    Monitoring and evaluating eco-localisation: lessons from UK low carbon community groups

    In the UK ‘low carbon’ community groups and partnerships (LCCGPs) have flourished in recent years, with sectors such as community energy receiving increased national policy attention. Whilst such attention aligns LCCGPs with agendas such as ‘New Localism’ and climate change mitigation, other modes of local socio-environmental change are advocated and enacted under a broad rubric of ‘eco-localisation’. Across the political and ideological spectrum however, there is growing interest in how LCCGPs understand and evaluate their impacts, with questions arising about what indicators, processes and tools are most pertinent and rigorous. In response, this paper draws on a knowledge exchange project that explored and trialled monitoring and evaluation (M&E) tools amongst a sample of UK LCCGPs in conjunction with groups and networks operating in an eco-localisation vein. Project findings highlight the positive effects that flexible and relevant M&E has on groups and networks. It also draws attention to the need for on-going support and facilitation for those undertaking M&E: vital if the burgeoning ‘impact agenda’ – whether emerging from central funders or ‘eco-localist’ networks themselves – does not over-burden or dishearten groups, thus causing the opposite effects of tools and processes meant to facilitate sustained and shared thinking, learning and action

    In the UK, there now exist hundreds of low-carbon community groups (LCCGs) that aim to decrease collective resource consumption and/or generate renewable energy through diverse social and environmental interventions. These groups have in recent years become the subject of political attention and funding schemes, underpinned by beliefs that LCCGs are key to fostering resilience to climate change and meeting national-level greenhouse gas emission reduction targets. While previous research into LCCGs has focused on drivers, barriers and outcomes of LCCG action, there is now growing policy and academic interest in groups' capacities for, and uses of, monitoring and evaluation (M&E) processes and tools. However, little is known about the experiences, opportunities and potential challenges for LCCGs undertaking M&E. In response, this paper draws on a Knowledge Exchange project that explored M&E processes and tools with a sample of UK LCCGs. It outlines the benefits and drawbacks of groups' attempts to achieve change and to account for their outcomes and/or impacts, individually, and as part of a wider movement.     Climate justice and energy : applying international principles to UK residential energy policy

    There are ethical, legal and strategic/pragmatic reasons why it is important to ensure a just approach to climate change mitigation, both internationally and within nations. Ethically, low income countries or groups can be considered to suffer an injustice if they contribute least to climate change while still suffering from its effects, and yet also have little influence in international decision making around mitigation and adaptation responses (Preston et al, 2014). Legally, equity is embedded in the ‘common and differentiated responsibility’ principles of the United Nations Framework Convention on Climate Change and in the provisions of the Kyoto Protocol (e.g. see Soltau, 2008). In the European context, the Aarhus Convention lays out rights to access to information, public participation in decision-making and access to justice in environmental matters.2 Pragmatically, people are more likely to accept climate change mitigation and adaptation policies if they reflect a fair balance of responsibility, capability, and need (Gross, 2007; Aylett, 2010), and wider participation and fair process can help with management of conflict and help to build consensus (Aylett 2010). Buell and Mayne (2011) also argue that just approaches to climate change actions have strategic and practical advantages because they can help ensure political support, mobilising hidden assets and generating wider socio-economic benefits than approaches based solely on narrow economic or financial criteria at lower financial cost.     Using evidence to influence policy: Oxfam's experience

    Policymaking is rarely 'evidence-based'. Rather, policy can only be strongly evidence-informed if its advocates act effectively. Policy theories suggest that they can do so by learning the rules of political systems, and by forming relationships and networks with key actors to build up enough knowledge of their environment and trust from their audience. This knowledge allows them to craft effective influencing strategies, such as to tell a persuasive and timely story about an urgent policy problem and its most feasible solution. Empirical case studies help explain when, how, and why such strategies work in context. If analysed carefully, they can provide transferable lessons for researchers and advocates that are seeking to inform or influence policymaking. Oxfam Great Britain has become an experienced and effective advocate of evidence-informed policy change, offering lessons for building effective action. In this article, we combine insights from policy studies with specific case studies of Oxfam campaigns to describe four ways to promote the uptake of research evidence in policy: (1) learn how policymaking works, (2) design evidence to maximise its influence on specific audiences, (3) design and use additional influencing strategies such as insider persuasion or outsider pressure, and adapt the presentation of evidence and influencing strategies to the changing context, and (4) embrace trial and error. The supply of evidence is one important but insufficient part of this story

