    Efficiency in the management of urban water services. What have we learned after four decades of research?

    The analysis of efficiency in the management of urban water services offers valuable information both for the managers of this service and for public bodies in order to introduce improvements in business practices and in the design of public policies. Since the pioneering study carried out by Ford and Wardford (1969), there have been many attempts to follow this line of research. Due to the importance of the subject and the volume of publications in this field, we believe it is necessary to provide a balance of the work carried out over the last four decades. In this overview, we look at the main questions which have arisen over this period, we provide a synthesis of the results obtained and, finally, we point out some challenges for future research.Water utilities; Efficiency; Firm behaviour; Water

    Efectos de un entrenamiento de fuerza de corta duración sobre la capacidad de salto vertical en jugadores de voleibol de elite durante la temporada

    The aim of this study was to describe the effects of 6 weeks of combined strength and jump training which incorporated modera te loads and high intensity contractions on the vertical jump ability (VJ), loaded jumps and velocity of execution in full squat in a group of professional male volleyball players during the competition season. It was hypothesized that the VJ improved by cross combined strength and jump training both characterized by high velocity of execution (>1m/s). The participants in this study were twelve players who competed in the fir st national division of the Spanish National League during the 2011-2012 season. The neuromuscular performance was estimated by unloaded (CMJ) and load ed countermovement jumps (CMJ loaded ) height (cm); and by velocity of displacement in the concentric phase of full squat (FS) (m/s). There was a significant increase in CMJ and CMJ loaded after 6-week of training (5%, p<0.01; and 5.7%, p<0.05; respectively). These changes were accompanied by a small and moderate value of Effect Size (0.47, and 0.67; respectively). No significant differences were observed for velocity of displacement in FS. The linear correlation analysis showed a single moderate correlation statistically significant between the changes in CMJ-CMJ loaded and CMJ-FS (r=0.62 and r=0.59, p<0.05; respectively). Albeit speculative, our results suggest that the use of moderate loads could be enough to im prove the vertical jump performance, since in our study a load equivalent to 60% 1RM in the FS was not exceeded and jumping exercises were performed wi th light loads.El objetivo de este estudio fue describir los efectos de 6 semanas de entrenamiento combinado de fuerza y salto, el cual incorpora cargas moderadas e intensidades de contracción altas, sobre la capacidad de salto vertical, saltos con cargas y la velocidad de ejecución en el ejercicio de sentadilla en un grupo de jugadores profesionales de voleibol durante la temporada de competición. Se estableció la hipótesis de que el sa lto vertical mejoro por el uso combinado de entrenamiento de fuerza y salto, ambos caracterizados por una alta velocidad de ejecución (>1m/s). El rendimie nto neuromuscular fue estimado por la altura (cm) del salto sin cargas (CMJ), salto con cargas (CMJ loaded ), y por la velocidad (m/s) de desplazamiento en la fase concéntrica en la sentadilla completa (FS). Tuvo lugar un incremento significativo en CMJ y CMJ loaded después de 6 semanas de entrenamientos (5%, p<0.01; y 5.7%, p<0.05; respectivamente). Estos cambios fueron acompañados por un valor de Tamaño del Efecto pequeño y moderado (0.47, and 0.67 ; respectivamente). No se observaron diferencias significativas en la velocidad de desplazamiento en FS. El análisis de correlación lineal mostró una correlación moderada estadísticamente significativa entre los cambios en CMJ-CMJ loaded y CMJ-FS (r=0.62; y r=0.59, p<0.05; respectivamente). Aunque algo especulativo, nuestros resultados sugieren que el uso de cargas moderadas podría ser suficiente para mejorar el rendimiento del salto vertical, ya que en nuestro estudio no se excedió una carga equivalente al 60% de 1RM en FS y los ejercicios de saltos también fueron realizados con cargas ligeras

    Performance and ownership in the governance of urban water

    In this paper the differences in terms of performance between public and the private governance in urban water management are investigated. A statistical ranking is implemented to determine programmatic efficiency differences in DEA, using an incomplete panel data that gathers information on 20 water utilities in Andalusia, in Southern Spain. In the model, labour and operational costs are considered as inputs. The volume of revenue water, the number of connections and the network length are used as outputs. The analysis indicates that private management is more efficient. The efficiency indicators adjusted by a variable related to quality are estimated and demonstrate that privatization of the service does not mean any loss in terms of quality. However, there are no significant differences between both types of management including as a desirable input hydraulic yield as a proxy of the degree of network renovation. A lower hydraulic efficiency in private management would suggest that the need to make significant investments could be an important factor when making the decision to privatize the management of the urban water service: Water supply; Management; Local government;

    Experiments and Modelling of Automotive Turbochargers under Unsteady Conditions

    The current global scenario, in which an ever increasing population with an ever growing transportation needs is coupled with a reduction in the fossil fuel production and increasing human-made pollution derived problems, leads automotive engine manufacturers to constant struggles for fuel consumption and emission reductions while keeping engine performance. One-dimensional simulation codes have become a key tool towards these objectives, but require continued accuracy refinements. Phenomena that were previously thought of a limited importance and could be extremely easily modelled now require the development of new methods to be accounted for. Among these phenomena are the turbocharger mechanical losses and the turbine behaviour under highly pulsating boundary conditions. This work is focused on the improvement of current one-dimensional models, for both mechanical losses prediction and high frequency pulsating flow turbine performance. After reviewing the state-of-the-art in experimental measurement and fast simulation of automotive turbochargers, this work presents first a experimental study of several turbochargers working under both steady-state and unsteady operating conditions, focusing on the general performance of the turbine and the losses in the power transmission between it and the compressor, even including internal pressure measurements in one of the tested units. All the measurements are corrected due to heat transfer, getting the purely adiabatic behaviour. Furthermore, a CFD simulation campaign of a radial turbine has been performed, thus obtaining a detailed description of its internal behaviour under highly pulsating flow. In the light of both the experimental and CFD-simulated results, a quasi-steady mechanical losses and a quasi-bidimensional turbine model have been developed. Both models have been validated using all the experimental and simulated data, proving a prediction accuracy improvements from the results of previous methods. The mechanical losses model offers a clear advantage over the usual practice of using a constant mechanical efficiency value for correcting the manufacturer’s turbocharger map, whereas the turbine model has demonstrated potential for turbine map extrapolation and has improved the instantaneous results over classic onedimensional turbine volute models for frequencies higher than 1000 Hz. Both models have been developed trying to keep a reduced computational cost, ensuring to exploit the specific characteristics of the processors where they are going to be run.García-Cuevas González, LM.     A Jacobi-based algorithm for computing symmetric eigenvalues and eigenvectors in a two-dimensional mesh

    The paper proposes an algorithm for computing symmetric eigenvalues and eigenvectors that uses a one-sided Jacobi approach and is targeted to a multicomputer in which nodes can be arranged as a two-dimensional mesh with an arbitrary number of rows and columns. The algorithm is analysed through simple analytical models of execution time, which show that an adequate choice of the mesh configuration (number of rows and columns) can improve performance significantly, with respect to a one-dimensional configuration, which is the most frequently considered scenario in current proposals.
