    What Communities Can Do to Rein In Payday Lending: Strategies for Successful Local Ordinance Campaigns through a Texas Lens

    Because New Mexico has one of the highest consumer usage rates and highest concentrations of payday and title loan shops in the nation,2 we thought it would be an ideal place to measure the public’s knowledge of and interest in these ubiquitous loans. We also measured knowledge of interest rate caps in the context of credit cards, as a point of comparison. Our data are consistent with that of previous studies showing that the general public overwhelmingly supports interest rate caps both in general and for certain types of loans. More uniquely, we also found that many consumers are unaware that there are no interest rate caps on many forms of consumer loans. These data are useful in explaining why consumers do not do more to change the law on interest rate caps

    The growing complexity of investment decision-making has increased the potential value of advice from a financial professional. Past research provides only a very partial answer to the question of whether professional financial advice leads to better investment practices and results. In this chapter, we review findings in the existing research literature, detail ‘best practice’ research approaches for drawing confident conclusions regarding causal influences, and provide an example of such an approach using data from the 2007 Survey of Consumer Finances. Our results suggest that the benefits of financial advice may be overstated in the absence of methodological rigor

    The kids are all right: Generational differences in responses to the great recession

    pre-printData from a university survey of 2,799 employees were examined to determine age cohort differences in retirement planning activities in the aftermath of the Great Recession. A life course approach and logistic regression were used to assess whether members of four different age cohorts altered their retirement planning activities. Older cohorts were more likely to have sought advice from a financial planner but were less likely to have increased time spent educating themselves about financial topics. Older cohorts were also less likely to be saving more for retirement and more likely to be delaying retirement compared to the youngest cohort. The youngest cohort members were relatively more likely to be confident that they will have sufficient funds to live comfortably after retirement. Older cohorts responded to the Great Recession by seeking safety for their retirement assets, and they resigned themselves to working longer before retirement

    The Power of Community Action:Anti‐Payday Loan Ordinances in Three Metropolitan Areas

    Local ordinances that restrict payday lending constitute an important strategy in the overall attack on this problematic form of lending. In this report, made possible by the generous support of Silicon Valley Community Foundation, we describe and analyze campaigns in three locales that differ markedly in the opportunities and challenges faced by ordinance advocates. The locales are Santa Clara and San Mateo counties in California (“Silicon Valley”); Dallas, Denton, and Tarrant counties in Texas; and Salt Lake County in Utah. This report finds both commonalities and important variations among these campaigns. While there is no single recipe for a successful ordinance campaign, our comparative analysis suggests the following ten lessons for payday lending opponents and other advocates of social reform via local action

    Diet quality, liveweight change and responses to N supplements by cattle grazing Astrebla spp. (Mitchell grass) pastures in the semi-arid tropics in north-western Queensland, Australia

    Experiments during 4 years examined the diets selected, growth, and responses to N supplements by Bos indicus-cross steers grazing summer-rainfall semi-arid C4 Astrebla spp. (Mitchell grass) rangelands at a site in north-western Queensland, Australia. Paddock groups of steers were not supplemented (T-NIL), or were fed a non-protein N (T-NPN) or a cottonseed meal (T-CSM) supplement. In Experiment 1, young and older steers were measured during the late dry season (LDS) and the rainy season (RS), while steers in Experiments 2–4 were measured through the annual cycle. Because of severe drought the measurements during Experiment 3 annual cycle were limited to T-NIL steers. Pasture availability and species composition were measured twice annually. Diet was measured at 1–2 week intervals using near infrared spectroscopy of faeces (F.NIRS). Annual rainfalls (1 July–30 June) were 42–68% of the long-term average (471 mm), and the seasonal break ranged from 17 December to 3 March. There was wide variation in pasture, diet (crude protein (CP), DM digestibility (DMD), the CP to metabolisable energy (CP/ME) ratio) and steer liveweight change (LWC) within and between annual cycles. High diet quality and steer liveweight (LW) gain during the RS declined progressively through the transition season (TS) and early dry season (EDS), and often the first part of the LDS. Steers commenced losing LW as the LDS progressed. In Experiments 1 and 2 where forbs comprised ≤15 g/kg of the pasture sward, steers selected strongly for forbs so that they comprised 117–236 g/kg of the diet. However, in Experiments 3 and 4 where forbs comprised substantial proportions of the pasture (173–397 g/kg), there were comparable proportions in the diet (300–396 g/kg). With appropriate stocking rates the annual steer LW gains were acceptable (121–220 kg) despite the low rainfall. The N supplements had no effect on steer LW during the TS and the EDS, but usually reduced steer LW loss by 20–30 kg during the LDS. Thus during low rainfall years in Mitchell grass pastures there were substantial LW responses by steers to N supplements towards the end of the dry season when the diet contained c. <58 g CP/kg or c. <7.0 g CP/MJ ME

