Efektivitas Layanan Cuti Online (La-Cuti) Sebagai Respon Pelayanan Cuti Pegawai Berbasis Digital
The BKPSDM of Pasangkayu Regency created an innovative digital-based leave service called La-Cuti by utilizing the Google Form application. This research aims to describe and analyze the level of effectiveness of implementing online leave as a response to digital-based public services compared to manual leave services. This research uses quantitative descriptive research. The data collection technique uses literature studies and surveys with the research population, namely civil servants who deal with personnel issues in each organizational unit as many as 277 Organizational Units, the total sample is 84 ASNs representing 84 Organizational Units within the Pasangkayu Regency Government, West Sulawesi Province. The results obtained are that online leave services are more effective than manual leave services with a Very Good predicate with a score of 99.07. ASN's level of understanding regarding the use of the online leave service application (La-Cuti) also received a Good rating with a score of 81.5. The conclusion of this research is that the implementation of digital-based leave licensing is more effective than manual leave services. through the digitalization process in leave services, leave services can be made easier in terms of mechanisms and procedures, cut time for processing leave, and cut costs spent on arranging leave. This is because online leave can be done anywhere and at any time.AbstrakBKPSDM Kabupaten Pasangkayu membuat sebuah inovasi pelayanan cuti berbasis digital bernama La-Cuti dengan memanfaatkan aplikasi Google Form. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis terkait tingkat efektivitas penerapan cuti online sebagai respons pelayanan publik berbasis digital dibandingkan pelayanan cuti secara manual. Penelitian ini menggunakan penelitian deskriptif kuantitatif. Teknik pengumpulan data menggunakan studi literatur dan survey dengan populasi penelitian yaitu PNS yang mengurusi masalah kepegawaian di masing-masing unit organisasi sebanyak 277 Unit Organisasi, jumlah sampel sebanyak 84 ASN yang mewakili 84 Unit Organisasi pada lingkup Pemerintah Kabupaten Pasangkayu Provinsi Sulawesi Barat. Hasil penelitian menunjukkan bahwa pelayanan cuti online lebih efektif dibandingkan pelayanan cuti secara manual dengan predikat Sangat Baik dengan skor 99,07. tingkat pemahaman ASN terkait penggunaan aplikasi layanan cuti online (La-Cuti) juga mendapat predikat Baik dengan skor 81,5. kesimpulan dari penelitian ini yaitu pelaksanaan perizinan cuti berbasis digital lebih efektif daripada pelayanan cuti secara manual. melalui proses digitalisasi dalam pelayanan cuti, dapat mempermudah pelayanan cuti dari segi mekanisme dan prosedurnya, memotong waktu pengurusan cuti, serta memangkas biaya yang dihabiskan dalam pengurusan cuti. Hal ini karena cuti online dapat dilakukan di mana saja dan kapan saja
ANALISIS RETROSPEKTIF KEBIJAKAN SATU DATA INDONESIA
Satu Data Indonesia adalah kebijakan pemerintah yang diperuntukan untuk dapat menyediakan data yang kredibel, akuntabel, dan mutakhir yang dapat dipergunakan sebagai acuan dalam pembuatan kebijakan yang berkelanjutan. Penelitian ini bertujuan untuk melakukan analisis retrospektif kebijakan Satu Data Indonesia di Indonesia. Penelitian menggunakan pendekatan kualitatif dengan dukungan dokumenasi. Hasil penelitian menunjukkan bahwa terdapat beberapa hambatan yang terjadi pada semua tahapan pelaksanaan Satu Data Indonesia, yang meliputi tahap perencanaan, pengumpulan, pemeriksaan, dan penyebarluasan data. Hambatan yang muncul antara lain kurangnya regulasi, kesulitan mengintegrasikan data, kapasitas SDM yang kurang memadai, dan kurangnya kesiapan infrastruktur digital. Strategi yang dapat dilakukan oleh pemerintah adalah dengan memperkuat regulasi Satu Data Indonesia pada level pusat dan daerah, meningkatkan kolaborasi antar instansi pemerintah, meningkatkan kapasitas SDM melalui pelatihan, dan percepatan pengembangan infrastruktur digital
The determinant factors of school organizational change in Madura, East Java, Indonesia
Organizational change is a phenomenon that must be faced and carried out by every individual in the organization to achieve organizational goals. Embodiments of organizational change often occur not because it suits the needs of the organization but because of personal interests and power. This study aimed to determine the main factors that can create change, namely the relationship of leadership and political pressure of school principals that influence organizational change in the Public Secondary School in Madura, East Java, Indonesia. This research used a quantitative approach to survey methods. Based on the achievement of its objectives, this study included causal explanation research, the analysis of this study using Structural Equation Modeling (SEM) and a sample of about 650 people collected from 1000 respondents taken from 130 schools through probability sampling techniques using AMOS software. The results showed that the leadership and political pressure of regional heads were the main factors of organizational change at SMPN (Public Secondary School) in Madura, East Java. Organizational Change depends very much on the role of the political pressure of the regional head through education policy, as well as the role of the principal's leadership in running the wheels of the organization so that the school's goals can be achieved. This study also showed that the principal's leadership as an intermediary variable from political pressure shows no influence because the political pressure of the regional head is directly related to organizational change
