    Residential encroachment within suburban forests: Are Ontario municipal policies sufficient for protecting suburban forested natural areas for the long term?

    Many natural areas and systems within urban landscapes are small or narrow. Landscape ecology studies within forested and agricultural landscapes have found that small natural areas that are protected from development or resource extraction through land use planning are significantly affected by adjacent land use changes. Some eventually lose the values for which they were protected. Studies also indicate that natural area boundary structures and functions are important determinants of the extent to which external threats affect adjacent natural areas. Few studies have empirically tested whether small or narrow urban natural areas that are protected from development through municipal land use planning are significantly affected by adjacent land use changes. However, municipal planners and forest managers are concerned that activities of residents living adjacent to the forest edge, commonly referred to as residential encroachment, may be degrading the social values, and ecological forms and functions of their woodlands. Studies have recorded evidence of human impacts within suburban forest edges, indicating that both recreation and yard-related activities are occurring and that these activities occur at significantly higher frequencies in the forest edge than in the interiors of these forests. However, no study has differentiated residential encroachment activities from those of other recreationists. In addition, although a number of municipalities have developed policies to address these activities, little is known about these policies, the extent to which they are implemented, or their effectiveness in protecting their small or narrow forested natural areas from residential encroachment activities. The principal research questions answered in this research are: 1) Do municipalities within Southern Ontario have policies for protecting natural areas from the activities of residents living adjacent to suburban forest edges? 2) To what extent are they implementing these policies? 3) What encroachment activities, if any, are occurring in Southern Ontario municipal forest edges? and 4) Are municipal boundary-related policies effective in limiting edge-resident encroachment activities? Using a mixed method approach, the research incorporates qualitative and quantitative data collection to answer these questions. The content analysis of official and secondary plans and social surveys of key informants within six Southern Ontario municipalities identify boundary-related policies for protecting municipal natural areas from residential encroachment activities. They also determine the extent to which the study municipalities implement these policies. Field studies in 40 forests within these municipalities used unobtrusive measurements of encroachment behaviour to describe encroachment activities under two implemented municipal boundary demarcation policies, and other boundary treatments The three research methods, together with a literature review, were used to determine whether Ontario municipal policies are effective in limiting edge-resident encroachment activities within municipal forest edges. The content analysis and interviews indicated that, in general, municipal policies were insufficient to address the edge-resident encroachment issue. Policies had been established, but not at a sufficiently authoritative policy level (i.e. the official plan level) to support their implementation by staff. In addition, policies were missing explicit goals, objectives and strategies to direct their implementation, and the municipalities had not integrated their disparate policy components into an integrated course of action through time and space. The municipalities were successful in implementing policies to prevent edge resident encroachment within natural areas adjacent to newly developing subdivisions. However, they had infrequently implemented their policies for preventing encroachment within natural areas adjacent to established subdivisions. Furthermore, all the municipalities were not frequently implementing their policies to remediate existing encroachments within natural areas adjacent to newly developing or established subdivisions. The unobtrusive measurement of encroachment behaviour confirmed that residential encroachment activities generated a housing effect zone of impact within municipal forest edges. The distribution of the evidence of encroachment was significantly biased to the forest border. Encroachment traces were highly prevalent within study forests, occurring in over 94% of sites and covering 26 to 50% of the sampled area. Encroachment traces were particularly intense in the first 8 metres from the forest border; but extended a mean maximum extent of 16 metres from the forest border, with 95% of the evidence of encroachment lying within 34 metres. Boundary type significantly affected the mean frequency, intensity and maximum extent of encroachment. Mean frequencies, intensities and extents of all encroachment, and of most encroachment categories, were generally higher in sites with boundary types that allowed edge residents ready access to the forest edge. Conversely, sites with boundary treatments that had barriers to entry, such as fences or grass strips, tended to have lower encroachment levels. Sites with multiple barriers, such as those with fences, grass strips and paths, tended to have the lowest mean frequencies, intensities and mean maximum extents of encroachment. While sites with implemented municipal post and fence policies had significantly lower mean frequencies, intensities and, in the case of fences extents of encroachment, they were not significantly different from those of sites under some of the boundary types not subject to municipal policies. They were also significantly higher than those of sites with fences and grass strips (with or without pathways). Sites with municipal posts had significantly lower mean intensities of encroachment than sites with other boundaries that enabled residents to enter the forest edge, and had significantly lower mean frequencies of waste disposal traces than fenced sites. Sites with fences also had significantly lower mean intensities of encroachment than sites with no boundary demarcation, or sites with fences and gates, and were particularly effective in reducing the incidence of yard extension encroachments, and mean maximum extents of encroachment. Despite the effectiveness of these boundary demarcation policies, and that of some of the other boundary treatments evaluated, none of the boundary treatments was effective in eliminating encroachment traces. A buffer of between 10 and 20 metres in width would be required to segregate the mean maximum extent of encroachment activities from sensitive forest edges, depending on the boundary demarcation policy, or type. The research concludes that current municipal policies are insufficient to meet the complexity and scope of the encroachment activities occurring. Some preventative policies have been developed and are regularly implemented within natural areas adjacent to new subdivisions. However, implemented boundary demarcation policies are insufficient to eliminate, or minimize residential encroachment. Wider more complex boundary policies that limit different types of encroachment and include elements that reduce access, spatially separate, and encourage informal residential surveillance (such as fences, grass strips and pathways) can further reduce encroachment levels. Few municipalities have established boundary demarcation policies to prevent encroachment within natural areas adjacent to established subdivisions, and study municipalities infrequently implement policies and bylaws to mitigate existing encroachments within these areas. Yet interviewees, and the results of the unobtrusive measurement of encroachment in study forest edges, indicate that encroachment activities are highly prevalent within these municipal forests. Policies at all levels, and particularly at the official plan level, are required to protect natural areas from edge resident encroachment, and other forms of post development impacts on natural areas. These policies are required to support the more rigorous enforcement of encroachment bylaws, and the negotiation, and implementation of effective buffers and boundary demarcation treatments. In consideration of these results and conclusions, the dissertation describes the implications for municipal planning policy and urban and regional planning theory, and provides recommendations for future research

