    A Study of Participation Rate, Transparency and Accountability of Special Autonomy Funds Management in Jayapura

    The aim of this study is to identify and review financial planning and management issues from Papua's Special Autonomy Funds in the fields of education and health over a period of 5 years (2008-2012) in Jayapura and to assess what issues of public concern in that planning and management. The observed object of study is the input, output and outcome of the implementation of the planning and budgeting of Special Autonomy funds related to the services for indigenous people in the education and health sectors in Jayapura. The population in this study is the local work units (SKPD) that manage the funds in both sectors and legislature in the government of Jayapura. The sampling techniques are non-multistage random sampling, non-random and purposive sampling. Data collection is through (1) Questionnaire. (2) Interviews (3) Study of Literature (4) Focus Group Discussion. All the collected date was analysed through the descriptive statistics and case studies. The results show that the medical staff at the health centres (Puskesmas dan Pustu), teachers and principals at the education centres as well as society consider that that level of participation, transparency and accountability in the management of public funds is less satisfactory for indigenous Papuans. Planning through village and district’s development planning meetings (Musrenbang) do not get involved health and educational institutions. The community is more involved in the planning process of the Strategic Plans of Village Development (Respek) Funds than the use of special autonomy funds; therefore the information about spending of Respek funds is easier obtained than the government spending on the special autonomy fund. In the compilation of the Proposed Definitive Plan, Development Planning Agency (Bapeda) need to get involved all SKPDs as fund users and the discussion of the Plan needs more consistency in funds allocation of the priority sectors as indicated in the Law 21 of 2001

    The purpose of the service activity is to provide education and knowledge of gender-responsive family activity planning and budgeting to the congregation of GKI Getsemani Kotaraja, Jayapura City. The results of the service can be concluded as follows: Residents of the GKI Getsemani Kotaraja Congregation in Wik III can gain new knowledge about the meaning of planning, family budget, and gender responsiveness, nature (sex), and provide an understanding of knowledge between differences in nature (sex) and gender so that each family can carry out every activity together both in planning and budgeting a gender-responsive family.Community service activities to strengthen and sharpen understanding of the basic concepts of planning, budgeting, and gender responsiveness, gender concepts and understanding in socialization activities how to make good gender-responsive planning and budgeting in each family in the GKI Getsemani Kotaraja congregation so that they can understand and can distinguish gender-responsive planning, as well as develop knowledge to develop all businesses or activities family and even society in achieving their satisfaction and well-being

    Analisis Pengelolaan Dana Desa Di Kampung Yoka

    Penelitian ini bertujuan untuk mengetahui pengelolaan Dana Desa khususnya dalam tahap perencanaan, penganggaran dan pelaksanaan di Kampung Yoka. Teknik pengumpulan data yang digunakan adalah studi kepustakaan dan studi lapangan. Populasi yang digunakan adalah seluruh masyarakat Kampung Yoka yaitu 325 KK dan Sampel sebanyak 20 responden, dimana teknik pengambilan sampel menggunakan Teknik Purposive Sampling yaitu dengan cara sengaja yang telah sesuai dan meliputi, sifat, karakteristik, ciri dan kriteria. Selanjutnya hasil penelitian dianalisis menggunakan metode analisis deskriptif kualitatif dimana menggambarkan bagaimana pengelolaan dana desa. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder dengan subjek penelitian yang terdiri dari Pemerintah Desa dan masyarakat Kampung Yoka. Hasil penelitian menunjukkan bahwa Pengelolaan Dana Desa di Kampung Yoka, dimana ada 2 tahap yaitu perencanaan penganggaran dan pelaksanaan. Berdasarkan hasil penelitian, tahapan perencanaan, dilihat dari musrembang yang diadakan oleh pemerintah desa masih kurang efektif, dimana dalam kegiatan musrembang partisipasi masyarakat masih sangat kurang, dikarenakan kurangnya informasi yang disampaikan oleh pemerintah desa. Tahapan pelaksanaan berdasarkan hasil penelitian kurang efektif, dimana penggunaan anggaran dapat terselesaikan dengan baik namun dikarenakan kurangnya informasi terkait pelaksanaan perencanaan kegiatan oleh pemerintah desa kepada masyarakat.Kata Kunci : Pengelolaan, Dana Desa, Perencanaan Penganggaran, Pelaksanaan

