    An analysis of the process of policy-making to prevent deforestation in Indonesia

    The environmental, social, and economic value of Indonesia’s tropical forests has generated extensive interest and scrutiny, both local and global. International stakeholders are heavily involved in Indonesian forest policies, including in the issue of deforestation, both because of their immense interest in the Indonesian environment, and because of Indonesia’s lack of development capacity. Many of domestic and international stakeholders participating in the policy-making processes with regard to Indonesian forests have discrete views and concerns. A successful policy would be one that meets all the requirements of all such actors. This study was conducted to analyze the policy process including some questions about Indonesia’s policies for the prevention of deforestation: 1. ‘When are such policies formed?’, 2. ‘Who is involved in the policy-making process?’, 3. How are the resulting policies implemented?’ Appropriate research methods and analysis frameworks for the examination of policy processes were developed for this study and were applied to Indonesia’s deforestation prevention policies. The current study interviewed 72 of the 114 people who were involved in the policy-making process identified through this study, to analyze the means and motives that are involved in the policy-making process and to ascertain the respondents’ interactions with the other actors. The environmental contexts of the development of guidelines were examined by analyzing the streams of problems, politics, and policies through the Multiple Streams Framework to assess the manner in which the current Indonesian deforestation prevention policies have been established. Subsequently, the actors involved in the policy-making processes and the interactions between them were identified to create a structure of the policy network. Further, the parties that exert a significant influence on the deforestation prevention policy were identified. The characteristics of this policy network were confirmed, and the general network was classified into the Relation Network, Information Network and Trust Network. The result of the analyses reveals that the situation pertaining to the deforestation of Indonesian tropical forests has not substantially improved, even though the problem of forest degradation has been recognized in Indonesia for a long time now. The burden of environmental duties demanded from Indonesia by the international community has increased. As Indonesia has transformed politically from a long-standing military regime to a democratic government, its municipalities have gradually been strengthened and various levels of stakeholders including regional governments, NGO, and the private sector, have become actively invested in Indonesian policy-design. At the same time, international attention, and demand for preserving Indonesian forests have become more specific. Indonesia operated through a powerful presidential system and its president exerts much authority over the country’s society. In such a situation, the Indonesian President Susilo Bambang Yudhoyono (SBY)’s announcement at the G20 Summit in 2009 opened the Policy Window. President SBY declared that Indonesia would reduce emissions of greenhouse gas up to 41% 2020. This proclamation received much attention from both domestic and international groups, and led to sweeping changes in Indonesia’s forest policy. In all three of the above-mentioned sub-networks, the overwhelmingly powerful influence of the Ministry of Environment and Forestry, the main policy designer of the Indonesian deforestation prevention policy, was confirmed. The Ministry of Environment and Forestry was found to obtain the highest centrality value in the Relation Network and the gap between this actor and the other policy actors was extremely wide. However, the centrality value of the Ministry of Environment and Forestry was relatively low in the Information and Trust Networks, and this centrality was distributed to the other actors. These outcomes imply that not only the Ministry of Environment and Forestry, but also other organizations such as intergovernmental organizations and academic organizations contribute relevant information with regard to the policy, that the information dependency and trust of the other actors are decentralized, and that these other actors primarily depend on and trust international donors (e.g., World Bank, UN-REDD+ Task Force) and academics who are also interested actors in the formation of the forest policy of Indonesia. Many of the interested actors, especially intergovernmental organizations, academic organizations, NGOs, have access to the policy network of Indonesia’s deforestation prevention policy without any significant barriers. Hence, this policy network may be termed an open system. However, the internal policy actors are judged to be rigid in terms of their systems. The policy network for deforestation prevention has also emerged as a partially vertical hierarchy, as the Indonesian central government’s powerful initiative leads and directs the policy network along with a small number of other influential bodies. According to the classification of policy network types proposed by Marsh and Rhode (1992), the policy network for the prevention of deforestation in Indonesia may be described as an Issue Network with a vertical hierarchy

    Early Results of Slanted Recession of the Lateral Rectus Muscle for Intermittent Exotropia with Convergence Insufficiency

