learning. The originality of this study is based on the addition of new variables and methodologies employed as empirical evidence based on the extent of e-learning uptake in Tanzanian universities.               Keyword:  ICTs, e-learning uptake, fuzzy logic model, students, academician

    Indicators of energy access in rural areas of Tanzania: an application of confirmatory factor analysis approach

    Energy access plays a crucial role in enhancing the social-economic development among the household members in any nation. Notwithstanding the role of energy access in improving the livelihood of people, the problem of energy access has revealed to be more serious in rural areas of Tanzania. The increased in problem of energy access in rural areas of the developing countries is due to the absence of a unified set of indicators for measuring the energy access to rural households from developing countries including Tanzania. This study therefore, aimed at determining the indicators of energy access in rural areas of Tanzania.The study employed Cross- sectional type of the research design to collect data from 384 heads of household from the rural areas of Njombe and Iringa regions in Tanzania. Moreover, the Quantitative Exploratory Factor Analysis using Principal Component analysis and varimax method was employed to determine the indicators of energy access. The identified indicators using exploratory Factor Analysis was further confirmed using Confirmatory Factor Analysis. The study findings revealed that, the indicators for measuring the provision of energy access to rural households in developing countries including Tanzania ranked based on its importance are: availability, affordability, durability, efficient, no production of smokes, easy to use and ability to keep cooking facilities clean.Based on these findings, the study concludes that, indicators of energy access are important in enhancing the social economic development and improvement of the livelihood of people in rural areas. In the light of this conclusion the study recommends to government energy experts and other practitioners of to use the identified indictors when measuring energy access to rural households in Tanzania in order to improve the livelihood and their standard of living

    Algorithmic prediction of internet technology utilization in learning

It also seeked to encourage the emergence of functionally skilled technocrats within the continent.Internet technology has been revolutionary over the years especially in the educational sector. However, the utility of internet technology in the learning process of a student in a higher learning institution has not been determined over the years. This has been due to the evolution that has taken place in education. This paper aims at helping in the development of an algorithmic model that will be used for the prediction of internet technology utilization in learning. Specifically, the research will focus on modelling the Cobb- Douglas production theorem to predict the learning output of a given student considering the utility of the internet technology, the infrastructural investment made by the institution of higher learning and the effort of the student. The results of this ongoing research will eventually be of great importance in helping institutions of higher learning determine their returns after investing in internet technology.