    Evaluation of the zucker diabetic fatty (ZDF) rat as a model for human disease based on urinary peptidomic profiles

    Representative animal models for diabetes-associated vascular complications are extremely relevant in assessing potential therapeutic drugs. While several rodent models for type 2 diabetes (T2D) are available, their relevance in recapitulating renal and cardiovascular features of diabetes in man is not entirely clear. Here we evaluate at the molecular level the similarity between Zucker diabetic fatty (ZDF) rats, as a model of T2D-associated vascular complications, and human disease by urinary proteome analysis. Urine analysis of ZDF rats at early and late stages of disease compared to age- matched LEAN rats identified 180 peptides as potentially associated with diabetes complications. Overlaps with human chronic kidney disease (CKD) and cardiovascular disease (CVD) biomarkers were observed, corresponding to proteins marking kidney damage (eg albumin, alpha-1 antitrypsin) or related to disease development (collagen). Concordance in regulation of these peptides in rats versus humans was more pronounced in the CVD compared to the CKD panels. In addition, disease-associated predicted protease activities in ZDF rats showed higher similarities to the predicted activities in human CVD. Based on urinary peptidomic analysis, the ZDF rat model displays similarity to human CVD but might not be the most appropriate model to display human CKD on a molecular level

    Evidence-based decision support for pediatric rheumatology reduces diagnostic errors.

    BACKGROUND: The number of trained specialists world-wide is insufficient to serve all children with pediatric rheumatologic disorders, even in the countries with robust medical resources. We evaluated the potential of diagnostic decision support software (DDSS) to alleviate this shortage by assessing the ability of such software to improve the diagnostic accuracy of non-specialists. METHODS: Using vignettes of actual clinical cases, clinician testers generated a differential diagnosis before and after using diagnostic decision support software. The evaluation used the SimulConsult® DDSS tool, based on Bayesian pattern matching with temporal onset of each finding in each disease. The tool covered 5405 diseases (averaging 22 findings per disease). Rheumatology content in the database was developed using both primary references and textbooks. The frequency, timing, age of onset and age of disappearance of findings, as well as their incidence, treatability, and heritability were taken into account in order to guide diagnostic decision making. These capabilities allowed key information such as pertinent negatives and evolution over time to be used in the computations. Efficacy was measured by comparing whether the correct condition was included in the differential diagnosis generated by clinicians before using the software ( unaided ), versus after use of the DDSS ( aided ). RESULTS: The 26 clinicians demonstrated a significant reduction in diagnostic errors following introduction of the software, from 28% errors while unaided to 15% using decision support (p \u3c 0.0001). Improvement was greatest for emergency medicine physicians (p = 0.013) and clinicians in practice for less than 10 years (p = 0.012). This error reduction occurred despite the fact that testers employed an open book approach to generate their initial lists of potential diagnoses, spending an average of 8.6 min using printed and electronic sources of medical information before using the diagnostic software. CONCLUSIONS: These findings suggest that decision support can reduce diagnostic errors and improve use of relevant information by generalists. Such assistance could potentially help relieve the shortage of experts in pediatric rheumatology and similarly underserved specialties by improving generalists\u27 ability to evaluate and diagnose patients presenting with musculoskeletal complaints.     LAP-like non-canonical autophagy and evolution of endocytic vacuoles in pancreatic acinar cells

    Activation of trypsinogen (formation of trypsin) inside the pancreas is an early pathological event in the development of acute pancreatitis. In our previous studies we identified the activation of trypsinogen within endocytic vacuoles (EVs), cellular organelles that appear in pancreatic acinar cells treated with the inducers of acute pancreatitis. EVs are formed as a result of aberrant compound exocytosis and subsequent internalization of post-exocytic structures. These organelles can be up to 12 μm in diameter and can be actinated (i.e. coated with F-actin). Notably, EVs can undergo intracellular rupture and fusion with the plasma membrane, providing trypsin with access to cytoplasmic and extracellular targets. Unraveling the mechanisms involved in cellular processing of EVs is an interesting cell biological challenge with potential benefits for understanding acute pancreatitis. In this study we have investigated autophagy of EVs and discovered that it involves a non-canonical LC3-conjugation mechanism, reminiscent in its properties to LC3-associated phagocytosis (LAP); in both processes LC3 was recruited to single, outer organellar membranes. Trypsinogen activation peptide was observed in approximately 55% of LC3-coated EVs indicating the relevance of the described process to the early cellular events of acute pancreatitis. We also investigated relationships between actination and non-canonical autophagy of EVs and concluded that these processes represent sequential steps in the evolution of EVs. Our study expands the known roles of LAP and indicates that, in addition to its well-established functions in phagocytosis and macropinocytosis, LAP is also involved in the processing of post-exocytic organelles in exocrine secretory cells.
