    Simultaneous chromatic dispersion, polarization-mode-dispersion and OSNR monitoring at 40Gbit/s

    A novel method for independent and simultaneous monitoring of chromatic dispersion ( CD), first-order PMD and OSNR in 40Gbit/s systems is proposed and demonstrated. This is performed using in-band tone monitoring of 5GHz, optically down-converted to a low intermediate-frequency (IF) of 10kHz. The measurement provides a large monitoring range with good accuracies for CD (4742 +/- 100ps/nm), differential group delay (DGD) (200 +/- 4ps) and OSNR (23 +/- 1dB), independently of the bit-rate. In addition, the use of electro-absorption modulators (EAM) for the simultaneous down-conversion of all channels and the use of low-speed detectors makes it cost effective for multi-channel operation.     Archetypal analysis of galaxy spectra

    Archetypal analysis represents each individual member of a set of data vectors as a mixture (a constrained linear combination) of the pure types or archetypes of the data set. The archetypes are themselves required to be mixtures of the data vectors. Archetypal analysis may be particularly useful in analysing data sets comprising galaxy spectra, since each spectrum is, presumably, a superposition of the emission from the various stellar populations, nebular emissions and nuclear activity making up that galaxy, and each of these emission sources corresponds to a potential archetype of the entire data set. We demonstrate archetypal analysis using sets of composite synthetic galaxy spectra, showing that the method promises to be an effective and efficient way to classify spectra.     Flight measurement and analysis of AAFE RADSCAT wind speed signature of the ocean

    The advanced aerospace flight experiment radiometer scatterometer (AAFE RADSCAT) which was developed as a research tool to evaluate the use of microwave frequency remote sensors to provide wind speed information at the ocean surface is discussed. The AAFE RADSCAT helped establish the feasibility of the satellite scatterometer for measuring both wind speed and direction. The most important function of the AAFE RADSCAT was to provide a data base of ocean normalized radar cross section (NRCS) measurements as a function of surface wind vector at 13.9 GHz. The NRCS measurements over a wide parametric range of incidence angles, azimuth angles, and winds were obtained in a series of RADSCAT aircraft missions. The obtained data base was used to model the relationship between k sub u band radar signature and ocean surface wind vector. The models developed therefrom are compared with those used for inversion of the SEASAT-A satellite scatterometer (SASS) radar measurements to wind speeds

    Middle atmosphere measurements of small-scale electron density irregularities and ion properties during the MAC/Epsilon campaign

    Rocket payloads designed to measure small scale electron density irregularities and ion properties in the middle atmosphere were flown with each of the three main salvos of the MAC/Epsilon campaign conducted at the Andoya Rocket Range, Norway, during October to November 1987. Fixed bias, hemispheric nose tip probes measured small scale electron density irregularities, indicative of neutral air turbulence, during the rocket's ascent; and subsequently, parachute-borne Gerdien condensers measured the region's polar electrical conductivity, ion mobility and density. One rocket was launched during daylight (October 15, 1052:20 UT), and the other two launches occurred at night (October 21, 2134 UT: November 12, 0021:40 UT) under moderately disturbed conditions which enhanced the detection and measurement of turbulence structures. A preliminary analysis of the real time data displays indicates the presence of small scale electron density irregularities in the altitude range of 60 to 90 km. Ongoing data reduction will determine turbulence parameters and also the region's electrical properties below 90 km

    The Continuing Leverage of Releasing Authorities: Findings from a National Survey

    The Robina Institute of Criminal Law and Criminal Justice launched a national survey of releasing authorities in March 2015 to each state, and the U.S. Parole Commission. The importance of the survey was underscored by an endorsement from the Association of Paroling Authorities International (APAI). We are pleased to present the results from this important survey here. This is the first comprehensive survey of parole boards completed in nearly 10 years. Its findings provide a rich database for better understanding the policy and practice of paroling authorities. The last survey to be conducted of paroling authorities was in 2007/2008.The current report offers an expansion and update of previous surveys. The results summarized throughout the report offer a timely resource for paroling authorities, correctional policy-makers and practitioners, legislators, and those with a public policy interest in sentencing and criminal justice operations. It is our hope that the document and its findings provide key justice system and other stakeholders with an incisive snapshot of the work of paroling authorities across the country in a manner that contributes to a larger conversation about sound and effective parole release and revocation practices.The completion of this comprehensive survey and the reporting of its findings offers a timely and invaluable resource for releasing authorities. It provides them and other key justice system stakeholders with a comparative understanding of their colleagues' work across the nation, and contributes to a larger conversation pertaining to effective parole release and revocation practices

    Testing Hawking particle creation by black holes through correlation measurements

    Hawking's prediction of thermal radiation by black holes has been shown by Unruh to be expected also in condensed matter systems. We show here that in a black hole-like configuration realised in a BEC this particle creation does indeed take place and can be unambiguously identified via a characteristic pattern in the density-density correlations.