    The aim of this study was to evaluate the efficacy of slanted recession of the lateral rectus muscle for intermittent exotropia with convergence insufficiency. This prospective study included 31 patients who underwent slanted lateral rectus recession for intermittent exotropia with convergence insufficiency between June 2010 and June 2012. Following parameters were recorded and analyzed: patient sex, age, preoperative and postoperative near and distance ocular alignment, and changes in stereopsis. The mean age of the patients was 9.2 years. The preoperative mean deviation angle was 32.4 PD at distance and 43.4 PD at near. After 6 months, slanted lateral rectus recession reduced the deviation angles to 2 PD at distance and 3.4 PD at near. In addition, the mean difference between distance and near deviation angles was significantly reduced from 11 PD to 1.4 PD at 6 months postoperatively. Slanted lateral rectus recession for intermittent exotropia with convergence insufficiency in children successfully reduced the distance and near exodeviations and the near-distance difference without increasing the risk of long-term postoperative esotropia or diplopia

    Postnatal β-catenin deletion from Dmp1-expressing osteocytes/osteoblasts reduces structural adaptation to loading, but not periosteal load-induced bone formation

    Mechanical signal transduction in bone tissue begins with load-induced activation of several cellular pathways in the osteocyte population. A key pathway that participates in mechanotransduction is Wnt/Lrp5 signaling. A putative downstream mediator of activated Lrp5 is the nucleocytoplasmic shuttling protein β-catenin (βcat), which migrates to the nucleus where it functions as a transcriptional co-activator. We investigated whether osteocytic βcat participates in Wnt/Lrp5-mediated mechanotransduction by conducting ulnar loading experiments in mice with or without chemically induced βcat deletion in osteocytes. Mice harboring βcat floxed loss-of-function alleles (βcat(f/f)) were bred to the inducible osteocyte Cre transgenic (10)(kb)Dmp1-CreERt2. Adult male mice were induced to recombine the βcat alleles using tamoxifen, and intermittent ulnar loading sessions were applied over the following week. Although adult-onset deletion of βcat from Dmp1-expressing cells reduced skeletal mass, the bone tissue was responsive to mechanical stimulation as indicated by increased relative periosteal bone formation rates in recombined mice. However, load-induced improvements in cross sectional geometric properties were compromised in recombined mice. The collective results indicate that the osteoanabolic response to loading can occur on the periosteal surface when β-cat levels are significantly reduced in Dmp1-expressing cells, suggesting that either (i) only low levels of β-cat are required for mechanically induced bone formation on the periosteal surface, or (ii) other additional downstream mediators of Lrp5 might participate in transducing load-induced Wnt signaling

    Staphylococcal enterotoxin sensitization in a community-based population : a potential role in adult-onset asthma

    Background: Recent studies suggest that Staphylococcus aureus enterotoxin sensitization is a risk factor for asthma. However, there is a paucity of epidemiologic evidence on adult-onset asthma in community-based populations. Objective: We sought to evaluate the epidemiology and the clinical significance of staphylococcal enterotoxin sensitization in community-based adult populations. Methods: The present analyses were performed using the baseline data set of Korean adult population surveys, consisting of 1080 adults (mean age=60.2years) recruited from an urban and a rural community. Questionnaires, methacholine challenge tests, and allergen skin tests were performed for defining clinical phenotypes. Sera were analysed for total IgE and enterotoxin-specific IgE using ImmunoCAP. Results: Staphylococcal enterotoxin sensitization (0.35kU/L) had a prevalence of 27.0%. Risk factors were identified as male sex, current smoking, advanced age (61years), and inhalant allergen sensitization. Current asthma was mostly adult onset (18years old) and showed independent associations with high enterotoxin-specific IgE levels in multivariate logistic regression tests. In multivariate linear regressions, staphylococcal enterotoxin-specific IgE level was identified as the major determinant factor for total IgE level. Conclusions and Clinical Relevance: Staphylococcal enterotoxin sensitization was independently associated with adult-onset asthma in adult community populations. Strong correlations between the enterotoxin-specific IgE and total IgE levels support the clinical significance. The present findings warrant further studies for the precise roles of staphylococcal enterotoxin sensitization in the asthma pathogenesis

