    The air quality impact of cordon and distance based road user charging: an empirical study of Leeds, U.K

    Traffic assignment, pollutant emission and dispersion models were applied to a major UK city so as to assess the air quality impacts of five road pricing schemes. Schemes were evaluated with reference to: exceedence of air quality standards for six pollutants; greenhouse gas emission; redistribution of pollution, an environmental justice concern; and road network performance as traffic speed and trip distance. Results were compared to alternatives of do nothing, network development and clean fuel promotion. The air quality benefits of a modest distance based charge are highlighted. However, whilst road pricing shows potential as an air quality management tool, its value and suitability are strongly sensitive to prior air quality and emission source apportionment in the application city

    Competition, quality and contract compliance: evidence from compulsory competitive tendering in local government in Great Britain, 1987-2000

    The introduction of competition has frequently been found to cause costs to fall. There has, however, been a question as to whether this was partly achieved at the cost of quality. Auction theory predicts prices would fall more the greater the competition to provide the service. There has been some debate about whether the smaller budgets would make contract compliance more difficult. Evidence is found in support of this hypothesis. We also find some evidence that the better recorded performance of the in-house direct service organisations (DSOs) during this period was due to the information advantage they had from being incumbents

    Multilateral inversion of A_r, C_r and D_r basic hypergeometric series

    In [Electron. J. Combin. 10 (2003), #R10], the author presented a new basic hypergeometric matrix inverse with applications to bilateral basic hypergeometric series. This matrix inversion result was directly extracted from an instance of Bailey's very-well-poised 6-psi-6 summation theorem, and involves two infinite matrices which are not lower-triangular. The present paper features three different multivariable generalizations of the above result. These are extracted from Gustafson's A_r and C_r extensions and of the author's recent A_r extension of Bailey's 6-psi-6 summation formula. By combining these new multidimensional matrix inverses with A_r and D_r extensions of Jackson's 8-phi-7 summation theorem three balanced very-well-poised 8-psi-8 summation theorems associated with the root systems A_r and C_r are derived.Comment: 24 page

    Late Light Curves of Normally-Luminous Type Ia Supernovae

    The use of Type Ia supernovae as cosmological tools has reinforced the need to better understand these objects and their light curves. The light curves of Type Ia supernovae are powered by the nuclear decay of 56Ni56Co56Fe^{56}Ni \to ^{56}Co \to ^{56}Fe. The late time light curves can provide insight into the behavior of the decay products and their effect of the shape of the curves. We present the optical light curves of six "normal" Type Ia supernovae, obtained at late times with template image subtraction, and the fits of these light curves to supernova energy deposition models.Comment: Proceedings of Astronomy with Radioactivities V Conferenc

    Quantum steering ellipsoids, extremal physical states and monogamy

Phys. 17 019501Any two-qubit state can be faithfully represented by a steering ellipsoid inside the Bloch sphere, but not every ellipsoid inside the Bloch sphere corresponds to a two-qubit state. We give necessary and sufficient conditions for when the geometric data describe a physical state and investigate maximal volume ellipsoids lying on the physical-unphysical boundary. We derive monogamy relations for steering that are strictly stronger than the Coffman-Kundu- Wootters (CKW) inequality for monogamy of concurrence. The CKW result is thus found to follow from the simple perspective of steering ellipsoid geometry. Remarkably, we can also use steering ellipsoids to derive non-trivial results in classical Euclidean geometry, extending Eulers inequality for the circumradius and inradius of a triangle.The EPSRC and the ARC Centre of Excellence grant no.     The effects of calcium and boron on apple trees when applied through microjet irrigation

    Two experiments were performed to study the effects of calcium (Ca) and boron (B) applied as calcium chloride {CaCl2*2H20(27% Ca)} and Solubor {Na2B407(20% B)} through microjet irrigation to young apple trees (Malus domestica Borkh). The effects of CaCl2 and Solubor treatments on both soil and foliar nutrient levels were measured when Ca and B were applied in irrigation water with and without foliar applications of Ca as CaCl2 (Exp 1). Additionally, the effects of Ca and B fertilization with and without irrigation were investigated (Exp 2). No differences in foliar or soil test extractable Ca concen-trations were found with any CaCl2 treatments for either experiment. Treatments providing 0.25 and 0.50 g/day/tree Solubor (1982) and 0.50 and 0.10 g/day/tree of Solubor (1983) significantly increased both soil and foliar B levels (Exp 1). Applications of 0.50 g/day/tree of Solubor in experiment 2 increased the levels of B in the soil but not in the leaves. No differences were found between the irrigated and non-irrigated treatments. The addition of CaCl2 to irrigation water did not influence volume output but did influence the irriga-tion spray pattern
