    The Niobrara National Scenic River: Exploring Co-Management Through a Case Study of the Niobrara Council

    In recent decades, government staff and local citizens have increasingly employed cooperative schemes of natural resource management, in lieu of more conventional, top-down approaches of addressing user conflicts as they relate to water resources. The focus of this project was on the Niobrara Council, a partnership of local, state, and federal representatives charged with cooperatively managing the reach of the Niobrara River that was federally designated under the Wild and Scenic Rivers Act in 1991. The project\u27s purpose was to explore the cooperative framework of the Council, using the methodology outlined by Carlsson and Berkes (2005). This methodology involved investigating the functional tasks of the Council and analyzing the linkages between those tasks and the individuals who perform them in order to develop a descriptive picture of how the Council functions. Qualitative data for this project was gathered through interviews with the Council members, meeting minutes, and enabling documents and laws related to the Niobrara National Scenic River (NNSR) and the Council. This data was used to inform a qualitative thematic analysis of the Council and clarify how relationships between participants and management activities in a co-management framework are organized, and how they might be enhanced. The findings from this project provided a clearer picture of how the various partners involved in the co-management framework of the Council manage the NNSR. A better understanding of the roles of various partners and the specific management tasks that they were responsible for was uncovered; illustrating where various actors play key roles, how responsibility for some tasks is shared, where collaboration is most prevalent and where it is intermittent, and at which junctures entities outside of the Council play a significant part. Additionally, data was analyzed in order to define what aspects of the co-management framework could be enhanced for capacity building, the most prevalent needs being increased access to resources, enhancing institutional arrangements, supporting appropriate government policies and planning, and enhancing stakeholder participation.     A Long-Term Vision for an Ecologically Sound Platte River

    The Platte River extends about 310 mi (499 km) from North Platte, Nebraska, to its terminus at the Missouri River confluence near Plattsmouth, Nebraska. The Platte River Valley is a continentally significant ecosystem that serves as a major stopover for migratory waterbirds in the Central Flyway including the endangered Whooping Crane (Grus americana) and \u3e1 million Sandhill Cranes (Antigone canadensis) at the peak of spring migration. However, the Platte River Valley also supports a great diversity of avifauna including grassland breeding birds, native stream fish, vascular plants, herpetofauna, mammals, pollinators, and aquatic macroinvertebrates. Despite ongoing conservation efforts since the mid-1970s the ecosystem remains largely conservation dependent and an increasing number of species across taxa are being considered at risk of regional extirpation or outright extinction. However, given the attention provided to conservation in the Platte River Valley and the need to maintain ecologically functional stopover sites in the Central Flyway, there is a great opportunity to create a resilient refugium for biodiversity conservation in the central Great Plains. To that end we convened a working group of \u3e18 individuals representing \u3e9 organizations including representatives from non-profit conservation organizations, universities, and state and federal natural resource agencies to develop a long-term vision for an ecologically sound Platte River Valley (PRV). We met in groups of varying size for \u3e170 hours throughout a more than 3-year period and developed conservation priorities and objectives using a landscape design process.     The James Webb Space Telescope Mission

    Twenty-six years ago a small committee report, building on earlier studies, expounded a compelling and poetic vision for the future of astronomy, calling for an infrared-optimized space telescope with an aperture of at least 4m4m. With the support of their governments in the US, Europe, and Canada, 20,000 people realized that vision as the 6.5m6.5m James Webb Space Telescope. A generation of astronomers will celebrate their accomplishments for the life of the mission, potentially as long as 20 years, and beyond. This report and the scientific discoveries that follow are extended thank-you notes to the 20,000 team members. The telescope is working perfectly, with much better image quality than expected. In this and accompanying papers, we give a brief history, describe the observatory, outline its objectives and current observing program, and discuss the inventions and people who made it possible.     The Science Performance of JWST as Characterized in Commissioning

    This paper characterizes the actual science performance of the James Webb Space Telescope (JWST), as determined from the six month commissioning period. We summarize the performance of the spacecraft, telescope, science instruments, and ground system, with an emphasis on differences from pre-launch expectations. Commissioning has made clear that JWST is fully capable of achieving the discoveries for which it was built. Moreover, almost across the board, the science performance of JWST is better than expected; in most cases, JWST will go deeper faster than expected. The telescope and instrument suite have demonstrated the sensitivity, stability, image quality, and spectral range that are necessary to transform our understanding of the cosmos through observations spanning from near-earth asteroids to the most distant galaxies.Comment: 5th version as accepted to PASP; 31 pages, 18 figures; https://iopscience.iop.org/article/10.1088/1538-3873/acb29

    Extracorporeal membrane oxygenation (ECMO) for critically ill adults in the emergency department: history, current applications, and future directions

    UA Open Access Publishing FundExtracorporeal membrane oxygenation (ECMO) is a mode of extracorporeal life support that augments oxygenation, ventilation and/or cardiac output via cannulae connected to a circuit that pumps blood through an oxygenator and back into the patient. ECMO has been used for decades to support cardiopulmonary disease refractory to conventional therapy. While not robust, there are promising data for the use of ECMO in acute hypoxemic respiratory failure, cardiac arrest, and cardiogenic shock and the potential indications for ECMO continue to increase.     Digestive Manifestations in Patients Hospitalized With Coronavirus Disease 2019

These permissions are granted for the duration of the World Health Organization (WHO) declaration of COVID-19 as a global pandemic.BACKGROUND & AIMS: The prevalence and significance of digestive manifestations in coronavirus disease 2019 (COVID-19) remain uncertain. We aimed to assess the prevalence, spectrum, severity, and significance of digestive manifestations in patients hospitalized with COVID-19. METHODS: Consecutive patients hospitalized with COVID-19 were identified across a geographically diverse alliance of medical centers in North America. Data pertaining to baseline characteristics, symptomatology, laboratory assessment, imaging, and endoscopic findings from the time of symptom onset until discharge or death were abstracted manually from electronic health records to characterize the prevalence, spectrum, and severity of digestive manifestations. Regression analyses were performed to evaluate the association between digestive manifestations and severe outcomes related to COVID-19. RESULTS: A total of 1992 patients across 36 centers met eligibility criteria and were included. Overall, 53% of patients experienced at least 1 gastrointestinal symptom at any time during their illness, most commonly diarrhea (34%), nausea (27%), vomiting (16%), and abdominal pain (11%). In 74% of cases, gastrointestinal symptoms were judged to be mild. In total, 35% of patients developed an abnormal alanine aminotransferase or total bilirubin level; these were increased to less than 5 times the upper limit of normal in 77% of cases. After adjusting for potential confounders, the presence of gastrointestinal symptoms at any time (odds ratio, 0.93; 95% CI, 0.76-1.15) or liver test abnormalities on admission (odds ratio, 1.31; 95% CI, 0.80-2.12) were not associated independently with mechanical ventilation or death. CONCLUSIONS: Among patients hospitalized with COVID-19, gastrointestinal symptoms and liver test abnormalities were common, but the majority were mild and their presence was not associated with a more severe clinical course
