The evolution view on the insolvency phenomenon in post-December Romania
The purpose of this article is to present the evolution of the phenomenon of insolvency in post communist Romania. An important feature of a market economy it is the active selection mechanism by which solid and efficient firms supersede the least effective and the goods and new activities to replace the old. Present article attempts describes the provisions of the Romanian insolvency law, is investigating the facts existing and possible remedies that could lead to increased competitiveness and functionality of the Romanian economy

Volatility Prediction using Financial Disclosures Sentiments with Word Embedding-based IR Models
Volatility prediction--an essential concept in financial markets--has
recently been addressed using sentiment analysis methods. We investigate the
sentiment of annual disclosures of companies in stock markets to forecast
volatility. We specifically explore the use of recent Information Retrieval
(IR) term weighting models that are effectively extended by related terms using
word embeddings. In parallel to textual information, factual market data have
been widely used as the mainstream approach to forecast market risk. We
therefore study different fusion methods to combine text and market data
resources. Our word embedding-based approach significantly outperforms
state-of-the-art methods. In addition, we investigate the characteristics of
the reports of the companies in different financial sectors
A View on ECHR Case law for salary policy in Romanian public sector
Like economies of other countries in Western Europe, the Romania's economy went through a very difficult period because of the international financial crisis, with GDP falling by over 18%. In the situation of no longer being able to meet its payment obligations and under the pressures of international financial organizations, the Romanian government opted for the radical measure of cutting public sector wages by 25%. Faced with this unprecedented action of country administrative power representatives, the Romanian civil servants attacked this measure in national courts and after that, in front of the ECHR. This article presents the solutions of the Romanian courts, the European jurisprudence on lowering wages and its implications for public solutions Romanian legal systems
Initial specification of the evaluation tasks "Use cases to bridge validation and benchmarking" PROMISE Deliverable 2.1
Evaluation of multimedia and multilingual information access systems needs to be performed from a usage oriented perspective. This document outlines use cases from the three use case domains of the PROMISE project and gives some initial pointers to how their respective characteristics can be extrapolated to determine and guide evaluation activities, both with respect to benchmarking and to validation of the usage hypotheses. The use cases will be developed further during the course of the evaluation activities and workshops projected to occur in coming CLEF conferences
High fat diet-induced maternal obesity alters fetal hippocampal development
The importance of maternal nutrition for fetal brain development is increasingly recognized. Previous studies have suggested that maternal obesity or maternal exposure to obesogenic diets may permanently alter brain structure and function in the offspring. To test whether maternal exposure to a high-fat diet, prior and during gestation, alters fetal hippocampal development, we fed 8-week old C57BL/6 females with a high-fat diet (60% calories from fat) for 10 weeks prior to matting and 17 days after. Fetal brains at embryonic day E17 were used to determine developmental changes in the hippocampus. We report that maternal exposure to the high-fat diet induced small for gestational age (SGA) status and fetal resorption. The proliferation of neural progenitors was increased in the neuroepithelium from hippocampus and cortex in fetuses from mothers fed the high-fat diet when compared to controls, but decreased within the dentate gyrus (DG). Apoptosis in the hippocampus was decreased (Ammon’s Horn and fimbria). The differentiation of calretinin-positive neurons within the DG was also decreased