Institutional Capacity as Prevention of Abuse of Power of National Standard Policies for Private Universities in Jakarta
Research on this journal ontology that many private higher education institutions in Jakarta cover the impact of the policies of the Ministry of Research, Technology and Higher Education of the Republic of Indonesia as public officials to make and issue regulations that are very burdensome for the management of private higher education institutions. The purpose of this research is to criticize for improvement to the government of the Republic of Indonesia. This research used a qualitative method, while the research object was private universities in Jakarta that lack resources. The research subjects were resource persons who were aware of the constraints of the bankruptcy of private universities in Jakarta. The results of the study show that it has been proven that the state, in this case, the Ministry of Research, Technology and Higher Education of the Republic of Indonesia, makes and issues regulations that are very detrimental to the management of private higher education which is minimal in resources. The suggestion from this research shows that the government, by the constitution of the Republic of Indonesia, must be able to provide resource assistance efforts for private universities that are deficient.

Kolaborasi dan E-Literacy: Kunci Keberhasilan Inovasi E-Government Pemerintah Daerah
E-government is a type of bureaucratic reform which not only highlights technological changes but also changes in the government system involving citizens in policy decision-making. Human resources, leadership and community engagement are critical success factors for innovation in e-government. Therefore, a local government innovation strategy is essential to enhance e-government growth through collaboration and e-literacy. Collaboration is a mechanism of collaboration between one government agency and other governments to jointly solve problems. Although e-literacy is a human resource capability in the learning process to understand a media. The methodology used was library research using previous research articles, books and website literature related to e-government innovation. The stage of the e-Government innovation strategy can be clarified by implementing the SWOT analysis of internal factors such as strength and weakness and external factors, namely opportunities and threats to establish SO strategy, ST strategy, WO strategy and WT strategy. The stages of innovation can be done through two processes, namely collaboration and innovation. The mechanism of collaboration is carried out in order to overcome budgetary problems and to strengthen inter-related agencies in the development of e-government. The e-literacy process is conducted to enhance community participation and development of human capital through community socialization, training of trainers and comparative studies.

Abstrak
E-government merupakan sebuah bentuk reformasi birokrasi yang tidak hanya menekankan, baik pada perubahan penggunaan teknologi, tetapi juga perubahan sistem pemerintahan dalam pelibatan masyarakat untuk pengambilan keputusan. Faktor-faktor penentu keberhasilan inovasi e-governement adalah sumber daya manusia, leadership, dan partisipasi masyarakat. Oleh karena itu, diperlukan sebuah strategi inovasi dari Pemerintah Daerah untuk meningkatkan pengembangan e-government melalui kolaborasi dan e-literacy. Kolaborasi merupakan suatu proses tindakan kerjasama antara satu instansi pemerintah dengan pemerintahan lainnya guna memecahkan masalah secara bersama-sama. Sedangkan e-literacy merupakan suatu kemampuan sumber daya manusia untuk memahami suatu media dalam proses pembelajaran. Metode yang digunakan adalah studi pustaka, baik menggunakan jurnal penelitian terdahulu, buku maupun web literature yang berkaitan dengan inovasi e-government Pemerintah Daerah. Tahapan strategi inovasi e-government dapat dijelaskan melalui pengembangan dari analisa SWOT terhadap faktor-faktor internal, yaitu kekuatan dan kelemahan dan faktor eksternal, yaitu peluang dan ancaman sehingga menghasilkan strategi SO, strategi ST, startegi WO, dan strategi WT. Tahapan inovasi dapat dilakukan melalui dua proses yaitu kolaborasi dan inovasi. Proses kolaborasi dilakukan untuk mengatasi masalah anggaran dan penguatan antar instansi terkait dalam pengembangan inovasi e-government. Proses e-literacy dilakukan untuk meningkatkan partisipasi masyarakat dan pengembangan sumber daya manusia dengan cara sosialisasi kepada masyarakat, training of trainers, dan studi banding.

