Foreign Corporations and the Culture of Transparency: Evidence from Russian Administrative Data

Foreign-owned firms from advanced countries carry the culture of transparency in business transactions that is orthogonal to the culture of hiding and insider dealing in many developing economies and economies in transition. In this paper, we document this using administrative data on reported earnings and market values of cars owned by workers employed in foreign-owned and domestic firms in Moscow, Russia. We examine whether closer ties to foreign corporations result in the diffusion of transparency to private Russian firms. We find that Russian firms initially founded in partnerships with foreign corporations are twice as transparent in reported earnings of their workers as other Russian firms, but they are still less than half as transparent as foreign firms themselves. We also find that increased links to foreign corporations, such as hiring more workers from them, raise the transparency of domestic firms. An important channel for this transmission appears to be the need to keep official wages and salaries of incumbent workers close to wages domestic firms have to pay to their newly hired workers with experience in multinationals.

Contextualization: In the context of Russia's evolving industrial landscape and the global drive towards Industry 4.0 and beyond, understanding the current trends and challenges in the country's industrial development has gained paramount significance. Objective: This work’s purpose is to study industrial development current trends and features from systematic approach viewpoint, as well factors analysis that contribute to a more effective state industrial policyMethods: The research employs a multifaceted methodology, including the development of industrial policy formation methods and principles, and the creation of an indicator system for monitoring industrial development. Results: The study proposes a methodology for country’s industrial development analysis, which includes industrial policy goals determination stage, key monitoring indicators formation, relevant information search and processing, data normalization, aggregated indicators synthesis, indicators interaction analysis results evaluation. Within this framework, country’s industrial development level assessment mechanism is proposed. Statistical data analysis according to the developed methodology made it possible to identify that many indicators fail to achieve their target values. Moreover, negative trend presence in industrial development integral indicator, proofed with relevant data. The paper identifies and presents effective state policy development factors important for industrial growth

Anomalous attenuation of extraordinary waves in the ionosphere heating experiments

Multiple scattering of radio waves by artificial random irregularities HF-induced in the ionosphere F region may cause significant attenuation of both ordinary and extraordinary waves together with common anomalous absorption of ordinary waves due to their non-linear conversion into plasma waves. To demonstrate existence and strength of this effect, direct measurements of attenuation of both powerful pump wave and weak probing waves of extraordinary polarization have been carried out during an experimental campaign on September 6, 7 and 9, 1999 at the Sura heating facility. The attenuation magnitude of extraordinary waves reaches of 1-10 dB over a background attenuation caused by natural irregularities. It is interpreted in the paper on the base of the theory of multiple scattering from the artificial random irregularities with characteristic scale lengths of 0.1-1 km. Simple procedure for determining of irregularity spectrum parameters from the measured attenuation of extraordinary waves has been implemented and some conclusions about the artificial irregularity formation have been obtained.Comment: 17 pages, 9 figure

Creating Industrial Ecosystems as a Tool for Anti-Crisis Management

    Get PDF
In the current economic climate, the Russian industrial sector needs significant structural reform to facilitate its transition to a new, more advanced technological level. To achieve this goal, it is recommended to introduce new management tools, one of which is the establishment of industrial ecosystems. The purpose of the article is to prove that industrial ecosystems have a positive effect on the sustainable development of the Russian economy, especially during economic crises. The subject of the study includes industrial ecosystems as a crucial tool for managing economic crises. It also explores the historical context of industrial collaboration and the formation of clusters during economic downturns. This paper explores two industries that have been significantly affected by recent economic crises: pharmaceutical and automobile manufacturing. It is shown that during times of crisis, some industries develop characteristics similar to ecosystems. The authors propose a method for analysing and evaluating the performance of industrial ecosystems. The theoretical and practical significance of the study of this study lies in identifying the key factors that contribute to the development of effective industrial ecosystems. Furthermore, it aims to develop a trustworthy tool for evaluating their influence on socio-economic processes. The establishment of industrial symbioses is seen not only as a way to overcome economic crises but also as the foundation for the strategic long-term development of the Russian economy

The use of a novel gradient heat flux sensor for characterization of reflux condensation

    Get PDF
In this paper we present the developments in heat flux measurements using gradient heat flux sensors (GHFS). The GHFS is a sensor made of artificially created material with anisotropic thermo-electrical properties. Its properties including small size, robustness and low response time make it a valuable addition for characterizing heat flux in space-limited geometries as well as harsh environmental conditions. This makes it ideal for investigation of reflux condensation in the steam generator tubes of a pressurized water reactor. The reflux condenser mode of operation during accident as well as maintenance conditions can provide a significant passive cooling, removing the residual decay heat from the reactor core, thus preventing or at least delaying potential core uncovery. With this novel implementation of GHFS deeper characterization of heat flux during reflux condensation was achieved

Determination of the thermal parameters of high-power batteries by local heat

    Get PDF
A new approach to the determination of the thermal parameters of high-power batteries is introduced here. Application of local heat flux measurement with a gradient heat flux sensor (GHFS) allows determination of the cell thermal parameters in di_erent surface points of the cell. The suggested methodology is not cell destructive as it does not require deep discharge of the cell or application of any charge/discharge cycles during measurements of the thermal parameters of the cell. The complete procedure is demonstrated on a high-power Li-ion pouch cell, and it is verified on a sample with well-known thermal parameters. A comparison of the experimental results with conventional thermal characterization methods shows an acceptably low error. The dependence of the cell thermal parameters on state of charge (SoC) and measurement points on the surface was studied by the proposed measurement approach.Post-print / final draf
