    The police are an important link in the local system of crime prevention and public order violation. This work focuses particularly on its preventive activities on risky behaviors of school children in the Silesian Voivodship. Qualitative and quantitative methods were used: analysis of existing data (desk research), questionnaire, interview and statistical method. Triangulation made it possible to answer the question about the relationship between the location of the districts (border or inside Silesian Voivodeship) and the diversity of police activities in the scope of pre-emptive actions aimed at young people attending an educational institutions. The research involved officers responsible for cooperation with schools and other entities in the field of social prevention from the District Headquarters in Będzin, Cieszyn, Tarnowskie Góry and Wodzisław Śląski, as well as students from the local eighth grade of primary schools. Valuable help was also provided by officers of the Prevention Department of the Municipal Police Headquarters in Gliwice

    Implementation of a model descriptive tool for competitiveness in energy companies

    Purpose: The aim of the research was to identify the factors and barriers which, in the opinion of the representatives of the surveyed entities, affect the competitiveness of companies from the energy sector in the Silesian Province. The Silesian Voivodeship still remains the most important Polish region in terms of energy development. Both production and demand for energy in Silesia are the largest in the whole country. However, a decrease in demand for energy generated in a conventional way should be expected in the coming years. As a result of empirical research, it was indicated that in the opinion of the vast majority of respondents, the competitiveness of their own company was perceived rather well. Approach/Methodology/Design: Scientific and industry literature and secondary results from energy companies and other reports were analysed. The article contains the results of own analyses, which were carried out on the basis of data obtained in the course of research carried out in energy companies. Findings: It was found that the surveyed companies, which have been operating on the market for a shorter period of time have evaluated their competitiveness well or very well. Interesting solutions have been created on a global scale based on the proposed modelling. Practical Implications: The applied research allowed to create a model for practical implications that could help not only in Poland but worldwide. Originality/Value: The research provides theoretical assumptions and practical answers to encourage further research and summary research on a global scale.peer-reviewe

    Military units as elements of development potential of small and medium-sized cities

    Purpose: The aim of this article is to show how the inhabitants and owners of small and medium-sized cities located in different regions of Poland perceive a military unit located on their territory in the context of its participation in building local development potential. Design/Methodology/Approach: In this research a qualitative and quantitative approach was applied. The research was carried out by means of a diagnostic survey, using the survey and the interview methods. The survey-based research included 1200 respondents from 12 cities with military units. There were also 12 interviews with persons holding managerial positions in the governing bodies of the cities. To analyse the collected material Statistica v.13.3 computer program was used, as well as R v.4.0.0 and RStudio editor. Findings: Military units, being part of the armed forces, located in the cities, are one of the elements creating local development potential. As employers, tax payers, contracting entities, "contractors" and as space users, they participate in social and economic processes occurring in the cities. Practical Implications: Understanding how local authorities and small and medium-sized city inhabitants perceive the military is helpful in preparing development plans and programs considering the military's impact on social and economic development, especially in the context of the labour market and the income situation of a particular city. Moreover, the presence of the military in a given location is seen as a distinguishing feature of this place in space, which can also be a source of new ideas and development impulses. Originality/Value: The research shows that the location and size of cities in which military units are located are primarily significant in social and economic terms. The smaller the cities, the more often the respondents notice that the presence of the unit is connected with the local budget, promotes development of local companies and the formation of attitudes of children and youth. At the same time, the influence of units on the course of local processes is connected with their size, the number of soldiers and military employees.peer-reviewe

    Assessment of services rendered by a public organization to the citizen : the perspective of security in peacetime

    Purpose: This article discusses the possibilities and consequences of the Polish Armed Forces (which is a type of public organization) utilizing the concept of New Public Management (NPM). The key element of NPM focuses on the citizen – the customer of public services who assesses the quality of service and effects. The research aimed to evaluate the service understood as activities and the value that a citizen receives from the military units from the perspective of the need to ensure security in the time of peace. Approach/Methodology/Design: Scientific literature and results from the research among 600 inhabitants from the Polish cities and other reports were analyzed. The article contains the results of own analyses, which were carried out based on data obtained in the research conducted using a mix-mode research procedure CATI (Computer-Assisted Telephone Interviewing) and CAWI (Computer-Assisted Web Interview). Findings: To evaluate the service security offered by the armed forces, it is possible to use the Need-Feature-Benefit (NFB) principle, and its specification understood as a portfolio of implemented activities and values. The research results show that respondents who evaluated the values (like solidarity, justice, patriotism, love in human relations, conscientiousness, perseverance) higher also showed greater appreciation for the security service delivered by the armed forces. Practical Implications: The results are of significant importance to a public organization. The applied research allowed creating an approach to evaluating the armed forces' service applying the Need-Feature-Benefit (NFB) principle for practical implications that could help not only in Poland but also worldwide.     Application of text mining in the analysis of relations between military units and local government units

    Purpose: The aim of this article is to determine how the local governments of medium-sized cities see a military unit located on their territory in the context of its participation in social and economic processes. Design/Methodology/Approach: The article presents the results of a research carried out using the diagnostic survey method, utilising the interview technique. For the analysis of the collected material and presentation of the results, the methods of Text mining as well as R v.3.6.1 program and RStudio editor were used. Findings: The use of text mining for the analysis of links between military units and local government units allowed to deepen the knowledge on the significance given by local government representatives to the presence of the army and its impact on socio-economic processes in specific territorial units. Practical Implications: The results of the research can be used in designing local development strategies and creating conditions for local agents to work together for development. In addition, they can be used to better understand the links between local governments and military units, by decision makers at the central level. Originality/Value: The results of the research indicate the possibility of using text mining for the analysis of complex links identified between entities on the territory of communes. Text mining allows to combine a qualitative and quantitative approach, in the context of identifying the impact of individual entities on the development of the commune and creating meanings in the process of interaction between entities located on its territory.peer-reviewe

