    Así se baila el tango: milongueros, políticas y campeonatos de baile en la ciudad de Buenos Aires

    En el presente artículo proponemos analizar la danza social del tango a partir de los campeonatos oficiales de baile que se realizan en la ciudad de Buenos Aires. Dichos campeonatos, en tanto eventos culturales públicos de gran envergadura, han buscado poner en escena las artes performativas que caracterizan al baile de los “milongueros” y “milongueras” porteños. A través de las legitimaciones y las nociones de autenticidad que sostienen los actores involucrados en estos certámenes, abordamos el modo en que estas acciones oficiales tienden a crear una arena de debate público sobre el baile así como inciden en la formación y la valorización de tradiciones dancísticas.In this paper, we analyze the social dance of tango since the inception of the official dancing competitions in the city of Buenos Aires. These championships, huge public cultural events, have sought to bring to the stage the performing art which characterizes the dance of the “milonga” and local “milongueros”. Through legitimation and the notions of authenticity which the involved actors invoke in such events, we address the issue of how these official measures tend to spark public debate on the dance itself and their effects on the formation and appreciation of dance traditions.No presente artigo propomos analisar a dança social do tango a partir dos campeonatos oficiais de dança que se realizam na cidade de Buenos Aires.     Health Universal Access and Innovation: the Triple Helix Approach in Action

    AbstractThis paper presents how innovation in health/health services in IDCs - Innovative Developing Countries (developing countries with relevant investments in education, health research infrastructure, and manufacturing capacity in the last decades) can benefit from the Triple Helix approach. Diseases affect populations of developed and developing countries unequally in terms of disease burden distribution worldwide and in the R&D investment in health. Global diseases are object of intense R&D, whilst diseases related to poverty (or neglected diseases) do not receive the same attention from pharmaceutical industry. This market failure scenario highlights the role of the IDCs in the struggle against neglected diseases, since they are closer to the reality of such diseases and have an increasingly capacity to cope with health issues globally. In this sense, the case here presented is an example of the potential offered by Triple Helix approach to address the neglected diseases issue. Despite technology transfer agreements being a widespread practice of Brazilian Ministry of Health, when it comes to neglected diseases, its effectiveness is limited, due to the market failure already mentioned. Nevertheless, in an IDC environment the Ministry of Health can make use of its purchasing power both to introduce a new product in the Unified Health System, ensuring the nationalization of production, and to stimulate private investment in R&D for neglected diseases. The mechanism used in this case: the association of technology transfer to collaborative development of a new product, presents itself as a feasible option to foster innovation in neglected diseases, combining the efforts of a private company, a public R&D institution and an innovation policy with a strong presence of the Ministry of Health and respective use of State's purchasing power. We argue that the feasibility of such an action depends on the presence of two key elements: Brazil's condition as an IDC and the articulation of these three key actors as proposed by the Triple Helix Approach

    En este trabajo analizamos algunos aspectos de las estrategias de desarrollo vinculados a la integración de esferas culturales. Particularmente, luego del neoliberalismo de la década de los noventa, una nueva estrategia en la agenda del desarrollo destaca la puesta en valor de la diversidad cultural y los patrimonios locales. De este modo, en el marco de las políticas patrimoniales se consolidan nuevas conceptualizaciones y formas de gestión en torno al denominado "Patrimonio Cultural Inmaterial". Sin embargo, estos impulsos coexisten con procesos de mercantilización que resignifican el valor del patrimonio a la luz de ciertos intereses del presente. Sobre la base de estos lineamientos nos interesa abordar la revalorización del tango en su articulación con políticas oficiales en la Ciudad de Buenos Aires. Específicamente, en este trabajo nos proponemos analizar la activación y la construcción patrimonial del tango a partir de la reciente declaratoria emanada desde el organismo internacional de la UNESCO. De esta forma, observamos las dimensiones políticas y los efectos de poder que éstas activaciones patrimoniales suponen.This work focuses on some of the aspects of the development strategies related to the integration of the different cultural spheres. Specially, after the neoliberal wave occurred during 1990's, a new strategy in the development agenda aroused the intensification of values regarding the cultural diversity and the local inheritance. Thus, within a framework of inheritance policies, new conceptualization and the managing ways around the so-called "Intangible Cultural Inheritance" were established. Nevertheless, these impulses co-exist with merchandising processes that give a new value to the idea of inheritance in the light of certain interests at present. Based on these guidelines, we are interested in addressing the revaluation of tango in their articulation with the public policies of the City of Buenos Aires. Specifically, in this work we propose to analyze the activation and patrimonial construction of tango from the recent declaration issued by the international body of UNESCO.     Políticas oficiales y patrimonialización en el carnaval porteño

