    Business process reengineering role in electronic government

    Business Process Reengineering (BPR) came up as a key concept in the 1990s, with a high impact on management and transactions of private companies. However, it has not been so well accepted in public administration. Nowadays, many projects for changes in government are related to electronic government. According to this, this article discusses the role of BPR in this context, its contribution to this kind of initiative, and if it is a required element to go forward. Also, the difficulties in carrying out the BPR in the particular case of e-government are analyzed, taking into account the characteristics of this kind of project, the stages that are generally involved and the environment in which it is performed.     Invisible Events with Radiative Photons at LEP

    A study of the radiative neutrino counting reaction e+e−→ννˉγe^+ e^- \to \nu {\bar \nu} \gamma at LEP1 and LEP2 energies is presented. An approximate expression for the spectrum of the observed photon is derived within the framework of the ptp_t-dependent structure function approach. This is compared with an exact expression and found in agreement within the foreseen experimental accuracy. This model describing single-photon radiation can be applied to the more general case of initial-state single-photon emission accompanying invisible final-state events. Higher-order QED corrections due to undetected initial-state radiation are also included.     The Yellow Coral Dendrophyllia cornigera in a Warming Ocean

    Ocean warming is expected to impinge detrimentally on marine ecosystems worldwide up to impose extreme environmental conditions capable to potentially jeopardize the good ecological status of scleractinian coral reefs at shallow and bathyal depths. The integration of literature records with newly acquired remotely operated vehicle (ROV) data provides an overview of the geographic distribution of the temperate coral Dendrophyllia cornigera spanning the eastern Atlantic Ocean to the whole Mediterranean Sea. In addition, we extracted temperature values at each occurrence site to define the natural range of this coral, known to maintain its physiological processes at 16\ub0C. Our results document a living temperature range between 3c7\ub0C and 17\ub0C, suggesting that the natural thermal tolerance of this eurybathic coral may represent an advantage for its survival in a progressively warming ocean

    Revision of type and non-type material assigned to the genus Orthocladius by Goetghebuer (1940–1950), deposited in the Royal Belgian Institute of Natural Sciences (Diptera: Chironomidae)

    Selected type and non-type material belonging to the genus Orthocladius van der Wulp, 1874 (Diptera: Chironomidae) sensu G OETGHEBUER (1940\u20131950), deposited in the Royal Belgian Institute of Natural Sciences (RBINS), originally comprising specimens dry pinned or stored in isinglass, were mounted on microscope slides and re-examined. Other chironomids present in the RBINS collection belonging to other genera were also examined. Fifty slides were prepared and identified to species, or to generic level when the condition of the specimens did not allow species identification. The following types, representing taxa formerly considered as nomina dubia, were examined and the concerned species are stated here as valid: Georthocladius collarti (Goetghebuer, 1941) comb. nov., Georthocladius scaturiginis (Goetghebuer, 1940) comb. nov., Lapposmittia succinea (Goetghebuer, 1942) comb. nov., Orthocladius (Euorthocladius) tolleti Goetghebuer, 1944 (new subgenus placement), Orthocladius (Orthocladius) timoni Goetghebuer & Timon-David, 1939, Pseudorthocladius hockaiensis (Goetghebuer, 1933). Orthocladius (Orthocladius) mitisi Goetghebuer, 1938, previously stated as junior synonym of Orthocladius (Orthocladius) glabripennis (Goetghebuer, 1921), is reinstated as valid species. The following new synonyms are proposed: Georthocladius (Georthocladius) collarti = Parachaetocladius retezati Albu, 1972: 19, syn. nov.; Cricotopus (Paratrichocladius) rufiventris (Meigen, 1830) = Orthocladius franzi Goetghebuer, 1949, syn. nov.; Cricotopus (Paratricho-cladius) skirwithensis Edwards, 1929 = Orthocladius nigritus Goetghebuer, 1938, syn. nov. = Paratrichocladius spiesi Ashe & O\u2019Connor, 2012; Hydrobaenus distylus (Potthast, 1914) = Orthocladius antennalis Goetghebuer, 1944, syn. nov. Lecto-types of Orthocladius collarti Goetghebuer, 1941, Orthocladius antennalis Goetghebuer, 1944, Orthocladius timoni Goetghebuer & Timon-David, 1939, and Orthocladius hockaiensis Goetghebuer, 1933 are designated. Non-type material assigned to Orthocladius was also mounted on slides and identified. Although a list of the non-Orthocladius taxa is also provided, no taxonomic changes are proposed for the latter

