    Clinician Perspectives on Community Reentry for Mentally Ill Offenders in New York

    The prevalence of individuals with serious mental illness (SMI) in prisons has risen in recent years. While incarcerated, individuals with SMI face many challenges, such as difficulties with peers and staff, and potential exacerbation of mental health symptoms. These difficulties do not subside when reentering their communities upon release. These individuals encounter unique challenges upon release, such as facing the difficult task of finding mental health services and other resources, housing, and health insurance. This study aimed to gather the perspectives of clinicians who worked for the Office of Mental Health in New York State regarding community reentry for inmates with SMI. Participants included two groups: (a) prerelease coordinators who worked in prisons throughout the state and (b) clinicians who worked at an urban outpatient clinic. Interviews with nine participants were completed to gather provider opinions on the unique challenges faced by offenders with SMI reintegrating into society. A goal of this study was to encourage enhanced resources during the reentry process and improved community resources for mentally ill offenders. Thematic analysis was used as the method of data analysis. The results found primary themes related to discharge planning and community reentry for inmates with SMI. Identified themes included: (a) inmate psychosocial risk factors, (b) issues of access to community resources, (c) problems in the discharge planning process, and (d) factors that facilitated the discharge planning process (all included additional sub-themes). The results were generally consistent with those of prior research, noting the challenges in finding necessary community resources and the myriad issues these inmates face upon release. The findings are discussed further, highlighting interfering and facilitating factors to reentry, and comparing the perspectives of the prison prelease coordinators and the community-based clinicians

    Smart grids use synchronous real-time measurements from phasor measurement units (PMU) across portions of a grid to provide grid-wide integrity. Achieving synchronicity requires either accurate GPS clocks at each PMU or a high-resolution clock synchronization protocol, such as the Precision Time Protocol (PTP), specified in IEEE 1588 with the power profile in IEEE C37.238-2011. PTP does not natively include measures to provide authenticity or integrity for timestamps transmitted across an Ethernet network, though there has been recent work in providing end-to-end integrity of transmitted timestamps. However, PTP for use in the smart grid requires a version of the protocol in which network switches update the trusted timestamp in flight, meaning that an end-to-end approach is no longer sufficient. We propose two methods to provide for the integrity of the transmitted and updated timestamps as well as to ensure the authority of all network devices altering the time. In the first, we amend the PTP standard to include signatures as part of the time packet itself at the cost of increased jitter in the system. In the second, we transmit these signatures over a wireless network, reducing congestion on the original network. We test both methods on a simulated PTP switch intended for experimentation only and demonstrate that the use of a second network dedicated to verification-related information is better for current networks, as including signatures in the original packet causes more jitter than is acceptable for synchronizing PMUs in particular

    The orbit‐orbit, spin‐spin, and spin‐orbit Hamiltonians of the Breit‐Pauli approximation are expressed in terms of irreducible tensors. One‐ and two‐center expansions are given in a form in which the coordinate variables of the interacting particles are separated. In the one‐center expansions of the orbit‐orbit and spin‐orbit Hamiltonians the use of the gradient formula reduces some of the infinite sums to finite ones. Two‐center expansions are discussed in detail for the case of nonoverlapping charge distributions.     This paper examines the cultural landscape of Peel town, a transient camp occupied for a short time in 1829–1830 during the Swan River settlement’s initial colonisation phase. The camp comprised indentured free colonists from Britain under the leadership of Thomas Peel. The research described shows that the camp’s layout altered over time as disease, low morale and the addition of further colonists from Britain into the camp area eroded the predetermined ideas of class segregation and the control of resources, seriously affecting the leadership group’s ability to maintain authority