    En este trabajo nos proponemos realizar un análisis crítico en torno al procesode patrimonialización de las actividades carnavalescas en el ámbito de la Ciudadde Buenos Aires. Veremos cómo, a partir de la sanción y puesta en marcha de unanueva legislación para el carnaval porteño, se modifican las relaciones y la configuracióninterna de este espacio de producción cultural. Ello implicará la emergenciade nuevas situaciones de complementariedad, negociación y conflicto entre los distintosagentes involucrados en los festejos del carnaval porteño. Principalmente nosinteresa describir y analizar el proceso de implementación de dispositivos formales,cuyo objetivo es regular las actividades de las agrupaciones de carnaval. Examinaremoscómo, a partir de estas normativas oficiales, se establecen demarcaciones ycategorizaciones significativas sobre las prácticas y representaciones de las agrupacionesde carnaval, como así también las dificultades que surgen al momento de sugestión cultural.In this work we seek to do a critical analysis around the process of inheritanceof carnival activities in the environment of Buenos Aires city. We will look at how thenew legislation for the porteño carnival, passed and implemented recently, hascontributed in modifying the relationships and in the internal configuration in thisambience of cultural production. This implies the emergence of new complementarysituations, negotiation and conflict among the different agents involved in thecelebrations of the porteño carnival. First of all, we are interested in describing andanalyzing the implementation process of formal devices, whose main objective is toregulate the activities of carnival groups. We will later examine how these officialregulations establish a frame and meaningful categorizations over the practices andrepresentations of the carnival groups, as well as which difficulties are arise at themoment of its cultural management

    Learning to dance tango in Buenos Aires: transmission processes and local cultural policies

    De modo geral, neste artigo, desenvolveremos algumas reflexões relacionadas ao ensino e aprendizado do tango na cidade de Buenos Aires no período pósditatorial. Consideramos que esse período foi acompanhado pelo gradativo ressurgimento do tango em nível local, portanto interessa-nos vincular o processo de ensino da dança a um conjunto de intervenções culturais produzidas durante esse período. Referimo-nos a uma sequência de ações, projetos e políticas culturais públicas que visavam favorecer o ensino e a transmissão do tango. Para isso, enfatizaremos algumas características singulares dessas atividades de intervenção, levando em consideração que as narrativas atuais em torno do ressurgimento do tango dançado costumam invisibilizar tais iniciativas culturais. Na tentativa de superar tais invisibilizações, destacaremos o papel desempenhado por certos atores envolvidos, especialmente os(as) professores(as) e milongueros(as), em relação às novas gerações que se aproximavam pela primeira vez do tango dançado.In this article, we will develop some reflections related to teaching and learning tango dance in the city of Buenos Aires, in the post-dictatorship period. Considering that this period was accompanied by the gradual local resurgence of tango dance, we are interested in linking the process of dance teaching to a set of cultural interventions produced in this period. We refer to a sequence of public cultural actions, projects and policies aimed at favoring the teaching and transmission of tango dance. For doing so, we will emphasize some singular characteristics of these intervention activities, taking into consideration that the current narratives around the resurgence of the danced tango usually make such cultural initiatives imperceptible. To overcome such preclusion, we will highlight the role played by certain actors involved, especially the teachers and milongueros(as), in relation to the new generations which were approaching the danced tango for the first time.Fil: Morel, Carlos Hernan.     Tango is back: “Tango Argentino” and the narratives about the comeback of the dance in Buenos Aires