    Forests from the grass: Natural regeneration of woody vegetation in temperate marginal hill farmland under minimum interference management

    Marginal hill farmland is a key target for the restoration of temperate indigenous forest, which can help mitigate climate change and biodiversity loss. Reliance on natural regeneration and minimum interference management (MIM) is a low-cost restoration strategy for farmers, with the transition from pasture to woody scrub vegetation (whether indigenous or exotic) an important early successional phase. However, few studies have determined the key factors that influence the regeneration of woody vegetation on pastoral farmland, nor the rate at which regeneration occurs. Using a geospatial analysis of a New Zealand pastoral hill farm subject to variable grazing and MIM, this study found that only 3.8% of grassland experienced detectable regeneration of woody vegetation over 16 years. The key factor influencing natural regeneration was proximity to existing woody vegetation, with the probability of regeneration decreasing as distance increased. Cattle grazing had a significant negative impact, with regeneration more likely to occur in areas free from cattle. Sheep grazing exhibited no significant positive or negative relationship with regeneration. To support natural regeneration of woody vegetation, landowners should prioritize areas with a higher presence of existing woody vegetation and exclude cattle. To increase the rate of regeneration, landowners should consider active management regimes and supplemental restoration strategies, such as applied nucleation and the introduction of nurse species. Given the increased cost and complexity of such approaches, effective government incentive programmes may be needed to provide landowners with financial support and expertise

    Confirming nasogastric tube position with electromagnetic tracking versus pH or X-ray and tube radio-opacity

    Recent evidence suggests official statistics greatly underestimate the occurrence of complications from misplaced nasogastric (NG) tubes, even when detected. Current methods of confirming tube position do not provide adequate protection from misplacement. In addition, some tubes are inadequately radio-opaque. We prospectively audited placement of Cortrak polyurethane tubes (PUTs) to determine: accuracy of the electromagnetic (EM) trace in confirming tube position, radio-opacity of PUTs compared with previously placed polyvinylchloride (PVC) Ryles tubes and whether 12 French PUTs can be used to aspirate gastric residual volumes (GRVs). A total of 127 PUTs were placed in 113 patients. EM traces accurately confirmed tube position compared with X-ray (100% agreement). A 'gastric' EM trace has been defined for future use by other operators. PUTs were adequately radio-opaque with good agreement between interpreters (>98%) whereas PVC Ryles tubes were insufficiently radio-opaque (57-73%), invisible in 23% of cases and with poor agreement between interpreters leaving risk of error. The alternative of using pH confirmation was not possible in 44%. In these cases subsequent X-ray incurred a 2-hour delay to feed and medicines. In addition, neither post-placement pH testing nor X-ray warn of lung placement and potential trauma, whereas the EM trace warned of lung placement prior to damage in 7% of placements. 12 French, single-port PUTs appear adequate to aspirate large GRVs. EM tracing may be considered a standalone method of confirming NG tube position. Corflo (Cortrak) PUTs are adequately radio-opaque.     Evaluating capability of Green Stormwater Infrastructure on large properties toward adaptive flood mitigation: The HLCA+C methodology