    Labor absorption is still a major problem in a country, especially in Papua Province. Manpower is the most important factor in supporting economic development which aims to accelerate economic growth in a region. The industrial sector is one sector that has an important role in development. With the industrial sector, it will encourage other sectors such as the service sector and the agricultural sector. So that to encourage the industrial sector to create new jobs, it is necessary to invest both government and private investment. Investment itself has a function as a driving force for the economy, especially in terms of increasing employment. The purpose of this study is to examine and analyze the effect of investment on labor absorption in Papua Province. The development of investment and employment in Papua Province tends to fluctuate. This research was conducted over a period of 12 years from 2007 to 2018. By using secondary data obtained from the Central Bureau of Statistics and regional numbers (DDA). This study uses double log linear regression analysis method. The results of the study show that investment can significantly influence employment in the industrial sector in Papua Province. Thus, investment is one of the factor that can significantly influence labor absorption.     Education and Entrepreneurship: Best Learning from Helm Project at Cenderawasih University

    In 2013, as part of the Higher Education Leadership and Management national initiative sponsored by US AID, Universitas Cenderawasih proposed an action research project to address the under-employment of UNCEN graduates through purposeful entrepreneurship education. Although entrepreneurship education had been introduced previously at UNCEN, it had never been custom designed to integrate theory and practice appropriate to Papua as part of the formal curriculum.  This paper focuses on the use of core principles of the action research process (ARP) to develop and implement a locally effective curriculum for students enrolled in UNCEN’s Faculty of Economics. A central value underlying the project was the development of a curriculum that could address social inequalities in Papua, specifically the significant under-representation of Papuan native peoples in the entrepreneurship sector.Through a mixed methods approach that used demographic, attitudinal and outcome data as well as observational, interview and focus group data, the ARP team designed an experientially-based learning module, documented implementation of thepilot learning module, evaluated its effectiveness, and developed proposals for improvement and institutionalization. As a result of its action research project, the ARP team suggests that future iterations of the entrepreneurship curriculum at UNCEN should adopt a culturally responsive pedagogy (Gay, 2010; Ladson-Billings, 1995) that addresses the disparities in cultural and social capital shown to be significant in the ARP to entrepreneurship education

    Analisis Pengaruh Belanja Infrastruktur Jalan Dan Listrik Terhadap Pertumbuhan Ekonomi Di Kota Jayapura

    Penelitian ini bertujuan untuk mengetahui pengaruh Belanja Infrastruktur Jalan dan Listrik terhadap Pertumbuhan Ekonomi di Kota Jayapura pada tahun 2012-2016. Data yang digunakan adalah data sekunder (time series) yang diperoleh dari Badan Pusat Statistik dan Dinas Badan Pengelolaan Keuangan dan Asset Daerah (BPKAD) Kota Jayapura. Adapun data yang digunakan meliputi data Pertumbuhan Ekonomi, Belanja Modal Jalan dan Listrik. Model penelitian yang digunakan dalam penelitian ini adalah Metode Regresi Linier Berganda. Hasil penelitian menunjukan bahwa variabel Belanja Infrastruktur Jalan tidak berpengaruh terhadap Pertumbuhan Ekonomi Kota Jayapura dan Variabel Belanja Infrastruktur Listrik berpengaruh terhadap Pertumbuhan Ekonomi. Berdasarkan uji t diketahui bahwa Belanja Infrastruktur Jalan negatif tidak signifikan terhadap Pertumbuhan Ekonomi yaitu sebesar -1,517. Sedangkan variabel Belanja Infrastruktur Listrik terhadap Pertumbuhan Ekonomi berpengaruh namun tidak signifikan yaitu sebesar sebesar 0,947 dengan taraf signifikansi sebesar 5%.Kata Kunci: Pertumbuhan Ekonomi, Belanja Modal Infrastruktur Jalan dan Listri

    KAJIAN TINGKAT PARTISIPASI, TRANSPARANSI DAN AKUNTABILITAS PENGELOLAAN DANA OTONOMI KHUSUS PAPUA BERDASARKAN TIPOLOGI WILAYAH