    The optogenetic revolution in cerebellar investigations

    The cerebellum is most renowned for its role in sensorimotor control and coordination, but a growing number of anatomical and physiological studies are demonstrating its deep involvement in cognitive and emotional functions. Recently, the development and refinement of optogenetic techniques boosted research in the cerebellar field and, impressively, revolutionized the methodological approach and endowed the investigations with entirely new capabilities. This translated into a significant improvement in the data acquired for sensorimotor tests, allowing one to correlate single-cell activity with motor behavior to the extent of determining the role of single neuronal types and single connection pathways in controlling precise aspects of movement kinematics. These levels of specificity in correlating neuronal activity to behavior could not be achieved in the past, when electrical and pharmacological stimulations were the only available experimental tools. The application of optogenetics to the investigation of the cerebellar role in higher-order and cognitive functions, which involves a high degree of connectivity with multiple brain areas, has been even more significant. It is possible that, in this field, optogenetics has changed the game, and the number of investigations using optogenetics to study the cerebellar role in non-sensorimotor functions in awake animals is growing. The main issues addressed by these studies are the cerebellar role in epilepsy (through connections to the hippocampus and the temporal lobe), schizophrenia and cognition, working memory for decision making, and social behavior. It is also worth noting that optogenetics opened a new perspective for cerebellar neurostimulation in patients (e.g., for epilepsy treatment and stroke rehabilitation), promising unprecedented specificity in the targeted pathways that could be either activated or inhibited

Through the literature review and the implementation of specific questionnaires to the fashion students, teachers and practitioners, it was intended to draw a current view of the skill set needed to work in fashion design. This questionnaire was adapted from the one used in the O*NET Data Collection Program, considering the particular needs and representing the particular domain of education and training we are studying.     Frustration and sound attenuation in structural glasses

    Three classes of harmonic disorder systems (Lennard-Jones like glasses, percolators above threshold, and spring disordered lattices) have been numerically investigated in order to clarify the effect of different types of disorder on the mechanism of high frequency sound attenuation. We introduce the concept of frustration in structural glasses as a measure of the internal stress, and find a strong correlation between the degree of frustration and the exponent alpha that characterizes the momentum dependence of the sound attenuation Gamma(Q)Gamma(Q)≃\simeqQαQ^\alpha. In particular, alpha decreases from about d+1 in low-frustration systems (where d is the spectral dimension), to about 2 for high frustration systems like the realistic glasses examined.Comment: Revtex, 4 pages including 4 figure

    Project {\tt SANC} (former {\tt CalcPHEP}): Support of Analytic and Numeric calculations for experiments at Colliders

    The project, aimed at the theoretical support of experiments at modern and future accelerators -- TEVATRON, LHC, electron Linear Colliders (TESLA, NLC, CLIC) and muon factories, is presented. Within this project a four-level computer system is being created, which must automatically calculate, at the one-loop precision level the pseudo- and realistic observables (decay rates and event distributions) for more and more complicated processes of elementary particle interaction, using the principle of knowledge storing. It was already used for a recalculation of the EW radiative corrections for Atomic Parity Violation [1] and complete one-loop corrections for the process e+e−→ttˉe^+ e^-\to t\bar{t} [2-4]; for the latter an, agreement up to 11 digits with FeynArts and the other results is found. The version of {\tt SANC} that we describe here is capable of automatically computing the decay rates and the distributions for the decays Z(H,W)→ffˉZ(H,W)\to f\bar{f} in the one-loop approximation.Comment: 3 Latex, Presented at ICHEP2002, Amsterdam, July 24-30, 2000; Submitted to Proceeding
