Observation of the lowest energy gamma-ray in any superdeformed nucleus : 196Bi

New results on the superdeformed $^{196}$Bi nucleus a re reported. We have observed with the EUROBALL IV $\gamma$-ray spectrometer array a superdeformed trans ition of 124 keV which is the lowest observed energy $\gamma$-ray in any superdeformed nucleus. We have de velopped microscopic cranked Hartree-Fock-Bogoliubov calculations using the SLy4 effective force and a realistic surface p airing which strongly support the $K^\pi=2^-$($\pi$[651]1/2$\otimes \nu$[752]5/2) assignment of this su perdeformed band

(EIN)FACH? : Komplexität, Wissen, Fortschritt und die Grenzen der Germanistik

Spätestens seit den gesellschaftlichen Modernisierungsschüben in den sechziger Jahren identifiziert auch die Germanistik Erkenntnis- und Wissenszuwachs, ja allgemeiner den "Fortschritt" ihres Fachs, mit Komplexitätserhöhung. Vor diesem Hintergrund erscheint es mir wenig plausibel, die seitdem erfolgten inneren Ausdifferenzierungen und interdisziplinären Grenzüberschreitungen als durch Identitätsverlust, Zerstreuung und Desintegration gekennzeichnete Niedergangsszenarien zu beschreiben. A framework for intelligent policy decision making based on a government data hub

Author ProofThe e-Oman Integration Platform is a data hub that enables data exchanges across government in response to transactions. With millions of transactions weekly, and thereby data exchanges, we propose to investigate the potential of gathering intelligence from these linked sources to help government officials make more informed decisions. A key feature of this data is the richness and accuracy, which increases the value of the learning outcome when augmented by other big and open data sources. We consider a high-level framework within a government context, taking into account issues related to the definition of public policies, data privacy, and the potential benefits to society. A preliminary, qualitative validation of the framework in the context of e-Oman is presented. Crowdsourcing: A new tool for policy-making?

Crowdsourcing is rapidly evolving and applied in situations where ideas, labour, opinion or expertise of large groups of people are used. Crowdsourcing is now used in various policy-making initiatives; however, this use has usually focused on open collaboration platforms and specific stages of the policy process, such as agenda-setting and policy evaluations. Other forms of crowdsourcing have been neglected in policy-making, with a few exceptions. This article examines crowdsourcing as a tool for policy-making, and explores the nuances of the technology and its use and implications for different stages of the policy process. The article addresses questions surrounding the role of crowdsourcing and whether it can be considered as a policy tool or as a technological enabler and investigates the current trends and future directions of crowdsourcing. Mídias Sociais e Administração Pública: Análise do sentimento social perante a atuação do governo federal brasileiro

Este estudo procurou identificar como a análise de sentimento, baseada em textos extraídos de mídias sociais, pode ser um instrumento de mensuração da opinião pública sobre a atuação do governo de forma a contribuir para a avaliação da administração pública. Trata-se de um estudo aplicado, interdisciplinar, exploratório, qualitativo e quantitativo. Foram revisadas as principais formulações teóricas e conceituais acerca do tema e realizadas demonstrações práticas, utilizando-se uma ferramenta de mineração de opinião que proporcionou precisão satisfatória no processamento de dados. Para fins de demonstração, foram selecionados temas que motivaram a realização da onda de protestos que envolveu milhões de pessoas no Brasil em junho de 2013. Foram coletadas, processadas e analisadas, aproximadamente, 130.000 mensagens postadas no Facebook e no Twitter sobre esses temas em dois períodos distintos.
