    Financial Turmoil in the Banking Sector and the Asian Lamfalussy Process: The Case of Four Economies

    This paper investigates the prevailing financial regulatory structures and impact of the current financial turmoil on banking performance in four economies: the People's Republic of China (PRC); Hong Kong China; Singapore; and Taipei,China. Both the PRC and Hong Kong, China operate under a fragmented financial regulatory structure, while Singapore and Taipei,China have integrated structures. We examine the role of an integrated financial regulatory structure in helping financial institutions mitigate the impact of the financial crisis, using financial indicators of banks' capital structure and operating performance in these four economies between 2003 and 2008. Our analysis of the indicators reveals that banking performance under a fragmented financial regulatory structure is not worse than under integrated regulation. This implies that financial regulatory structure is not the main reason why Asian financial institutions suffered only limited losses from the current global financial crisis. However, given the growing complexity of the global financial system, and the relative weakness of current financial regulatory structures in Asia, this paper suggests that East Asian governments should refer to the Lamfalussy Process in the European Union and set up an Asia Financial Stability Dialogue to facilitate policy coordination for regional financial sector stability and development.asian financial regulation; global financial crisis; asian banking; prc; asian financial institutions; asian financial sector

    Intelligent Wireless Remote Control System Design for a Biped Robot

    This paper presents the design and implementation of an intelligent wireless remote control system for a biped robot. A recurrent cerebellar model neural network (RCMNN) is introduced, then it is used for the walking control of a biped robot. Furthermore, the remote communication module is designed for the remote control of a robot. Finally, experimental results show that the developed system can achieve satisfactory control performance for the walking control of a high-order nonlinear biped robot

    IJEPA: Gray Area for Health Policy and International Nurse Migration

    Indonesia is recognized as a nurse exporting country, with policies that encourage nursing professionals to emigrate abroad. This includes the country's adoption of international principles attempting to protect Indonesian nurses that emigrate as well as the country's own participation in a bilateral trade and investment agreement, known as the Indonesia�Japan Economic Partnership Agreement that facilitates Indonesian nurse migration to Japan. Despite the potential trade and employment benefits from sending nurses abroad under the Indonesia�Japan Economic Partnership Agreement, Indonesia itself is suffering from a crisis in nursing capacity and ensuring adequate healthcare access for its own populations. This represents a distinct challenge for Indonesia in appropriately balancing domestic health workforce needs, employment, and training opportunities for Indonesian nurses, and the need to acknowledge the rights of nurses to freely migrate abroad. Hence, this article reviews the complex operational and ethical issues associated with Indonesian health worker migration under the Indonesia�Japan Economic Partnership Agreement. It also introduces a policy proposal to improve performance of the Indonesia�Japan Economic Partnership Agreement and better align it with international principles focused on equitable health worker migration

    Unifying and Merging Well-trained Deep Neural Networks for Inference Stage

    We propose a novel method to merge convolutional neural-nets for the inference stage. Given two well-trained networks that may have different architectures that handle different tasks, our method aligns the layers of the original networks and merges them into a unified model by sharing the representative codes of weights. The shared weights are further re-trained to fine-tune the performance of the merged model. The proposed method effectively produces a compact model that may run original tasks simultaneously on resource-limited devices. As it preserves the general architectures and leverages the co-used weights of well-trained networks, a substantial training overhead can be reduced to shorten the system development time.     Associations of parental bonding and adolescent internet addiction symptoms with depression and anxiety in parents of adolescents with attention deficit/hyperactivity disorder

    Objectives: The aim of the present study was to evaluate the associations of parental bonding and adolescents’ Internet addiction symptoms with depression and anxiety in parents of adolescents with attention deficit/hyperactivity disorder (ADHD). Methods: Parental depression and anxiety symptoms, parental bonding, and adolescents’ Internet addiction symptoms were assessed in 46 parent-child dyads using the Center for Epidemiological Studies Depression Scale, State-Trait Anxiety Inventory, Parental Bonding Instrument (PBI), and Chen Internet Addiction Scale, respectively. Forward stepwise multiple regression analysis was used to examine the associations of parental bonding and adolescents’ Internet addiction symptoms with parental depression and anxiety. Results: Low care/affection on the PBI was significantly associated with parental depression, and overprotection on the PBI and adolescents’ Internet addiction were significantly associated with parental anxiety. Discussion: Parental bonding and adolescents’ Internet addiction are related to depression and anxiety in parents of adolescents with ADHD

    The heterojunction effects of TiO2 nanotubes fabricated by atomic layer deposition on photocarrier transportation direction

    The heterojunction effects of TiO2 nanotubes on photoconductive characteristics were investigated. For ITO/TiO2/Si diodes, the photocurrent is controlled either by the TiO2/Si heterojunction (p-n junction) or the ITO-TiO2 heterojunction (Schottky contact). In the short circuit (approximately 0 V) condition, the TiO2-Si heterojunction dominates the photocarrier transportation direction due to its larger space-charge region and potential gradient. The detailed transition process of the photocarrier direction was investigated with a time-dependent photoresponse study. The results showed that the diode transitioned from TiO2-Si heterojunction-controlled to ITO-TiO2 heterojunction-controlled as we applied biases from approximately 0 to -1 V on the ITO electrode