    Current flood protection capacities will become inadequate to protect many low-lying coastal cities from climate change-induced flooding in the future. Under climate change uncertainty, an adaptive strategy is required to provide supplemental flood mitigation. Green Stormwater Infrastructure (GSI) in developed areas has the potential to provide substantial catchment runoff reduction. However, individual properties vary in their Flood Mitigation Capability (FMC) depending on their land characteristics. An effective methodology is needed to evaluate the FMC of properties to help urban planners determine which to target for GSI and when to implement GSI in light of increased climate change impacts. We advance the Hydrology-based Land Capability Assessment and Classification (HLCA+C) methodology for evaluating the FMC of large properties over the long term (80 to 100-year). It builds on the strengths of existing methodologies and uses a land unit analysis approach for assessing FMC, considering interdependent hydrological and geographical variables. The FMC classification system groups properties with similar flood mitigation characteristics, helping urban planners to understand their potentials and limitations for flood mitigation toward the development of adaptive strategies through time.     Effectiveness of strategically located Green Stormwater Infrastructure networks for adaptive flood mitigation in a context of climate change

    Studies indicate Green Stormwater Infrastructure (GSI) on industrial land can provide substantial adaptive flood mitigation within urban catchments under climate change. To identify a cost-effective adaptive GSI network, planners need to evaluate flood mitigation capabilities of industrial properties through time and understand key characteristics informing when, where, and how GSI should be implemented for maximum effect. We applied the Hydrology-based Land Capability Assessment and Classification (HLCA+C) methodology to a catchment in Christchurch, New Zealand, to evaluate the capabilities of industrial properties clustered into Storm Water Management (SWM) zones under different climate change scenarios. SWM zone potentials and limitations were assessed to develop the most capable adaptive flood mitigation network with climate change. We prioritised six of twenty SWM zones for inclusion in the network based on their substantial flood mitigation capabilities. To maximise their capabilities through time, we orchestrated, and implemented GSI in zones incrementally, using different implementation approaches based on key characteristics determining their capability. The results indicated that the most capable zone could mitigate climate change-induced flooding, by itself, up to the end of this century under the moderate climate change scenario. However, if its capability was combined with that of five others, together they could mitigate flooding just shy of that associated with the major climate change scenario up to the end of this century. The resulting adaptive industrial GSI network not only provides substantial flood protection for communities but allows costly investments in flood mitigation structures, such as barriers and levees, to be safely delayed until their cost-effectiveness has been confirmed under increased climate certainty

    Using soil sustainability and resilience concepts to support future land management practice: A case study of Mt Grand Station, Hāwea, New Zealand

    Soil acts as the integrator of processes operating within the biological and hydrological landscapes and responds to external disturbances and processes on varying time scales. The impact of any change results in a corresponding response in the system; which is dependent on the resistance of the soil system to the disturbance. Irreversible permanent change results when the soil system shifts over a threshold tipping point; with the soil system experiencing a regime shift with associated structural and functional collapse. Climate change is the most important external disturbance or stressor on these systems due to changes in precipitation, temperature and moisture regimes. Our research at Mt Grand is focused on approaches to increasing land use resiliency in the face of environmental change. Our purpose is to select and apply soil quality indices which can be used to assess soil resilience to external disturbance events for Mt Grand Station in New Zealand. We will identify biophysical variations and landscape drivers in soil resilience; and use these results to match land management practices with variations in soil resilience. For example, soils with low resilience will only have land management practices that have a low impact on the soil resource. We selected soil attributes that represented indicators of resistance, used to quantify the capacity of a soil to recover its functionality. We mapped this soil resilience framework against a national database of soil and landscape attributes for Mt Grand Station. The output from this research is to posit a conceptual framework of soil quality indices which relates to soil resilience, and thus to create a spatial map of soil resilience for Mt Grand Station

    How community gardens may contribute to community resilience following an earthquake

    The paper examines community benefits provided by an established community garden following a major earthquake and discusses possible implications for community garden planning and design in disaster-prone cities. Recent studies show that following extreme storm events community gardens can supply food, enhance social empowerment, provide safe gathering spots, and restorative practices, to remind people of normality. However, the beneficial role played by community gardens following earthquakes is less well known. To fill this gap, the study examines the role played by a community garden in Christchurch, New Zealand, following the 2010/2011 Canterbury Earthquakes. The garden’s role is evaluated based on a questionnaire-based survey and in-depth interviews with gardeners, as well as on data regarding the garden use before and after the earthquakes. Findings indicate the garden helped gardeners cope with the post-quake situation. The garden served as an important place to de-stress, share experiences, and gain community support. Garden features that reportedly supported disaster recovery include facilities that encourage social interaction and bonding such as central meeting and lunch places and communal working areas

