    The economic forces driving the costs of food safety regulation

    The cost of compliance with the Pathogen Reduction Hazard Analysis Critical Control Program (PR/HACCP) rule of 1996 has been controversial from the time it was first proposed. Recent survey evidence indicates costs of about $0.01 per pound. These estimates may capture actual costs but do not indicate how different components of the rule itself, such as HACCP tasks, and indirect influences, such as plant size, affect costs differently. The purpose of this paper is to empirically examine these direct and indirect influences. Preliminary results suggest that plant size has a small, if any influence on costs. The most substantial direct cost is the cost of performing sanitation and tasks associated with a plant's HACCP process control plan.Food Consumption/Nutrition/Food Safety,

    MEAT AND POULTRY PLANTS' FOOD SAFETY INVESTMENTS: SURVEY FINDINGS

    Results from the first national survey of the types and amounts of food safety investments made by meat and poultry slaughter and processing plants since the late 1990s provide evidence that market forces have worked in conjunction with regulation to promote the use of more sophisticated food safety technologies. From 1996 through 2000, U.S. plants as a group spent about 380millionannuallyandmade380 million annually and made 570 million in long-term investments to comply with USDA's 1996 Pathogen Reduction/Hazard Analysis and Critical Control Point (PR/HACCP) regulation, according to a survey initiated by the Economic Research Service. The U.S. meat and poultry industry as a whole during the same time period spent an additional $360 million on food safety investments that were not required by the PR/HACCP rule. Implementation of the regulation began in 1997 and was mandated by early 2000 in all sizes and types of meat and poultry slaughter and processing plants.     FOOD SAFETY INNOVATION IN THE UNITED STATES: EVIDENCE FROM THE MEAT INDUSTRY

    Recent industry innovations improving the safety of the Nation's meat supply range from new pathogen tests, high-tech equipment, and supply chain management systems, to new surveillance networks. Despite these and other improvements, the market incentives that motivate private firms to invest in innovation seem to be fairly weak. Results from an ERS survey of U.S. meat and poultry slaughter and processing plants and two case studies of innovation in the U.S. beef industry reveal that the industry has developed a number of mechanisms to overcome that weakness and to stimulate investment in food safety innovation.     The Economic Impact of Increased Congestion for Freight-Dependent Businesses in Washington State

    Congestion in the transportation system necessitates select businesses to operate on a less efficient production function. A survey of freight-dependent businesses in Washington State was used to calculate the costs of congestion and economic impact of increased congestion. As these businesses spend more to provide goods, responses suggest consumers would pay 60% to 80% of the increased cost. Primary areas of increased cost were identified as additional trucking and inventory costs. Results identify an additional 8.7billioninconsumercostsfora208.7 billion in consumer costs for a 20% congestion increase. The economic impact is a loss of 3.3 billion in total output and over 27,000 jobs

    Trade Adjustment Assistance for Farmers (TAAF) is a national multifaceted USDA program that provided technical and financial assistance to farmers and fishermen adversely affected by import competition. This article describes how Extension was successfully mobilized to deliver the TAAF program to 10,983 producers across the nation using innovative education technologies to achieve program objectives and improve the economic well-being of participating farmers and fisherman. The innovative technologies included online curricula and business planning, the use of personal business planning consultants, and linking Extension education outcomes to financial assistance payments that producers used primarily to invest in their business

    Qualitative research methods are regarded as an important tool to develop and test survey questionnaires, as they provide useful information for identifying and understanding errors in the response process. However, little is known about how these methods are implemented in practice, especially in the context of establishment surveys. This paper aims to give more insight into whether and how statistical agencies use qualitative methods for the development of establishment survey questionnaires. The paper presents the results of an international survey of national statistical institutes. The survey addressed several aspects of the use of qualitative methods for developing establishment survey questionnaires, including sampling and recruitment procedures, methods for the collection and analysis of the data, and documentation of the results

    Gendered nationalism : the gender gap in support for the Scottish National Party

    Recent major surveys of the Scottish electorate and of Scottish National Party (SNP) members have revealed a distinct gender gap in support for the party. Men are markedly more likely than women to vote for the SNP and they comprise more than two-thirds of its membership. In this article, we use data from those surveys to test various possible explanations for the disproportionately male support for the SNP. While popular accounts have focused on the gendered appeal of recent leaders and on the party’s fluctuating efforts at achieving gender equality in its parliamentary representation, we find much stronger support for a different explanation. Women are less inclined to support and to join the SNP because they are markedly less supportive of its central objective of independence for Scotland. Since men and women barely differ in their reported national identities, the origins of this gender gap in support for independence presents a puzzle for further research

    Employers' views on the promotion of workplace health and wellbeing: A qualitative study

    Background: The evidence surrounding the value of workplace health promotion in positively influencing employees' health and wellbeing via changes to their health behaviours is growing. The aim of the study was to explore employers' views on the promotion of workplace health and wellbeing and the factors affecting these views. Methods: Using a qualitative phenomenological approach, 10 focus groups were conducted with employers selected from a range of industries and geographical locations within Western Australia. The total sample size was 79. Results: Three factors were identified: employers' conceptualization of workplace health and wellbeing; employers' descriptions of (un)healthy workers and perceptions surrounding the importance of healthy workers; and employers' beliefs around the role the workplace should play in influencing health. Conclusions: Progress may be viable in promoting health and wellbeing if a multifaceted approach is employed taking into account the complex factors influencing employers' views. This could include an education campaign providing information about what constitutes health and wellbeing beyond the scope of occupational health and safety paradigms along with information on the benefits of workplace health and wellbeing aligned with perceptions relating to healthy and unhealthy workers

    Timbre from Sound Synthesis and High-level Control Perspectives

    International audienceExploring the many surprising facets of timbre through sound manipulations has been a common practice among composers and instrument makers of all times. The digital era radically changed the approach to sounds thanks to the unlimited possibilities offered by computers that made it possible to investigate sounds without physical constraints. In this chapter we describe investigations on timbre based on the analysis by synthesis approach that consists in using digital synthesis algorithms to reproduce sounds and further modify the parameters of the algorithms to investigate their perceptual relevance. In the first part of the chapter timbre is investigated in a musical context. An examination of the sound quality of different wood species for xylophone making is first presented. Then the influence of instrumental control on timbre is described in the case of clarinet and cello performances. In the second part of the chapter, we mainly focus on the identification of sound morphologies, so called invariant sound structures responsible for the evocations induced by environmental sounds by relating basic signal descriptors and timbre descriptors to evocations in the case of car door noises, motor noises, solid objects, and their interactions

    The Interplay of Regulation and Marketing Incentives in Providing Food Safety

    This report examines the impact of process regulations mandated under the Pathogen Reduction/Hazard Analysis and Critical Control Point (PR/HACCP) rule by the Food Safety and Inspection Service of USDA on food safety process control. The current level of food safety found in U.S. meat and poultry food products is a result of process and performance regulations and management-determined actions brought about by market incentives. Processing regulations include sanitation and other tasks related to food safety; management-determined actions include capital investment and other actions independent of process regulations, but possibly driven by performance standards. Performance standards—regulations that allow manufacturers to reach an acceptable level of food safety in any manner they see fit—are not a subject of this report. This study used the share of samples testing positive for Salmonella spp. as a measure of food safety process control in meat and poultry processing plants and found empirically that management-determined actions account for about two-thirds of the reduction in samples testing positive for Salmonella spp., while process regulations account for about a third of the reduction. The importance of process regulation varies, but accounts for 50 percent or more of process control in about a quarter of plants, and in some plants accounts for the entire process control system
