    The purpose of this article is to explore the standing of future residents to bring suit in exclusionary-zoning cases. Exclusionary zoning may be defined as zoning and land-use control practices that have the effect of precluding construction of dwelling units that could house low-income and moderate-income persons either by direct exclusion or by raising the price of access.1 An example of direct exclusion would be the imposition of restrictions upon the number of bedrooms in apartment units, which would have the direct effect of excluding large families. An example of indirect exclusion would be the effect of zoning upon land prices, which would have the effect of raising the price of land, thereby raising the ultimate cost of the home built upon that land or the rent charged for apartments constructed thereon

    Joint economic design of EWMA control charts for mean and variance

    Cataloged from PDF version of article.Control charts with exponentially weighted moving average (EWMA) statistics (mean and variance) are used to jointly monitor the mean and variance of a process. An EWMA cost minimization model is presented to design the joint control scheme based on pure economic or both economic and statistical performance criteria. The pure economic model is extended to the economic-statistical design by adding constraints associated with in-control and out-of-control average run lengths. The quality related production costs are calculated using Taguchi's quadratic loss function. The optimal values of smoothing constants, sampling interval, sample size, and control chart limits are determined by using a numerical search method. The average run length of the control scheme is computed by using the Markov chain approach. Computational study indicates that optimal sample sizes decrease as the magnitudes of shifts in mean and/or variance increase, and higher values of quality loss coefficient lead to shorter sampling intervals. The sensitivity analysis results regarding the effects of various inputs on the chart parameters provide useful guidelines for designing an EWMA-based process control scheme when there exists an assignable cause generating concurrent changes in process mean and variance.     Hyperfine Structure Constants for Eu Isotopes: Is The Empirical Formula of HFS Anomaly Universal ?

    We calculate the hyperfine structure constant for the Eu isotopes with shell model wave functions. The calculated results are compared with those predicted by the Moskowitz-Lombardi (M-L) empirical formula. It turns out that the two approaches give the very different behaviors of the hfs constants in the isotope dependence. This should be easily measured by experiment, which may lead to the universality check of the M-L formula.Comment: 18 pages, Latex, two figure

    Repression of Cell-Cell Fusion by Components of the C. elegans Vacuolar ATPase Complex

    SummaryCell-cell fusion initiates fertilization, sculpts tissues during animal development, reprograms stem cells to new differentiated states, and may be a key step in cancer progression. While cell fusion is tightly regulated, the mechanisms that limit fusion to appropriate partners are unknown. Here, we report that the fus-1 gene is essential to repress fusion of epidermal cells in C. elegans: in severe fus-1 mutants, all epidermal cells, except the lateral seam cells, inappropriately fuse into a single large syncytium. This hyperfusion requires EFF-1, an integral membrane protein essential for fusion of epidermal cells into discrete syncytia. FUS-1 is localized to the apical plasma membrane in all epidermal cells potentiated to undergo fusion, whereas it is virtually undetectable in nonfusing seam cells. fus-1 encodes the e subunit of the vacuolar H+-ATPase (V-ATPase), and loss of other V-ATPase subunits also causes widespread hyperfusion. These findings raise the possibility of manipulating cell fusion by altering V-ATPase activity

    A Study on Teacher’s Perception about Components of English Handwriting in Pakistan

    Handwriting is an essential of school activities for the school going children. Good or legible handwriting remained a constant task for the teachers and students during the whole day. The teachers recognize the legible handwriting at a gland due to their routine work in the schools. The teacher’s criterion that lies behind their decision of good handwriting was a question to answer in this study. The purpose of this study was to identify the components of legibility from the teachers’ perspective. Referencing handwriting experts and a literature review, key variables were categorized and organized onto a 5-point Likert Scale questionnaire. Teachers’ responses to the various legibility criteria were then tallied with regards to primary school students. Mean, standard deviation, exploratory factor analysis and path diagram statistics were applied to the ordinal data. It was concluded that twelve components were important for the legibility of handwriting of primary school students. These include Readability, Margin, Similarity, Line, Space, Size, Shape, Roundness, Form, Slant, Alignment and Recognition

    Perceptions Regarding Distance Learning in Higher Education, Smoothing the Transition.

    This paper presents the perceptions on distance learning approaches, assessed through an online survey, using experimental design of ideas (Mind Genomics). Students and professors of higher education institutions who had not yet experienced distance learning before COVID-19 pandemic period participated in the study. The participants belong to the universities located in Mediterranean basin, e.g., Albania, Italy, Morocco, Algeria and few African countries. Results suggest that distance learning will shift many of the responsibilities formerly on the professors to those of the students. The data suggests the need for emotional support during this transition, specifically to maintain interaction among students and professor as well as among students themselves in distance learning platforms as in traditional classrooms. The study shows that the effectiveness and the interactivity of this new paradigm are very important and any further developments of distance learning should provide strong support for these components. The position of the professor is indispensable as the guide to the entire process, suggesting that at least at the time of this writing (2020) distance learning approach is perceived only to be an intermittent complementary path to in-person interactions
