    An experimental and analytical investigation of isolated rotor flap-lag stability in forward flight

    For flap-lag stability of isolated rotors, experimental and analytical investigations are conducted in hover and forward flight on the adequacy of a linear quasisteady aerodynamics theory with dynamic inflow. Forward flight effects on lag regressing mode are emphasized. A soft inplane hingeless rotor with three blades is tested at advance ratios as high as 0.55 and at shaft angles as high as 20 degrees. In combination with lag natural frequencies, collective pitch settings and flap-lag coupling parameters, the data base comprises nearly 1200 test points (damping and frequency) in forward flight and 200 test points in hover. By computerized symbolic manipulations, an analytic model is developed in substall to predict stability margins with mode identification. It also predicts substall and stall regions to help explain the correlation between theory and data

    This Report presents the findings from a 5-year, multisite evaluation of the implementation and outcomes of the Intensive Aftercare Program (IAP), which was sponsored by the Office of Juvenile Justice and Delinquency Prevention (OJJDP). IAP was a major initiative in aftercare programming during the 1990s and has received considerable national attention. It addresses a critical problem facing the nation's juvenile justice system: how to effectively intervene with high-risk, incarcerated juvenile offenders who have demonstrated high recidivism rates and continue to offend as adults

    Contaminant removal from enclosed atmospheres by regenerable adsorbents

    A system for removing contaminants from spacecraft atmospheres was studied, which utilizes catalyst-impregnated activated carbon followed by in-situ regeneration by low-temperature catalytic oxidation of the adsorbed contaminants. Platinum was deposited on activated carbon by liquid phase impregnation with chloroplatinic acid, followed by drying and high-temperature reduction. Results were obtained for the seven selected spacecraft contaminants by means of three experimental test systems. The results indicate that the contaminants could be removed by oxidation with very little loss in adsorptive capacity. The advantages of a catalyst-impregnated carbon for oxidative regeneration are found to be significant enough to warrent its use

In addition, a transcript of discussion that followed the paper presentations and panels is included. The papers are of two kinds. The first seven papers were directed specifically to the correlation of industry and government mathematical models with data for rotorcraft stability from six experiments. The remaining 7 papers dealt with related topics in the prediction of rotor aeroelastic or aeromechanical stability. The first of the panels provided an evaluation of the correlation that was shown between the mathematical models and the experimental data. The second panel addressed the general problems of the validation of mathematical models

    Upscaling key ecosystem functions across the conterminous United States by a water-centric ecosystem model

    We developed a water-centric monthly scale simulation model (WaSSI-C) by integrating empirical water and carbon flux measurements from the FLUXNET network and an existing water supply and demand accounting model (WaSSI). The WaSSI-C model was evaluated with basin-scale evapotranspiration (ET), gross ecosystem productivity (GEP), and net ecosystem exchange (NEE) estimates by multiple independent methods across 2103 eight-digit Hydrologic Unit Code watersheds in the conterminous United States from 2001 to 2006. Our results indicate that WaSSI-C captured the spatial and temporal variability and the effects of large droughts on key ecosystem fluxes. Our modeled mean (±standard deviation in space) ET (556 ± 228 mm yr−1) compared well to Moderate Resolution Imaging Spectroradiometer (MODIS) based (527 ± 251 mm yr−1) and watershed water balance based ET (571 ± 242 mm yr−1). Our mean annual GEP estimates (1362 ± 688 g C m−2 yr−1) compared well (R2 = 0.83) to estimates (1194 ± 649 g C m−2 yr−1) by eddy flux-based EC-MOD model, but both methods led significantly higher (25–30%) values than the standard MODIS product (904 ± 467 g C m−2 yr−1). Among the 18 water resource regions, the southeast ranked the highest in terms of its water yield and carbon sequestration capacity. When all ecosystems were considered, the mean NEE (−353 ± 298 g C m−2 yr−1) predicted by this study was 60% higher than EC-MOD\u27s estimate (−220 ± 225 g C m−2 yr−1) in absolute magnitude, suggesting overall high uncertainty in quantifying NEE at a large scale. Our water-centric model offers a new tool for examining the trade-offs between regional water and carbon resources under a changing environment
