    Legislative malapportionment and institutional persistence

    This paper argues that legislative malapportionment, denoting a discrepancy between the share of legislative seats and the share of population held by electoral districts, serves as a tool for pre-democratic elites to preserve their political power and economic interests after a transition to democracy. The authors claim that legislative malapportionment enhances the pre-democratic elite’s political influence by over-representing areas that are more likely to vote for parties aligned with the elite. This biased political representation survives in equilibrium as long as it helps democratic consolidation. Using data from Latin America, the authors document empirically that malapportionment increases the probability of transitioning to a democracy. Moreover, the data show that over-represented electoral districts are more likely to vote for parties close to pre-democracy ruling groups.     Military Conflict and the Rise of Urban Europe

    We present new evidence about the relationship between military conflict and city population growth in Europe from the fall of Charlemagne’s empire to the start of the Industrial Revolution. Military conflict was a main feature of European history. We argue that cities were safe harbors from conflict threats. To test this argument, we construct a novel database that geocodes the locations of more than 800 conflicts between 800 and 1799. We find a significant, positive, and robust relationship that runs from conflict exposure to city population growth. Our analysis suggests that military conflict played a key role in the rise of urban Europe

    Is Africa Different? Historical Conflict and State Development

    We show that the consequences of historical warfare for state development differ for Sub-Saharan Africa. We identify the locations of more than 1,500 conflicts in Africa, Asia, and Europe from 1400 to 1799. We find that historical warfare predicts common-interest states defined by high fiscal capacity and low civil conflict across much of the OldWorld. For Sub-Saharan Africa, historical warfare predicts special-interest states defined by high fiscal capacity and high civil conflict. Our results offer new evidence about where and when “war makes states.

    The Economic Legacy of Warfare: Evidence from European Regions

    Historical warfare in Europe inflicted numerous costs on rural populations. To reduce such costs, rural populations relocated behind the relative safety of urban fortifications. We argue that war-related urbanization had positive consequences for long-run regional economic development. We geocode the locations of more than 600 conflicts in early modern Europe. We find a positive and significant relationship between historical conflict exposure and regional economic development today. Our results are robust to a wide range of econometric techniques, alternative samples, and economic outcomes. Human capital accumulation stands out as one channel through which war-related urbanization translated into regional economic development.     Policies in hard times: assessing the impact of financial crises on structural reforms

    It is argued that crises open up a window of opportunity to implement policies that otherwise would not have the necessary political backing. We show that not only is the crises-reforms nexus unfounded in the data, but rather crises are associated with a reversal of liberalisation interventions depending on the institutional environment. We find that, in democratic countries, crises occurrences have no significant impact on liberalisation measures. On the contrary, after a crisis, autocracies reduce liberalisation in multiple economic sectors, which we interpret as the fear of regime change leading non-democratic rulers to please vested economic interests

    Which Reforms Work and under What Institutional Environment? Evidence from a New Data Set on Structural Reforms

    Are structural reforms growth enhancing? Is the effectiveness of reforms constrained by a country's distance from the technology frontier or by its institutional environment? This paper takes a new and comprehensive look at these questions by employing a novel data set that includes several kinds of real (trade, agriculture, and networks) and financial (domestic finance, banking, securities, and capital account) reforms for an extensive list of developed and developing countries, going back to the early 1970s. First-pass evidence based on growth breaks analysis and on panel growth regressions suggests that on average, both real and financial sector reforms are positively associated with higher growth. However, on several occasions, botched reforms resulted in growth disasters. More important, the positive reform-growth relationship is shown to be highly heterogeneous and to be influenced by a country's constraints on the authority of the executive power and by its distance from the technology frontier. Finally, there is some evidence that crises, defined as severe growth downturns, are associated with subsequent reform upticks

    The core of secondary level quantum education: a multi-stakeholder perspective

    Quantum physics (QP) education at the secondary school level is still in its infancy. Not only is there ongoing discussion about how to teach this subject, but there is also a lack of coherence in the selection of concepts to be taught, both across countries and over time. To contribute to this discussion, we investigated the perspectives of high school teachers, university-level physics educators, and physics education researchers regarding the essential concepts in QP and the corresponding illustrations that should be introduced at the secondary school level. We examined the prominence of different key concepts and illustrations, as well as the level of consensus among the various professional groups. Our analysis revealed that certain key concepts are universally valued across all professional groups, while others are specific to particular groups. Additionally, we explored the relationships between these key concepts and their corresponding illustrations. Overall, our study offers valuable insights into the perspectives of different stakeholders, emphasizing the essential concepts and visualizations that should be considered when designing and implementing the teaching of QP at the secondary school level

    Contributions from Pilot Projects in Quantum Technology Education as Support Action to Quantum Flagship

    The GIREP community on teaching and learning quantum physics and the Education section of the Quantum flagship project of the European Union (QTEdu) have brought together different stakeholders in the field of teaching quantum physics on all levels, including outreach. The goal of QTEdu is to pave the way for the training of the future quantum workforce. To this end, it is necessary to understand the needs of the quantum technology (QT) field, make the general public aware of the existence and importance of QT, and introduce quantum physics already in high school, so that high school students can choose QT as their field of study and career. Finally, new university courses need to be established to support emerging specific profiles such as a quantum engineer. In this symposium, four QTEdu pilot projects were brought together to demonstrate how their complementary approaches have worked towards realising the above goals