    The role of social support and social networks in smoking behavior among middle and older aged people in rural areas of South Korea: A cross-sectional study

    <p>Abstract</p> <p>Background</p> <p>Although the number of studies on anti-smoking interventions has increased, studies focused on identifying social contextual factors in rural areas are scarce. The purpose of this study was to explore the role of social support and social networks in smoking behavior among middle and older aged people living in rural areas of South Korea.</p> <p>Methods</p> <p>The study employed a cross-sectional design. Participants included 1,057 adults, with a mean age of 60.7 years, residing in rural areas. Information on participants' tobacco use, stress, social support, and social networks was collected using structured questionnaires. The chi-square test, the t-test, ANOVA, and logistic regression were used for data analysis.</p> <p>Results</p> <p>The overall smoking prevalence in the study was 17.4% (men, 38.8%; women, 5.1%). Overall, stress was high among women, and social support was high among men. Smokers had high levels of social support (t = -2.90, p = .0038) and social networks (t = -2.22, p = .0271), as compared to non- and former smokers. Those in the high social support group were likely to be smokers (AOR = 2.21, 95% CI 1.15-4.26). Women with moderate social ties were less likely to smoke (AOR = 0.18, 95% CI 0.05-0.61).</p> <p>Conclusion</p> <p>There was a protective role of a moderate social network level among women, and a high level of social support was associated with smoking behaviors in rural areas. Findings suggest the need for a comprehensive understanding of the functions and characteristics of social contextual factors including social support and social networks in order to conduct more effective anti-smoking interventions in rural areas.</p

    Development of KAISTSAT-4 Expanding the Role of Small Satellite for Scientific Research

    The fourth Korean small satellite, KAISTSAT-4, is under development by Satellite Technology Research Center (SaTReC) of the Korea Advanced Institute of Science and Technology (KAIST). The KAISTSAT-4 program was commenced on October 1998 with multiple mission objectives, which include exploring space science, deploying satellite-based data collection system and development of precision star sensor. Despite severe constraints on mass and size, these advanced science and engineering payloads are expected to deliver various useful results and exhibit the unique role of small satellite. We present an overview of the KAISTSAT-4 mission and describe its current status. Finally the prospect of future small satellite programs is briefly introduced

    DHP-Derivative and Low Oxygen Tension Effectively Induces Human Adipose Stromal Cell Reprogramming

    BACKGROUND AND METHODS: In this study, we utilized a combination of low oxygen tension and a novel anti-oxidant, 4-(3,4-dihydroxy-phenyl)-derivative (DHP-d) to directly induce adipose tissue stromal cells (ATSC) to de-differentiate into more primitive stem cells. De-differentiated ATSCs was overexpress stemness genes, Rex-1, Oct-4, Sox-2, and Nanog. Additionally, demethylation of the regulatory regions of Rex-1, stemnesses, and HIF1alpha and scavenging of reactive oxygen species were finally resulted in an improved stem cell behavior of de-differentiate ATSC (de-ATSC). Proliferation activity of ATSCs after dedifferentiation was induced by REX1, Oct4, and JAK/STAT3 directly or indirectly. De-ATSCs showed increased migration activity that mediated by P38/JUNK and ERK phosphorylation. Moreover, regenerative efficacy of de-ATSC engrafted spinal cord-injured rats and chemical-induced diabetes animals were significantly restored their functions. CONCLUSIONS/SIGNIFICANCE: Our stem cell remodeling system may provide a good model which would provide insight into the molecular mechanisms underlying ATSC proliferation and transdifferentiation. Also, these multipotent stem cells can be harvested may provide us with a valuable reservoir of primitive and autologous stem cells for use in a broad spectrum of regenerative cell-based disease therapy

    Life extension in Drosophila by feeding a drug

    We report that feeding Drosophila throughout adulthood with 4-phenylbutyrate (PBA) can significantly increase lifespan, without diminution of locomotor vigor, resistance to stress, or reproductive ability. Treatment for a limited period, either early or late in adult life, is also effective. Flies fed PBA show a global increase in histone acetylation as well as a dramatically altered pattern of gene expression, including induction or repression of numerous genes.
