    Private Legislation Affecting Local Governments in Tennessee

    The legislature of Tennessee when in session spends much the greatest part of its time and energy in passing acts which are merely of local interest. The great majority of bills passed apply only to some particular county, district, city, or town. The important place that local acts occupy in legislative affairs of this state may be seen from proclamations of governors calling the legislature to convene in special sessions. Governor Roberts, in calling an extra session to meet August 9, 1920, explained the reason for making such a call in the following words: for the purpose of taking action upon the following subjects deemed of sufficient importance to require immediate attention. Of the 142 subjects that he listed, the first was to take action upon the amendment to the Constitution of the United States giving women the right of suffrage, which became the 19th amendment. Following this were 19 other matters of more or less general interest. However, the 21st subject was to amend Chapter 416 of the Private Acts of 1919, applying to Anderson County. All the remaining proposals for immediate attention were of local application. A similar proclamation of governor Horton calling for the extra session that began Dec. 2, 1929, classified the proposals to be acted upon as general and local bills.     Automation in Banking

    It has been estimated that the Apollo Program, which placed a man on the moon, each year produced enough paper work, that if put on one stack, would reach to the moon. The forthcoming Space Shuttle Program will require even more documentation; however, present plans call for very little paperwork. The necessary documentation will instead be created, updated and retained in a large computer data base with access throughout the country. Present technology will support this system. The banking industry has been faced with a similar problem in the processing of demand deposit records (checks) and other repetitive tasks. Banks have made progress in automating certain tasks, but up to this date, theystill have a paper intensive system. Present technology would support a new system centered around large computer data bases. Any computer system that would service fourteen thousand banks and processes twenty-two billion checks annually would be a significant event in the electronic data processing industry. It might also effect the way business is done in this country.     Spectral Hardness Decay with Respect to Fluence in BATSE Gamma-Ray Bursts

    We have analyzed the evolution of the spectral hardness parameter Epk as a function of fluence in gamma-ray bursts. We fit 41 pulses within 26 bursts with the trend reported by Liang & Kargatis (1996) which found that Epk decays exponentially with respect to photon fluence. We also fit these pulses with a slight modification of this trend, where Epk decays linearly with energy fluence. In both cases, we found the set of 41 pulses to be consistent with the trend. For the latter trend, which we believe to be more physical, the distribution of the decay constant is roughly log-normal, with a mean of 1.75 +/- 0.07 and a FWHM of 1.0 +/- 0.1. Regarding an earlier reported invariance in the decay constant among different pulses in a single burst, we found probabilities of 0.49 to 0.84 (depending on the test used) that such invariance would occur by coincidence, most likely due to the narrow distribution of decay constant values among pulses.Comment: 17 pages, 7 figure pages, 2 table pages, submitted to The Astrophysical Journa

    Study of aircraft in intraurban transportation systems, volume 1

    An analysis of an effective short range, high density computer transportation system for intraurban systems is presented. The seven county Detroit, Michigan, metropolitan area, was chosen as the scenario for the analysis. The study consisted of an analysis and forecast of the Detroit market through 1985, a parametric analysis of appropriate short haul aircraft concepts and associated ground systems, and a preliminary overall economic analysis of a simplified total system designed to evaluate the candidate vehicles and select the most promising VTOL and STOL aircraft. Data are also included on the impact of advanced technology on the system, the sensitivity of mission performance to changes in aircraft characteristics and system operations, and identification of key problem areas that may be improved by additional research. The approach, logic, and computer models used are adaptable to other intraurban or interurban areas

    Structural Change in (Economic) Time Series

    Methods for detecting structural changes, or change points, in time series data are widely used in many fields of science and engineering. This chapter sketches some basic methods for the analysis of structural changes in time series data. The exposition is confined to retrospective methods for univariate time series. Several recent methods for dating structural changes are compared using a time series of oil prices spanning more than 60 years. The methods broadly agree for the first part of the series up to the mid-1980s, for which changes are associated with major historical events, but provide somewhat different solutions thereafter, reflecting a gradual increase in oil prices that is not well described by a step function. As a further illustration, 1990s data on the volatility of the Hang Seng stock market index are reanalyzed.Comment: 12 pages, 6 figure

    Evolution of the Low-Energy Photon Spectra in Gamma-Ray Bursts

    We report evidence that the asymptotic low-energy power law slope alpha (below the spectral break) of BATSE gamma-ray burst photon spectra evolves with time rather than remaining constant. We find a high degree of positive correlation exists between the time-resolved spectral break energy E_pk and alpha. In samples of 18 "hard-to-soft" and 12 "tracking" pulses, evolution of alpha was found to correlate with that of the spectral break energy E_pk at the 99.7% and 98% confidence levels respectively. We also find that in the flux rise phase of "hard-to-soft" pulses, the mean value of alpha is often positive and in some bursts the maximum value of alpha is consistent with a value > +1. BATSE burst 3B 910927, for example, has a alpha_max equal to 1.6 +/- 0.3.     MARGIE (Minute-of-Arc Resolution Gamma-ray Imaging Experiment) is a large area(∼104 cm2), wide field-of-view (∼1 sr), hard X-ray/gamma-ray (∼20–600 keV) coded-mask imaging telescope capable of performing a sensitive survey of both steady and transient cosmic sources. MARGIE has been selected for a NASA mission-concept study for an Ultra Long Duration (100 day) Balloon flight. We describe our program to develop the instrument based on new detector technology of either cadmium zinc telluride (CZT) semiconductors or pixellated cesium iodide (CsI) scintillators viewed by fast-timing bi-directional charge-coupled devices (CCDs). The primary scientific objectives are to image faint Gamma-Ray Bursts (GRBs) in near-real-time at the low intensity (high-redshift) end of the logN-logS distribution, thereby extending the sensitivity of present observations, and to perform a wide field survey of the Galactic plane
