The Grand Algiers was built on the Sahel foothills. Like other Mediterranean metropolises, it fits in a context of strong cyclogenetic instability, which manifests by floods and the surface runoffs. However, the Grand Algiers makes the exception with the scale which takes the damages after the passage of one of these meteorological events. The event of November 9-10th, 2001, which affected the western part of Grand Algiers, reflects perfectly this situation. Floods activated by this event caused damage to the property and loss of life, which are unequalled in the Mediterranean Basin. In this work, by using classic tools and numerical simulation, we tried to understand the behaviour of the whole hydrosystem (meteorological, geomorphological, and anthropogenic factors). Then we have classified the predisposing, triggering, and aggravating factors of flooding and surface runoff. The results of all the anal-yses serve for quantifying and mapping the risk. To conclude, we made various management proposals (combination of structural and non structural measures), in order to reduce the im-portant level of present riskLe Grand Alger est bâtie sur les contreforts des collines du Sahel.

Sub-chapter 3.4.1. Urbanization and land use as a driver of flood risk

Introduction Obviously, floods have natural causes – heavy rainfall in the case of flash floods – nevertheless, their consequences depend strongly on urbanization and land use. On both sides of the Mediterranean, regions have been subjected to fast changes which have led to a concentration of assets in valleys and coastal areas (Plan Bleu, 2008). Changes in land use play a predominant part in the “risk production process” i.e. in the increasing exposure of human activities to flood risk. This..

The Mediterranean region under climate change

This book has been published by Allenvi (French National Alliance for Environmental Research) to coincide with the 22nd Conference of Parties to the United Nations Framework Convention on Climate Change (COP22) in Marrakesh. It is the outcome of work by academic researchers on both sides of the Mediterranean and provides a remarkable scientific review of the mechanisms of climate change and its impacts on the environment, the economy, health and Mediterranean societies. It will also be valuable in developing responses that draw on “scientific evidence” to address the issues of adaptation, resource conservation, solutions and risk prevention. Reflecting the full complexity of the Mediterranean environment, the book is a major scientific contribution to the climate issue, where various scientific considerations converge to break down the boundaries between disciplines