    A genomics-informed, SNP association study reveals FBLN1 and FABP4 as contributing to resistance to fleece rot in Australian Merino sheep

    <p>Abstract</p> <p>Background</p> <p>Fleece rot (FR) and body-strike of Merino sheep by the sheep blowfly <it>Lucilia cuprina </it>are major problems for the Australian wool industry, causing significant losses as a result of increased management costs coupled with reduced wool productivity and quality. In addition to direct effects on fleece quality, fleece rot is a major predisposing factor to blowfly strike on the body of sheep. In order to investigate the genetic drivers of resistance to fleece rot, we constructed a combined ovine-bovine cDNA microarray of almost 12,000 probes including 6,125 skin expressed sequence tags and 5,760 anonymous clones obtained from skin subtracted libraries derived from fleece rot resistant and susceptible animals. This microarray platform was used to profile the gene expression changes between skin samples of six resistant and six susceptible animals taken immediately before, during and after FR induction. Mixed-model equations were employed to normalize the data and 155 genes were found to be differentially expressed (DE). Ten DE genes were selected for validation using real-time PCR on independent skin samples. The genomic regions of a further 5 DE genes were surveyed to identify single nucleotide polymorphisms (SNP) that were genotyped across three populations for their associations with fleece rot resistance.</p> <p>Results</p> <p>The majority of the DE genes originated from the fleece rot subtracted libraries and over-representing gene ontology terms included defense response to bacterium and epidermis development, indicating a role of these processes in modulating the sheep's response to fleece rot. We focused on genes that contribute to the physical barrier function of skin, including keratins, collagens, fibulin and lipid proteins, to identify SNPs that were associated to fleece rot scores.</p> <p>Conclusions</p> <p>We identified FBLN1 (fibulin) and FABP4 (fatty acid binding protein 4) as key factors in sheep's resistance to fleece rot. Validation of these markers in other populations could lead to vital tests for marker assisted selection that will ultimately increase the natural fleece rot resistance of Merino sheep.</p

    ‘Inspired and assisted’, or ‘berated and destroyed’? Research leadership, management and performativity in troubled times

    Research leadership in Australian universities takes place against a backdrop of policy reforms concerned with measurement and comparison of institutional research performance. In particular, the Excellence in Research in Australian initiative undertaken by the Australian Research Council sets out to evaluate research quality in Australian universities, using a combination of expert review process, and assessment of performance against &lsquo;quality indicators&rsquo;. Benchmarking exercises of this sort continue to shape institutional policy and practice, with inevitable effects on the ways in which research leadership, mentoring and practice are played out within university faculties and departments. In an exploratory study that interviewed 32 Australian academics in universities in four Australian states, we asked participants, occupying formal or informal research leadership roles, to comment on their perceptions of research leadership as envisioned and enacted in their particular workplaces. We found a pervasive concern amongst participants that coalesced around binaries characterized in metaphoric terms of &lsquo;carrots and whips&rsquo;. Research leadership was seen by many as managerial in nature, and as such, largely tethered to instrumentalist notions of productivity and performativity, while research cultures were seen as languishing under the demoralizing weight of reward and punishment systems. Here, we consider what is at stake for the future of the academic workforce under such conditions, arguing that new models of visionary research leadership are urgently needed in the &lsquo;troubled times&rsquo; of techno-bureaucratic university reforms.<br /

    EMBL Nucleotide Sequence Database: developments in 2005

    The EMBL Nucleotide Sequence Database () at the EMBL European Bioinformatics Institute, UK, offers a comprehensive set of publicly available nucleotide sequence and annotation, freely accessible to all. Maintained in collaboration with partners DDBJ and GenBank, coverage includes whole genome sequencing project data, directly submitted sequence, sequence recorded in support of patent applications and much more. The database continues to offer submission tools, data retrieval facilities and user support. In 2005, the volume of data offered has continued to grow exponentially. In addition to the newly presented data, the database encompasses a range of new data types generated by novel technologies, offers enhanced presentation and searchability of the data and has greater integration with other data resources offered at the EBI and elsewhere. In stride with these developing data types, the database has continued to develop submission and retrieval tools to maximise the information content of submitted data and to offer the simplest possible submission routes for data producers. New developments, the submission process, data retrieval and access to support are presented in this paper, along with links to sources of further information