    Kingdon's Multiple Streams Approach in new political contexts: Consolidation, configuration, and new findings

    There is a need to conduct more diverse cross-case analyses in the Multiple Streams Approach (MSA) literature which originated in the United States, to show how key concepts, such as a windows-of-opportunity and the role of policy entrepreneurs, manifest in different political contexts. We apply Qualitative Comparative Analysis for a cross-case analysis of a unique dataset representing 20 countries from four continents. This approach allows us to highlight distinct pathways to influencing policies. We identify four configurations for expanding civic spaces and two configurations for changing policies. We identify three findings novel to MSA: there are two distinctive policy entrepreneur roles involving local and international civil society actors; effective entrepreneurship is conditional on strengthening civic voice and creating civic space conducive to advocacy; and, therefore, effective entrepreneurs often must focus on expanding the civic space to discuss policy problems and the technical and political feasibility of policy solution

    Comprehensive Evaluation of One-Carbon Metabolism Pathway Gene Variants and Renal Cell Cancer Risk

    Folate and one-carbon metabolism are linked to cancer risk through their integral role in DNA synthesis and methylation. Variation in one-carbon metabolism genes, particularly MTHFR, has been associated with risk of a number of cancers in epidemiologic studies, but little is known regarding renal cancer.Tag single nucleotide polymorphisms (SNPs) selected to produce high genomic coverage of 13 gene regions of one-carbon metabolism (ALDH1L1, BHMT, CBS, FOLR1, MTHFR, MTR, MTRR, SHMT1, SLC19A1, TYMS) and the closely associated glutathione synthesis pathway (CTH, GGH, GSS) were genotyped for 777 renal cell carcinoma (RCC) cases and 1,035 controls in the Central and Eastern European Renal Cancer case-control study. Associations of individual SNPs (n = 163) with RCC risk were calculated using unconditional logistic regression adjusted for age, sex and study center. Minimum p-value permutation (Min-P) tests were used to identify gene regions associated with risk, and haplotypes were evaluated within these genes.The strongest associations with RCC risk were observed for SLC19A1 (P(min-P) = 0.03) and MTHFR (P(min-P) = 0.13). A haplotype consisting of four SNPs in SLC19A1 (rs12483553, rs2838950, rs2838951, and rs17004785) was associated with a 37% increased risk (p = 0.02), and exploratory stratified analysis suggested the association was only significant among those in the lowest tertile of vegetable intake.To our knowledge, this is the first study to comprehensively examine variation in one-carbon metabolism genes in relation to RCC risk. We identified a novel association with SLC19A1, which is important for transport of folate into cells. Replication in other populations is required to confirm these findings

    The case for strategic international alliances to harness nutritional genomics for public and personal health

    Nutrigenomics is the study of how constituents of the diet interact with genes, and their products, to alter phenotype and, conversely, how genes and their products metabolise these constituents into nutrients, antinutrients, and bioactive compounds. Results from molecular and genetic epidemiological studies indicate that dietary unbalance can alter gene-nutrient interactions in ways that increase the risk of developing chronic disease. The interplay of human genetic variation and environmental factors will make identifying causative genes and nutrients a formidable, but not intractable, challenge. We provide specific recommendations for how to best meet this challenge and discuss the need for new methodologies and the use of comprehensive analyses of nutrient-genotype interactions involving large and diverse populations.     ‘A Girl's Love’: Lord Alfred Douglas as Homoerotic Muse in the Poetry of Olive Custance

