The impact of recentralisation on FDI : evidence from a quasi-natural experiment
This research is funded by Vietnam National Foundation for Science and Technology Development (NAFOSTED) under Grant No. 502.02-2020.09.Although decentralised governance has been one of the most salient political regimes worldwide over the past few decades, many countries have started to realise various shortcomings associated with their decentralisation process. As a consequence, a number of central governments have attempted to pursue recentralisation reforms in order to reclaim authority from the localities. This government reform can lead to significant changes in institutional arrangements, and subsequently, may influence various aspects of socio-economic activities. However, the real impact of recentralisation reform still remains ambiguous. In this paper, we examine how recentralisation may affect foreign direct investment (FDI) inflows. We exploit the pilot recentralisation reform that temporarily abolished the intermediate legislative branches in some provinces in Vietnam as a quasi-natural experiment. The result shows that recentralisation leads to a significant reduction in FDI inflows. Our results are robust to a number of sensitivity analyses and falsification tests. Overall, our findings contribute to the literature on the determinants of FDI and provide new evidence on the real effect of recentralisation reform.Publisher PDFPeer reviewe
The impact of corruption on the performance of newly established enterprises : empirical evidence from a transition economy
This paper investigates the effects of corruption on the performance of newly established enterprises. Using longitudinal data from enterprise surveys containing virtually all firms over the period from 2011 to 2015 in Vietnam, we find that corruption deteriorates firm financial performance, and subsequently exposes them to a greater failure probability. We further find that, while corruption imposes more harmful effects on the performance and survival of private domestic firms, it exerts no significant impact on state-owned firms. On the other hand, foreign firms are also able to take advantage of corruption to enhance their performance and survivability. In addition, our results suggest that the more mature firms are better at dealing with corruption and can eventually take advantage of it to enhance their performance. The results are robust after various model specifications as well as alternative classifications of newly established firms.Publisher PDFPeer reviewe
Uloga osobina ličnosti u oblikovanju poduzetničke namjere: Komparativna studija Južne Koreje i Vijetnama
This paper investigates the role of personality traits in nurturing entrepreneurial
intention in South Korea and Vietnam. We developed a research model to examine the
integrated influence of both positive entrepreneurial characteristics and dark triad on
entrepreneurial intention in South Korea and Vietnam. Primary data was collected
from 550 students in South Korea and 700 students in Vietnam using the convenient
sampling method in a self-administered questionnaire survey. We used structural
equation modelling (SEM) to analyse structural relationships between positive
entrepreneurial attributes, dark triads, and entrepreneurial intention in two samples.
T-tests were also performed to explore any differences in students’ entrepreneurial
intention in South Korea and Vietnam regarding their family background and gender.
Findings showed that positive entrepreneurial attributes and dark triads influence
entrepreneurial intention differently in the two countries. While the dark triad mainly
influenced Vietnamese students’ intention to startup, Korean students received more
impact from the positive entrepreneurial characteristics such as risk tolerance, locus
of control, and entrepreneurial alertness. Surprisingly, both gender and family
tradition do not affect students’ entrepreneurial intention. Based on our findings, we
suggested that policymakers and higher education institutions in both South Korea
and Vietnam promote students’ entrepreneurial intentions in the future.Ovaj rad istražuje ulogu osobina ličnosti u njegovanju poduzetničkih namjera u
Južnoj Koreji i Vijetnamu. Razvili smo znanstveni model za ispitivanje integriranog
utjecaja pozitivnih poduzetničkih karakteristika kao i utjecaj mračne trijade na
poduzetničke namjere u Južnoj Koreji i Vijetnamu. Primarni podaci dobiveni
anketiranjem 550 studenata u Južnoj Koreji i 700 studenata u Vijetnamu
prikupljeni su korištenjem prikladne metode uzorkovanja u anketi koju su sami
proveli. Koristili smo modeliranje strukturnim jednadžbama (SEM) za analizu
strukturnih odnosa između pozitivnih poduzetničkih atributa, tamnih trijada i
poduzetničke namjere u dva uzorka. Također su provedeni T-testovi kako bi se
istražile razlike u poduzetničkim namjerama studenata u Južnoj Koreji i Vijetnamu
s obzirom na njihovo obiteljsko porijeklo i spol. Rezultati su pokazali da pozitivne
poduzetničke osobine i mračne trijade različito utječu na poduzetničke namjere u
dvije zemlje. Dok je mračna trijada uglavnom utjecala na namjeru vijetnamskih
studenata da se pokrenu, korejski studenti dobili su veći utjecaj od pozitivnih
poduzetničkih karakteristika kao što su tolerancija na rizik, lokus kontrole i
poduzetničke budnosti. Iznenađujuće, spol i obiteljska tradicija ne utječu na
poduzetničke namjere studenata. Na temelju naših otkrića, predložili smo da
kreatori politika i visokoškolske ustanove u Južnoj Koreji i Vijetnamu promiču
poduzetničke namjere studenata u budućnosti
The impact of recentralization reform on corruption: evidence from a quasi-natural experiment
How does government recentralization reform affect corruption? We utilize the pilot recentralization reform that transforms the legislative function, power, and responsibility of the district-level authorities to the higher level of the government organ in Vietnam as a quasi-natural experiment to address the aforementioned question. We find strong evidence that recentralization reform leads to lower corruption. The result illustrates that, among the firms which have the highest probability of making a bribe payment, those incorporated in jurisdictions experiencing the recentralization reform are 4.3% less likely to pay a bribe. In addition, the perception that bribery is a common and necessary practice is also significantly lowered in the post-recentralization period. We further show that the impact of recentralization is stronger for firms which lack a political connection. Overall, these results shed light on the real impact of the government recentralization reform and also the determinants of corruption, thereby providing important policy implications for policymakers to create a more conducive business environment