The Ministry of Research, Technology and Higher Education has announced the results of ranking universities in Indonesia. Universitas Brawijaya has experienced ups and downs in ranking. During the period of 2015-2019, the best ranking of Universitas Brawijaya in the fifth recruitment in 2016. This study aims to formulate a series of optimization strategies for improving UB's rank. Research approach with qualitative methods and the literature review technique and focusing on several approaches to formulate strategy, which are Balanced Scorecard, SWOT, and SPACE. Retrieval of data with the method of observation and documentation. While data validation with Triangulation. The results of this study explained that the Balanced Scorecard, SWOT, and SPACE could be used to solve strategy formulation problems. There are eleven strategic steps to optimize and improve Universitas Brawijaya's ranking by following the indicators set by the Ministry of Research, Technology and Higher Education
Public Policy: Inconsistency of Online and Conventional Land Transportation Regulations in Indonesia on Social Conflict Implications
This scientific journal research analyzes a public policy on regulatory inconsistencies made by public officials that cause social conflict in society. The research problem focuses on PM 12/2019 regulations with UULLAJ/2009. The research approach method was qualitative. Creswell defines the qualitative method as a research method based on a constructive perspective, that is various meanings; meanings that are constructed socially and historically to develop a theory or pattern. The researchers collected and developed open data, intending to develop themes from the data obtained. This research aims to describe in depth the facts related to the inconsistency of regulations made by public officials which have an impact on the conflicts between the riders of online-based motorcycle taxi and conventional motorcycle taxi as land transportation in Indonesia. The data collection technique used document study. The observations carried out were passive participatory observations because the researchers only visited the research location and observed any events that occurred related to the conflict between online GOJEK riders and conventional OJEK riders in the research site. The research used interactive data analysis technique. Activities in data analysis consisted of: (1) data reduction; (2) data presentation; and (3) conclusion/verification. Based on the research data, it could be concluded that there were inconsistencies of public policy regulations regarding motorcycles (two-wheeled vehicles), as online-based public transportation vehicles based on PM 12/2019 with UULLAJ/2009, Article 47. In this case, motorcycles are not included in the category of public transportation types. The immediate solution should be made based on the results of research on online-based land transportation to date in Indonesia since it has not been regulated by regulations on public transportation. Moreover, the technology platform service providers can no longer deny that their services are actually public transportation services. Online-based land transportation must also be regulated in the form of laws and regulations on public transportation and under the law on road traffic and transportation. This indicates that Law Number 22 of 2009 on Road Traffic and Transportation needs to be revised, and at the same time provides legal protection for the regulations related to online-based land transportation
Library 4.0: Eco-Blended Library and Library Inclusion
The role of libraries in education today is directed at implementing digitization, called library 4.0. There is a need for service innovation that is able to reach the needs of the digital natives. This study describes and analyzes the innovation of Library Services 4.0: Eco-Blended Libraries and Inclusion-Based Library at Universitas Negeri Malang’s Library. This research uses descriptive qualitative method. The data were obtained through interviews with librarians, observation and documentation. The results showed that in an effort to create a library ecosystem 4.0, the library has succeeded in implementing innovations. These innovations are in the form of an Eco-Blended Library program such as an e-book garden, Beringin Baca, a children's play ground, a library café, art performances, movie talk, and discussion booths. In addition, inclusion-based library is also developed with the Integrated Library Information System (SIPADU) facility digitizing collections in collaboration with Indonesia OneSearch, chat reference services, online loan and extension library collections, as well as information literacy. As a suggestion, the library needs to increase the number of human resources who might more focus on digital library services, further encouraging human resources to conduct online scientific publications and participate in online training forums or groups
Evaluation of Student Affairs Services in Higher Education in East Java
Academia is not the only sector or service that should be focused on and provided to students within higher education institutions. Student affairs services must also be adequately provided to recipients of higher education institution services, namely students. Student affairs services contribute significantly to the overall ranking of higher education institutions. The present study aims to evaluate and obtain information about the quality of student affairs services in higher education institutions in East Java, Indonesia. The present research conducts an evaluation using reference to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2017 Concerning Guidelines for the Preparation of a Public Satisfaction Survey Unit for Public Service Providers. The method used is a survey method, leveraging a questionnaire with a positivistic paradigm. The results of this research have shown that student services are ranked ‘good’, but an evaluation is required in terms of their implementation, because the services are not yet reaching a status of ‘excellent’. Another finding is that student affairs services are widely known to include scholarships, whereas services of interest include awarding talents, logic or reasoning competence. Moving forward, it is hoped that student affairs services will become more efficient in terms of bureaucracy in order to achieve the effectiveness of all parties involved