    This is an Accepted Manuscript of an article published by Taylor & Francis in Women: a Cultural Review on 15/09/2011, available online: http://dx.doi.org/10.1080/09574042.2011.585045.This article explores the relationship between the poet Olive Custance and her husband Lord Alfred Douglas, arguing that Custance constructed Douglas as a male muse figure in her poetry, particularly the sequence ‘Songs of a Fairy Princess’ (Rainbows 1902). The introduction sets out Custance's problematic historical positioning as a ‘decadent’ poet who published nothing following the Great War, but whose work came too late to fit into strictly ‘fin de siècle’ categories. I suggest, however, that Custance's oscillating constructions of gender and sexuality make her more relevant to the concerns of modernity than has previously been acknowledged and her work anticipates what is now termed ‘queer’. The first main section of the article traces the cultural background of the fin de siècle male muse, arguing that Custance's key influences—male homoerotic writers such as Wilde and Pater—meant it was logical that she should imagine the muse as male, despite the problems associated with gender-reversals of the muse-poet relationship which have been identified by several feminist critics. I then move on to focus specifically on how Shakespearean discourses of gender performance and cross-dressing played a key role in Custance and Douglas's courtship, as they exchanged the fluid roles of ‘Prince’, ‘Princess’ and ‘Page’. The penultimate section of the article focuses on discourses of fairy tale and fantasia in Custance's ‘Songs of a Fairy Princess’ sequence, in which these fantasy roles contribute to a construction of Douglas as a feminised object, and the relationship between the ‘Prince’ and ‘Princess’ is described in terms of narcissistic sameness. My paper concludes by tracing the demise of Custance and Douglas's relationship; as Douglas attempted to be more ‘manly’, he sought to escape the role of object, resulting in Custance losing her male muse. But her sexually-dissident constructions of the male muse remain important experiments worthy of critical attention

    LEARN: A multi-centre, cross-sectional evaluation of Urology teaching in UK medical schools

    OBJECTIVE: To evaluate the status of UK undergraduate urology teaching against the British Association of Urological Surgeons (BAUS) Undergraduate Syllabus for Urology. Secondary objectives included evaluating the type and quantity of teaching provided, the reported performance rate of General Medical Council (GMC)-mandated urological procedures, and the proportion of undergraduates considering urology as a career. MATERIALS AND METHODS: LEARN was a national multicentre cross-sectional study. Year 2 to Year 5 medical students and FY1 doctors were invited to complete a survey between 3rd October and 20th December 2020, retrospectively assessing the urology teaching received to date. Results are reported according to the Checklist for Reporting Results of Internet E-Surveys (CHERRIES). RESULTS: 7,063/8,346 (84.6%) responses from all 39 UK medical schools were included; 1,127/7,063 (16.0%) were from Foundation Year (FY) 1 doctors, who reported that the most frequently taught topics in undergraduate training were on urinary tract infection (96.5%), acute kidney injury (95.9%) and haematuria (94.4%). The most infrequently taught topics were male urinary incontinence (59.4%), male infertility (52.4%) and erectile dysfunction (43.8%). Male and female catheterisation on patients as undergraduates was performed by 92.1% and 73.0% of FY1 doctors respectively, and 16.9% had considered a career in urology. Theory based teaching was mainly prevalent in the early years of medical school, with clinical skills teaching, and clinical placements in the later years of medical school. 20.1% of FY1 doctors reported no undergraduate clinical attachment in urology. CONCLUSION: LEARN is the largest ever evaluation of undergraduate urology teaching. In the UK, teaching seemed satisfactory as evaluated by the BAUS undergraduate syllabus. However, many students report having no clinical attachments in Urology and some newly qualified doctors report never having inserted a catheter, which is a GMC mandated requirement. We recommend a greater emphasis on undergraduate clinical exposure to urology and stricter adherence to GMC mandated procedures