VIETNAMESE STUDENT RESEARCHERS’ EXPECTATIONS OF THEIR SUPERVISOR AND SUPERVISION PROCESS
In Vietnam, scientific research is no longer just the work of scientists, graduate students, scholars, or lecturers; tertiary students are also encouraged to conduct scientific research. Therefore, the scientific research work of students receives more attention from educators. The research on carrying out scientific research of students is also therefore increasing. However, researchers do not seem to have paid enough attention to the role of supervisors during the supervision process. The evidence is that there are few studies on supervisors in Vietnam. Therefore, this study was conducted to learn about the role of supervisors from the student's perspective and expectations. Specifically, this study was conducted quantitatively with the use of a questionnaire consisting of 49 questions with a 5-point Likert scale. A total of 100 English-major students at a university in Southwest Vietnam participated in this study by answering the questionnaire. The results from the questionnaire show that students had high expectations from their supervisors. Specifically, students expect their supervisor to be someone who respects their opinions, has good scientific research knowledge, can give constructive comments, and is always willing to help them when needed. Based on research findings, supervisors are encouraged to participate in professional development training related to scientific research to improve their research knowledge and skills. Along with that, supervisors need to be aware of their role during the process of guiding students to do scientific research. Article visualizations

VLSP 2023 -- LTER: A Summary of the Challenge on Legal Textual Entailment Recognition
In this new era of rapid AI development, especially in language processing,
the demand for AI in the legal domain is increasingly critical. In the context
where research in other languages such as English, Japanese, and Chinese has
been well-established, we introduce the first fundamental research for the
Vietnamese language in the legal domain: legal textual entailment recognition
through the Vietnamese Language and Speech Processing workshop. In analyzing
participants' results, we discuss certain linguistic aspects critical in the
legal domain that pose challenges that need to be addressed
A NOVEL DATASET FOR VIETNAMESE NEW YEAR FOOD CLASSIFICATION
Food classification has always piqued the interest of both domestic and international researchers, but numerous challenges remain. We present the dataset UIT-TASTET21, which contains over 77,000 color images of 18 traditional Vietnamese Lunar New Year dishes. We have experimented with classification using feature vectors from network architectures such as VGG16, Inception-v3, ResNet-50, Xception, and MobileNet-v2 to train support vector machines (SVMs), meeting the dataset’s challenges and laying the groundwork for the development of many optimal methods in the future that promise scientific breakthroughs in the service and commercial industries. At the same time, the authors desire to share a piece of Vietnamese cuisine’s distinctiveness with worldwide friends
Village Baseline Study – Site Analysis Report Ma village-Yen Binh district, Vietnam
Ma village, Vinh Kien commune, Yen Binh district, Yen Bai province has been
selected to be one of Climate Smart Villages (CSVs) under the CGIAR Research Program on
Climate Change, Agriculture and Food Security (CCAFS) in Southeast Asia. The village
baseline survey (VBS) of Ma village, was therefore conducted as part of the baseline effort.
This VBS aimed to provide baseline information at the village level about some basic
indicators of natural resource utilization, organizational landscapes, and information
networks for weather and agricultural information, which can be compared across sites and
monitored over time. The study was conducted using the method developed and provided by
CCAFS. The study’s findings show that Ma Village is rich and diverse in natural resources.
There are three main resources of vital importance for the local people livelihoods, namely
farmland, forest and water resources. However, improper exploitation and management have
caused negative impacts on these resources. As mentioned by farmers, in the past, farmland
of the village used to be very fertile, but has now become severely degraded due to overexploitation
and improper management. Regarding forest resources: before 1980s, natural
forests existed in large areas and consisted of valuable timber and wild animals. Today, much
of the forest area has been converted to production forests or to food crop production land.
Water resources, including lakes, rivers and streams have been severely polluted with
pollutants from processing cassava, wood and also from animal husbandry and crop
production. Degradation of water, farmland and forest resources are causing increasing
challenges to agricultural production and also to other human activities. Results of farmer
group discussions also demonstrate that there are 34 organizations operating in the village.
Most of them are governmental. Very few are private or non-governmental organizations.
The number of organizations involving in food security accounts for nearly 50%, the figure
for those involving food crisis is 41.6% and in natural resources management is 25%. Those
organizations working in food security and food crisis focus mainly on providing support
(financial, seed and agricultural inputs) to local farmers to implement some production
activities. Insufficient attention and input spent for sustainable development by these 34
organizations, especially those working in the area of natural resources management, could
be one of the main reasons for the degradation and erosion of natural resources. There was no
activity supporting Ma Village to develop production systems which can respond well to
climate change. The study findings however show that local people are very flexible and
creative, especially in exploitation of information. Among media channels, television is the
most popular. Nevertheless, organizations, in particular, extension networks, Farmers’ Union,
local authorities, etc., also have an important role in information dissemination. Exploitation
of information from the internet and mobile phones has also been given attention, but mostly
by young people only
