    The design and performance of a real-time self excited vocoder

    This paper is concerned with a generic class of predictive speech coders that includes the newly proposed Self Excited Vocoder (SEV) and the well known Code-Excited Linear Predictive Coder (CELPC). All members of this class form an excitation sequence for a linear predictive model filter using the same general model for the excitation signal. The general excitation model is based on a block coding technique where each sequence is drawn from an ensemble of sequences. This paper reports on two developments related to this general model. The first development is a new type of excitation ensemble that can in general be populated by many different types of sequences. The second development is a means of populating this new type of ensemble based on a vector quantizer design procedure using a new distortion measure

    Analysis of a novel non-contacting waveguide backshort

    A new non-contacting waveguide backshort has been developed for millimeter and submillimeter wave frequencies. The design consists of a metal bar with rectangular or circular holes cut into it, which is covered with a dielectric (mylar) layer to form a snug fit with the walls of a waveguide. Hole geometries are adjusted to obtain a periodic variation of the guide impedance on the correct length scale, in order to produce efficient reflection of RF power. It is a mechanically rugged design which can be easily fabricated for frequencies from 1 to 1000 GHz and is thus a sound alternative to the miniaturization of conventional non-contacting shorts. To aid in high-frequency design, a rigorous full-wave analysis has been completed, which will allow variations of the size, number and spacing of the holes to be easily analyzed. This paper will review the backshort design and the method developed for theoretical characterization, followed by a comparison of the experimental and numerical results. Low frequency models operating from 4-6 GHz are shown to demonstrate return loss of greater than -0.2 dB over a 33 percent bandwidth. The theory is in good agreement with measured data

    Improving palliative care outcomes for Aboriginal Australians: Service providers' perspectives

    Background: Aboriginal Australians have a lower rate of utilisation of palliative care services than the general population. This study aimed to explore care providers’ experiences and concerns in providing palliative care for Aboriginal people, and to identify opportunities for overcoming gaps in understanding between them and their Aboriginal patients and families. Methods: In-depth, qualitative interviews with urban, rural and remote palliative care providers were undertaken in inpatient and community settings in Western Australia. Interviews were audio-recorded, transcribed verbatim and coded independently by two researchers with QSR NVivo 10 software used to help manage data. Data analysis was informed by multiple theoretical standpoints, including the social ecological model, critical cultural theories and the ‘cultural security’ framework. Thematic analysis was carried out that identified patterns within data. Results: Fifteen palliative care providers were interviewed. Overall they reported lack of understanding of Aboriginal culture and being uncertain of the needs and priorities of Aboriginal people during end-of-life care. According to several participants, very few Aboriginal people had an understanding of palliative care. Managing issues such as anger, denial, the need for non-medical support due to socioeconomic disadvantage, and dealing with crises and conflicts over funeral arrangements were reported as some of the tensions between Aboriginal patients and families and the service providers.Conclusion: Early referral to palliative care is important in demonstrating and maintaining a caring therapeutic relationship. Paramount to meeting the needs for Aboriginal patients was access to appropriate information and logistical, psychological and emotional support. These were often seen as essential but additional to standard palliative care services. The broader context of Aboriginal history and historical distrust of mainstream services was seen to impinge on Aboriginal people’s willingness and ability to accept care and support from these services. This context needs to be understood and acknowledged at the system level. More cultural safety training was requested by care providers but it was not seen as replacing the need for an Aboriginal worker in the palliative care team

    The impact of the climate change on discharge of Suir River Catchment (Ireland) under different climate scenarios

    International audienceThe impact of climate change on local discharge variability is investigated in the Suir River Catchment which is located in the south-east of Ireland. In this paper, the Rossby Centre Regional Atmospheric Model (RCA) is driven by different global climate data sets. For the past climate (1961?2000), the model is driven by ECMWF reanalysis (ERA-40) data as well as by the output of the general circulation models (GCM's) ECHAM4 and ECHAM5. For the future simulation (2021?2060), the model is driven by two GCM scenarios: ECHAM4_B2 and ECHAM5_A2. To investigate the influence of changed future climate on local discharge, the precipitation of the model output is used as input for the HBV hydrological model. The calibration and validation results of our ERA-40 driven present day simulation shows that the HBV model can reproduce the discharge fairly well, except the extreme discharge is systematically underestimated by about 15?20%. Altogether the application of a high resolution regional climate model in connection with a conceptual hydrological model is capable of capturing the local variability of river discharge for present-day climate using boundary values assimilated with observations such as ERA-40 data. However, using GCM data to drive RCA and HBV suggests, that there is still large uncertainty connected with the GCM formulation: For present day climate the validation of the ECHAM4 and ECHAM5 driven simulations indicates stronger discharge compared to the observations due to overprediction of precipitation, especially for the ECHAM5 driven simulation in the summer season. Whereas according to the ECHAM4_B2 scenario the discharge generally increases ? most pronounced in the wet winter time, there are only slight increases in winter and considerable decreases in summer according to the ECHAM5_A2 scenario. This also leads to a different behaviour in the evolution of return levels of extreme discharge events: Strong increases according to the ECHAM4_B2 scenario and slight decreases according to the ECHAM5_A2 scenario