    Objective of the Study is to identify planning and financial management problem which are sourced from Papua's Special Autonomy Fund for education and health services in mountainous areas, difficult access areas and easy access areas. The approach used in this study is a case study which is one of the qualitative research approaches using inductive logic process. The scope of the study area is divided into three regions, namely easy access plains, coastal lowlands and difficult access, and mountains. Samples were taken according to the typology of district areas, namely: (a) the mountainous region : Jayawijaya, Tolikara, and Mountains, (b) difficult  access of coastal areas: Asmat regency, Yapen Islands, Keerom, (c) easy access plains areas : District Supiori, Merauke and Jayapura. Furthermore, 1 district and 2 villages were taken from each district. The samples were taken from each district in accordance with the studies that may represent the locus of social organization, executives and legislative those are SKPD and hospitals. While for the sample of villages/urban population were taken representatively from elementary school, junior high school and Health Center. And for the study of individual locus that represent the population are teachers, doctors, health workers, traditional leaders, religious leaders, and households are all Papuans so that the sample in this study amounted to 598 people. In this case, statistical descriptive analysis tool is used. This study found that the Management which is not optimal in 3 areas are Reporting and Internal Control. Activities funded by the special autonomy fund did not inform freely to the public. During this time the local government did not involve teachers, medical personnel and Papua native communities to do the planning, implementation and monitoring of spending special autonomy funds. During these activities are carried out by SKPD which is financed by the special autonomy funds are not openly communicated to all those in need: easy access areas, difficult access areas, and mountainous areas. At the planning stage, programs and activities funded by Autonomy funds are not transparent. The only real activity that is known by society is Respek (villages’ strategic planning development). Many activities where the source of activity and funds are still unknown by teachers, medical personnel, and the public. According to the society (sample), the management of special autonomy funds is not accountable. The local government is necessary to disseminate the activities that use special autonomy funds, as well as formal and informal information to the public about the activities that used special autonomy funds. All stakeholders need to be involved to participate in the management system of special autonomy fund. Musrembang format that has been carried out needs to be done properly.Keyword : Participation, Transparency, Accountability, Special Autonomy Fund

    Analisis Peningkatan Infrastruktur Jalan Dalam Mengurangi Kepadatan Lalulintas Di Kota Jayapura

    The study analyses the contribution of road infrastructure development to the traffic congestion reduction on the main roads of Jayapura-Abepura-Heram as well as the influence of population and social economic infrastructure to the social interaction in Jayapura city. Besides the secondary data source from Statistics Board of Jayapura, this study surveyed the flows of two, four and six-wheeled vehicles during rush hours of 06.30 – 09.30 am and 15.00 – 18.00 pm on Monday, Wednesday, and Thursday, crossing the main road of Jayapura-Abepura and the alternative road of Jayapura-Kotaraja-Waena. The data is then analysed using the Spider Web and Newton Gravity Analysis, transformed into normal logistic (ln), and then using the Statistical Nonlinear Estimation Model. The first and second surveys showed the development of alternative road of Jayapura-Abepura-Heram able to reduce traffic congestion to all types of vehicles while major contributor is experienced to private, government vehicles and two-wheeled vehicles. This finding is as shown by Spider Web Analysis, moving away from the centre (zero) and closer to the blue line. While the total contribution of the alternative road to the traffic congestion reduction on the main road is 24 percent, the development of the road has no impact on public transportation on the main road. Newton Gravity Model shows both coefficients of distance constraint (km) and tariff constraint (Rupiah) inelastic to the change of attractiveness and thrust variables on the origin and destination districts while the coefficient of market-wide elastic to the attractiveness variable, i.e. Z5 = 3.027789. This indicates a sensitivity from the sellers and type of goods in the market to the change of vehicle flow among districts. The coefficient determination (R2) on the distance constraint model, 0.99736 is significantly able to explain factors, driving the flow of vehicles of Jayapura-Abepura while that on the tariff constraints model is only 0.523.     This research aims to analyzing the impact of road construction on the growth of people’s economic business, people’s income, the social and economic benefit got by society in remote areas of  May Barat Regency, located in the districts of Ayamaru, Aitinyo, and Aifiat. The research’s samples were people who having or running their own business, which was selected based on the tribe’s homogeneity and the earning for living ways of people,  and selected using purposive sampling targeting. Quesionair and Focus Group Discussion (FGD) were conducted in collected datas, the analysis tools for this research were using the test of income average gaps and SEM Analysis. The results of this research showed that the road and bridge construction has positive impact on the society’s economic business income, and the social benefit gave more impact than the economic benefit, it was proven by loading factor values (LF=l) X à Y1 dan X à Y2, 0,540 for the economic benefit  and 0,683 for the social benefit.  In order to give more long term multiplier benefit for the society, the constructed Sorong-Mai Brat infrastructure needs to be improved by the goverment.</p

    The objectives of the activity are: students Make a visit to the location of partner making fish meatballs, students Hold a practice on how to make hygienic fish meatballs, students Hold a practice on how to record financially in a simple manner (perhitunagn business profits) so that they are able to manage financial business well. is the demonstration method that is carried out is divided into two types, namely demonstration of methods and demonstration of results. Demonstration method is a training technique in the form of activities to show in real terms how to apply the technology of making fish meatballs that have proven to be beneficial for the use of fish and / or business. This entrepreneurship training activity can be carried out well and run smoothly in accordance with the planned activities even though not all participants of the activity are able to master the material conveyed due to limited time and this activity is only at the socialization stage or introduction to how to practice meatballs from fish and make a report on operating income. This activity was welcomed very well as evidenced by the active participation of students in this activity starting from the beginning of the activity until finally the activity never left the place of activity
