On Scale Invariance and Anomalies in Quantum Mechanics

We re-consider the quantum mechanics of scale invariant potentials in two dimensions. The breaking of scale invariance by quantum effects is analyzed by the explicit evaluation of the phase shift and the self-adjoint extension method. We argue that the breaking of scale invariance reported in the literature for the $\delta$(r) potential, is an example of explicit and not an anomaly or quantum mechanical symmetry breaking.Comment: 15 pp in latex, no figure

Computational Economics: Help for the Underestimated Undergraduate

Our concern in this paper is that the capability of economics undergraduates is substantially underestimated in the design of the present college curriculum and that our students are insufficiently challenged and motivated. Students enter our classrooms with substantial previous knowledge about computers and computation and we are not taking full advantage of this opportunity. We suggest a set of examples from computational economics which are challenging enough to motivate students and simple enough that they can master them within a few hours. The Use and Abuse of Patent Reexamination: Sham Petitioning Before the USPTO

This article investigates the susceptibility of the patent reexamination process to abuse and argues that "sham petitioning" in the reexamination context threatens to undermine the quid pro quo of the patent system, jeopardizing the objectives of innovation and disclosure by weakening the incentive of the patent right. Since reexamination casts a cloud on the validity of a patent and harms enforceability, the patent holder subject to such a proceeding instigated under false pretenses can be deprived of the economic benefits his patent should otherwise have afforded him. In an effort to help craft a solution, the article explores the ways in which reexamination is vulnerable to abuse and looks closely at several instances of alleged misconduct. It contends that state tort remedies provide patent holders subject to unwarranted proceedings an adequate recourse for harms suffered. It also comments on a recent case in which the Federal Circuit was asked to consider whether such remedies are preempted, arguing that the court's surprising decision to affirm without opinion perpetuates uncertainty throughout the patent system and evades important questions of first impression. Finally, a number of proposals are offered with a view to curbing abuse in current and future variants of the reexamination process

Environmental and Occupational Health Risks: Educating Undergraduate Student Nurses For Best Practice

The environments we inhabit, whether homes, schools, workplaces, or the communities that envelop them, are replete with ubiquitous health risks that we routinely ignore to avoid analysis paralysis from worries. Environmental risks are hidden in food, drink, household and personal care products, furniture, and building materials; chemical hazards and physical residues of modern living contaminate air, water, and soil. Occupational hazards are prevalent in workplaces as diverse as agriculture, highways, and hospitals. A recent study by the Centers for Disease Control and Prevention (2022) found that out of 2,310 urine samples taken from a group of Americans from the United States population, more than 80% contained detectable levels of glyphosate, the active ingredient in herbicides sold around the world. Almost one-third of participants with detectable glyphosate levels were children aged six to 18. Among children screened for lead in 2019, five years after the onset of the 2014 Flint, Michigan water crisis, one in four - nearly seven times the national average and in Flint before the crisis - received a clinical diagnosis of elevated lead in blood levels. Those children were significantly more likely to experience issues such as learning delays, hyperactivity, emotional agitation, or skin rashes (Ezell et al., 2022). Nearly 13 million deaths are caused worldwide by the prevalence of environmental risk and occupational hazard exposure (Office of Disease Prevention and Health Promotion, 2021). As they join teams of frontline caregivers, accomplished student nurses will have the opportunity to strengthen the healthcare workforce through advocacy and leadership in expanding patient care above its current standard parameters. Therefore, the need for environmental and occupational health education in undergraduate nursing programs is clear.