    En la actualidad, el baile de tango en Buenos Aires ha cobrado un renovado valor en tanto práctica local, del mismo modo que se ha convertido en un poderoso recurso para la promoción económica y el desarrollo turístico de la ciudad. En este artículo analizamos algunas narrativas -reproducidas por milongueros, bailarines y allegados al tango- que tratan sobre cómo el tango "volvió" a ser una práctica culturalmente legítima en la ciudad a partir de la década del `80. Sobre la base de este proceso de resurgimiento del tango bailado, abordamos la construcción de un relato dominante vinculado a un espectáculo denominado "Tango Argentino". Exploramos de qué modo este relato es objeto de legitimación y disputa en el presente, al tiempo que observamos las relaciones dialógicas que establece con distintas narrativas y cómo ello se encadena con enunciaciones históricas o anteriores. A partir de estas construcciones narrativas sobre el presente y el pasado del tango problematizamos los sentidos en pugna vigentes en torno a la práctica del baile en Buenos Aires.At present, tango dance in Buenos Aires has aroused renewed interest as a local practice and become a valuable resource for economic development and tourism promotion in the city. In this paper we will analyze the narratives -reproduced by milongueros, tango dancers and those close to tango- which explain why tango “has made a comeback” to be a culturally legitimate and recognized practice in the city from the 80s onwards. On the basis of this process of revival of tango danced, we will address the construction of a dominant story linked to a show called “Tango Argentino”. We will explore how this story today is the subject of legitimacy and dispute, and will observe the dialogical relations established with different narratives and how they interact with historical or previous utterances. From these tango narrative constructs about past and present, we will question the confrontation of meanings around the practice of dancing in Buenos Aires.Fil: Morel, Carlos Hernan.     O serviço automatizado de recuperação e disseminação seletiva da informação ASCA (Automatic Subject Citation Alert), do Institute for Scientific Information, foi instruído por um perfil de busca proposto pelos autores e que recupera qualquer artigo originário de instituições brasileiras e publicado nas revistas indexadas pelo ISI. Isto permitiu iniciar a organização de um banco de dados único, acessível, multidisciplinar e sempre atualizado sobre nossa produção científica. As características deste banco, denominado Banco de Dados ISI—ASCA—BRASIL, eas perspectivas que abre para a análise da produção científica brasileira são discutidas. Abstract The ASCA service (Automatic Subject Citation Alert) of the Institute for Scientific Information was programmed by a search profile proposed by the authors which retrieves every article published by scientists from Brazilian institutions. This allowed the initiation of the organization of a unique, inexpensive, mutidisciplinary and always up-to-date data bank about Brazil's scientific production. The characteristics of this bank, named ISI-ASCA-BRASIL Data Bank, as well as the new ways it opens in the analysis of Brazil's scientific production are discussed

    Neste trabalho a produção cientifica brasileira é analisada quantitativamente em termos de autores de trabalhos científicos publicados em revistas indexadas pelo ISI. Estuda-se a evolução desta produção e a relação produção versus população comparativamente a diversos países. Para o ano de 1974, analisa-se a distribuição dos autores por região geográfica, por estado e por instituição, e também a produtividade/professor das diversas instituições de ensino superior. Os autores concluem discutindo a importância da organização de um Banco de Dados sobre a produção científica brasileira, montado a partir do arquivo do ISI, e propõe um modo eficiente de organização deste Banco. Abstract In this article the scientific production of Brazilis studied in terms of the number of authors publishings cientific articles in the journals covered by ISI.The evolution of this production as well as the relation nº of authors versus population is analysedin comparison to different countries. The distribution of the authors who published articles in 1974 amonggeographic regions, states and institutions, as wellas the parameter nº of authors/nº of professorsin different universities are also investigated. The authors point out to the importance of organizing a Data Bank about Brazil's scientific production from ISI's files, and propose an efficient way towards this goal

    Characterization of Best Practices for Customer/Supplier Collaboration in Co-innovation Projects

    High market competitiveness and a lack of internal resources and knowledge make companies increasingly interested in open innovation, being the collaborative innovation projects with suppliers one of the most widely used initiatives. However, the collaborative process is difficult to manage given the diversity of factors to consider when mixing different organizational cultures, resources, competencies, and experiences. One way to support the process is through the management of related good practices. Therefore, based on a review of the literature and international standards on open innovation or collaboration, this document identifies five dimensions and 18 practices of the customer-suppliercollaborative innovation process. The identification of these good practices allows the characterization of the customer/supplier collaboration process in innovation projects and allows the establishment of a reference framework for the creation of an evaluation mode