    Magellanic Cloud X-ray Sources: III. Completion of a ROSAT Survey

    This paper concludes a series of three papers presenting ROSAT High-Resolution Imager (HRI) observations of unidentified Einstein and serendipitous ROSAT X-ray sources in the direction of the Magellanic Clouds. Accurate positions and fluxes have been measured for these sources. Optical photometry and spectroscopy were obtained to search for identifications in order to determine the physical nature of these sources. The present paper includes new data for 24 objects; identifications are given or confirmed for 30 sources. For six sources optical finding charts showing the X-ray positions are provided. The results from this program are summarized, showing the populations of luminous X-ray sources in the Magellanic Clouds are quite different from those in the Galaxy.Comment: 28 pages, 2 figures; to appear in Astronomical Journa

    ExMC Technology Watch

    The Technology Watch (Tech Watch) project is a NASA endeavor conducted under the Human Research Programs (HRP) Exploration Medical Capability (ExMC) element, and focusing on ExMC technology gaps. The project involves several NASA centers, including the Johnson Space Center (JSC), Glenn Research Center (GRC), Ames Research Center (ARC), and the Langley Research Center (LaRC). The objective of Tech Watch is to identify emerging, high-impact technologies that augment current NASA HRP technology development efforts. Identifying such technologies accelerates the development of medical care and research capabilities for the mitigation of potential health issues encountered during human space exploration missions. The aim of this process is to leverage technologies developed by academia, industry and other government agencies and to identify the effective utilization of NASA resources to maximize the HRP return on investment. The establishment of collaborations with these entities is beneficial to technology development, assessment and/or insertion and further NASAs goal to provide a safe and healthy environment for human exploration. In 2011, the major focus areas for Tech Watch included information dissemination, education outreach and public accessibility to technology gaps and gap reports. The dissemination of information was accomplished through site visits to research laboratories and/or companies, and participation at select conferences where Tech Watch objectives and technology gaps were presented. Presentation of such material provided researchers with insights on NASA ExMC needs for space exploration and an opportunity to discuss potential areas of common interest. The second focus area, education outreach, was accomplished via two mechanisms. First, several senior student projects, each related to an ExMC technology gap, were sponsored by the various NASA centers. These projects presented ExMC related technology problems firsthand to collegiate laboratories. Second, a RASC-AL (Revolutionary Aerospace Systems Concepts Academic Linkage) topic for FY12 was developed for medical systems and astronaut health under the Human-Focused Mars Mission Systems and Technologies theme. Announcement of the competition was made to the public in August 2011. Finally, critical Tech Watch information was prepared for public release in the form of gap reports. Complementing the ExMC technology gaps in the public domain, gap reports were generated, reviewed and revised through a series of technical, medical and subject matter expert reviews before approval for public release. An important vehicle for the public release of such documents was development of the ExMC wiki website, which will continue to be populated with gap reports and relevant documents throughout the upcoming year

    Key features of palliative care service delivery to Indigenous peoples in Australia, New Zealand, Canada and the United States: A comprehensive review

    Background: Indigenous peoples in developed countries have reduced life expectancies, particularly from chronic diseases. The lack of access to and take up of palliative care services of Indigenous peoples is an ongoing concern. Objectives: To examine and learn from published studies on provision of culturally safe palliative care service delivery to Indigenous people in Australia, New Zealand (NZ), Canada and the United States of America (USA); and to compare Indigenous peoples’ preferences, needs, opportunities and barriers to palliative care. Methods: A comprehensive search of multiple databases was undertaken. Articles were included if they were published in English from 2000 onwards and related to palliative care service delivery for Indigenous populations; papers could use quantitative or qualitative approaches. Common themes were identified using thematic synthesis. Studies were evaluated using Daly’s hierarchy of evidence-for-practice in qualitative research. Results: Of 522 articles screened, 39 were eligible for inclusion. Despite diversity in Indigenous peoples’ experiences across countries, some commonalities were noted in the preferences for palliative care of Indigenous people: to die close to or at home; involvement of family; and the integration of cultural practices. Barriers identified included inaccessibility, affordability, lack of awareness of services, perceptions of palliative care, and inappropriate services. Identified models attempted to address these gaps by adopting the following strategies: community engagement and ownership; flexibility in approach; continuing education and training; a whole-of-service approach; and local partnerships among multiple agencies. Better engagement with Indigenous clients, an increase in number of palliative care patients, improved outcomes, and understanding about palliative care by patients and their families were identified as positive achievements. Conclusions: The results provide a comprehensive overview of identified effective practices with regards to palliative care delivered to Indigenous populations to guide future program developments in this field. Further research is required to explore the palliative care needs and experiences of Indigenous people living in urban areas

    A Supersoft X-Ray Binary in the Small Magellanic Cloud

    Photometric observations of the supersoft X-ray source 1E 0035.4-7230 obtained during two years reveal that the very blue optical counterpart (V (maximum)=20.2, B-V=-0.15, U-B=-1.06) undergoes nearly sinusoidal variations with a period of 0.1719256 days and an amplitude of Delta V~0.3 mag. ROSAT observations show the X-rays vary with approximately the same period. However, either the X-ray minimum precedes the optical minimum by about a quarter cycle or there is a small period difference between the two wavelength regions. We consider that this X-ray source is a close binary, with the optical light coming primarily from an accretion disk surrounding the compact star. Optical spectra show weak, variable He II (4686 Angstrom) emission which probably originates in this disk. Possible interpretations of the light curve are discussed, including X-ray heating of the secondary star. The very broad minimum in the X-ray light curve suggests the X-rays may be scattered in a large accretion disk corona (ADC) which is partially occulted, probably by an azimuthally irregular bulge on the disk rim. If this system lies at the distance of the Small Magellanic Cloud, it radiates near the Eddington luminosity.Comment: 10 pages, 1 table and 3 (of 4) figures as uuencoded compressed Postscript.
