    Implications of unitarity and precision measurements on CKM matrix elements

    Unitarity along with precision measurements of sin2\beta, V_{us} and V_{cb} allows one to find a lower bound V_{ub}\geq 0.0035 which, on using the recently measured angle \alpha of the unitarity triangle, translates to V_{ub}= 0.0035\pm 0.0002. This precise value, stable for a good deal of changes in \alpha, along with CP violating phase \delta found from unitarity allows the construction of a `precise' CKM matrix. The above unitarity based value of V_{ub} is in agreement with the latest exclusive value used as input by UTfit, CKMfitter, HFAG, however underlines the so called `tension' faced by the latest inclusive V_{ub}=0.00449 \pm 0.00033. Further, using this inclusive value of V_{ub} along with the latest sin2\beta, one finds \delta=23 ^{\rm o}- 39 ^{\rm o}, again in conflict with \delta measured in B-decays. The calculated ranges of the elements of the CKM matrix are in excellent agreement with those obtained recently by UTfit, CKMfitter and HFAG. Also, the ratio \frac{V_{ts}}{V_{td}} is in agreement with its latest measured value, whereas there is some disagreement between the `measured' and the calculated V_{td} values.Comment: 10 pages, 1 figure, incorporated latest dat

    Public interest litigation in India: A socio-legal study.

    Public Interest Litigation (PIL) in India began in the late 1970s. For the first time the rights of prisoners, bonded labourers, other neglected peoples and issues were considered in the judicial forum. Using their inherent powers under Articles 32 and 226 of the Constitution, a few judges of the Supreme Court and High Courts made access to justice easier. Anyone acting in the public interest was permitted to file a petition on behalf of those unable to do so themselves, or for issues of grave public importance. Lawyers, social activists, concerned individuals and even judges approached the courts. Aside from locus standi, other procedural norms were relaxed, including the need to file a proper petition. Once admitted, attempts were made to resolve litigations using a conciliatory form of justice. Offending state authorities were encouraged to co-operate with the Court, which in turn took on the role of fact-finder, when appropriate, and appointed commissions of enquiry. Most of the reported and many unreported PIL cases, filed from its inception until April 1994, have been examined. Interviews with petitioners and lawyers have revealed much about PIL, and have resulted in the discussion of many unreported cases. Interviews of Supreme Court Judges, administrative officials in the courts and analysts of Indian law have enabled the study to extend to all aspects of the legal process as it relates to PIL. This new form of litigation in the courtroom thus provides a focal point for the study of the Indian legal system. The perception that inequities could be resolved through the legislative or administrative processes had given way to a belief that recourse to legal action was the only mechanism through which rights could be upheld. Thus, the initial agenda was to introduce the social justice considerations of poverty and inequality into the court, whilst making legal institutions more accessible. The hundreds of documented PIL cases reflect a huge range of issues and concerns. While many do fulfil the initial mandate, PIL has often been used as another available legal tool that facilitates access to the courts and increases the public profile of the petitioner. For many of those who have used PIL in an effort to counter serious violations of rights, the inherent limitations of legal action and the poor implementation of favourable Court orders have rendered PIL a meaningless exercise. For some, PIL has provided necessary short term redress or has focused attention on issues never before discussed in a national forum. Whatever the outcome, PIL has necessitated the recognition that every Indian citizen should have access to justice

    Post-Transcriptional Silencing of Flavonol Synthase mRNA in Tobacco Leads to Fruits with Arrested Seed Set

    Flavonoids are synthesized by phenylpropanoid pathway. They are known to participate in large number of physiological and biochemical processes in plants. Parthenocarpy and male sterility has earlier been reported by silencing chalcone synthase (CHS) encoding gene. Silencing of CHS has blocked the synthesis of most of useful flavonoids including flavan-3-ols and flavonols. Also, these studies could not identify whether parthenocarpy/male sterility were due to lack of flavan-3-ols or flavonols or both. Flavonol synthase (FLS) is an important enzyme of flavonoid pathway that catalyzes the formation of flavonols. In this article, we propose a novel strategy towards the generation of seedless or less-seeded fruits by downregulation of flavonol biosynthesis in tobacco (Nicotiana tabacum cv Xanthi) through post-transcriptional gene silencing (PTGS) of FLS encoding mRNA. The FLS silenced lines were observed for 20-80% reduction in FLS encoding gene expression and 25–93% reduction in flavonol (quercetin) content. Interestingly, these FLS silenced tobacco lines also showed reduction in their anthocyanidins content. While the content of flavan-3-ols (catechin, epi-catechin and epi-gallocatechin) was found to be increased in FLS silenced lines. The delayed flowering in FLS silenced lines could be due to decrease in level of indole acetic acid (IAA) at apical region of their shoots. Furthermore, the pollen germination was hampered and pollens were unable to produce functional pollen tube in FLS silenced tobacco lines. Pods of FLS silenced lines contained significantly less number of seeds. The in vitro and in vivo studies where 1 µM quercetin was supplied to germination media, documented the restoration of normal pollen germination and pollen tube growth. This finding identified the role of flavonols particularly quercetin in pollen germination as well as in the regulation of plant fertility. Results also suggest a novel approach towards generation of seedless/less-seeded fruits via PTGS of FLS encoding gene in plants

    Texture specific mass matrices with Dirac neutrinos and their implications

    Considering Dirac neutrinos and Fritzsch-like texture 6 zero and 5 zero mass matrices, detailed predictions for cases pertaining to normal/inverted hierarchy as well as degenerate scenario of neutrino masses have been carried out. All the cases considered here pertaining to inverted hierarchy and degenerate scenario of neutrino masses are ruled out by the existing data. For the normal hierarchy cases, the lower limit of m_nu_1 and of s_13 as well as the range of Dirac-like CP violating phase delta_l would have implications for the texture specific cases considered here.Comment: 21 pages, 5 figures, Accepted for publication in Physical Review

    Exploring the parameter space of texture 4 zero quark mass matrices

    We have attempted to extend the parameter space of the elements of the texture 4 zero Hermitian quark mass matrices, to include the case of `weak hierarchy' amongst them along with the usually considered `strong hierarchy' case. This has been carried out by giving wide variation to the hierarchy defining parameters D_U and D_D, having implications for the structural features of the mass matrices. We find that not only the weakly hierarchical mass matrices are able to reproduce the strongly hierarchical mixing angles but also both the phases having their origin in the mass matrices have to be non zero to achieve compatibility of these matrices with recent quark mixing data. Further noting the difference between the exclusive and inclusive values of V_ub, we have carried out separate analyses corresponding to these.Comment: 13 pages, 4 figures, version accepted for publication in Journal Of Physics