    Angiotensin II Type 1 Receptor (AT-1R) Expression Correlates with VEGF-A and VEGF-D Expression in Invasive Ductal Breast Cancer

    Recent studies point to the involvement of angiotensin II (Ang II) receptor type 1 (AT-1R) on processes of metastasing, stimulation of invasiveness and angiogenesis in tumours. In this study, the correlation between intensity of AT-1R expression and expression of lymph- and angiogenesis markers in invasive ductal breast cancers (IDC) was examined. Immunohistochemical studies (IHC) were performed on archival material of 102 IDC cases. Only 28 (27.5%) cases manifested low AT-1R expression while 74 (72.5%) cases demonstrated a moderate or pronounced AT-1R expression. Expression intensity of AT-1R was found to correlate with expressions of VEGF-A (r = 0.26; p = 0.008) and VEGF-D (r = 0.24; p = 0.015). Out of the examined markers of angiogenesis and lymphangiogenesis only the pronounced expression of VEGF-C was found to correlate with patient poor clinical outcome (p = 0.009). The positive correlation between AT-1R and VEGF-A and VEGF-D could point to stimulatory action of Ang II on their expression what might result in augmented lymph- and angiogenesis in IDC

    One of the key obstacles in the progress of cancer treatment is the lack of balance between theuncontrolled proliferation and cell apoptosis. It is now known that sphingolipids are essentialmolecules regulating the processes of growth, differentiation and death of living cells. Dependingon their chemical nature, sphingolipids may have a stimulatory (S1P, sphingosine-1-phosphate)or inhibitory (ceramide) effect on cellular proliferation. A number of different studies have shownthat the generation of ceramide in response to cytotoxic therapy is an important element leadingto cell death. Cancer cells use different methods limiting the production of ceramides that leads totheir removal. The effect of oncogenic S1P results from its stimulating effect on DNA synthesisand chemotactic mobility of the vascular endothelial cells and angiogenesis. The use of monoclonalanti-S1P antibodies is potentially a valuable therapeutic option for inhibiting angiogenesisdetermining the growth of tumors. It was additionally demonstrated that S1P beyond the directand indirect by stimulating the release of vascular endothelial growth factor and basic fibroblastgrowth factor angiogenic action has an effect on tumor growth and its metastatic potential. Amongthe sphingolipids, ceramide was identified first as inducing differentiation and the death of humanHL-60 promyelocytic leukemia cells. Progress in understanding the role of sphingolipids wasregarded until recently as the only structural component of cell membranes allowing the use in thetreatment of complex properties of this group of signaling molecules. Thus, it has become importantto clarify the role of sphingolipids in the regulation of the balance between proliferation signals//survival rate and death of cells in order to develop new therapies for neoplastic diseases of myeloidand lymphoid origin.Brak skutecznych metod pozwalających na osiągnięcie równowagi między niekontrolowaną proliferacją i apoptozą komórek w procesie nowotworowym stanowi jedną z kluczowych barier postępu w leczeniu. Obecnie wiadomo, że istotnymi cząsteczkami regulującymi procesy wzrostu, różnicowania, życia oraz śmierci komórek są sfingolipidy. Zależnie od natury chemicznej sfingolipidy mogą pobudzać (S1P, sfingozyno-1-fosforan) lub hamować (ceramid) proliferację. W wielu różnych badaniach wykazano, że generacja ceramidu w odpowiedzi na terapię cytotoksyczną jest ważnym elementem prowadzącym do śmierci komórki. Komórki nowotworowe stosują różne sposoby ograniczające wytwarzanie ceramidu i prowadzące do jego usuwania. Działanie onkogenne S1P wynika z jego działania stymulującego syntezę DNA i ruchliwość chemotaktyczną komórek śródbłonka naczyniowego, jak również stymulacji rozwoju naczyń krwionośnych. Dlatego zastosowanie przeciwciał monoklonalnych anty-S1P jest potencjalnie wartościową opcją terapeutyczną w hamowaniu rozwoju naczyń krwionośnych warunkujących wzrost guzów nowotworowych. Dodatkowo udowodniono, że S1P poza bezpośrednim oraz pośrednim — przez stymulację uwalniania czynnika wzrostu śródbłonka naczyniowego i podstawowy czynnik wzrostu fibroblastów — działaniem angiogennym, wpływa na wzrost i potencjał przerzutowy nowotworów. Spośród sfingolipidów ceramid wskazano jako pierwszy indukujący różnicowanie i śmierć w komórkach ludzkiej białaczki promielocytowej HL-60. Postęp w zrozumieniu roli sfingolipidów, uważanych do niedawna za jedynie składową strukturalną błon komórkowych, umożliwia wykorzystanie w terapii złożonych właściwości tej grupy cząsteczek sygnalizacyjnych. Istotne więc stało się wyjaśnienie roli sfingolipidów w regulacji równowagi między sygnałami proliferacji/przeżywalności komórek i ich śmierci w celu opracowania nowych terapii

    Hsp-27 Expression in Invasive Ductal Breast Carcinoma

    The aim of this study was to determine the intensity of Hsp-27 protein expression in fibrocystic breast changes (FC) and invasive ductal breast carcinoma (IDC) and to examine its impact on patients’ clinico-pathological characteristics and overall survival. Immunohistochemical reactions were conducted on archival samples of 20 cases of FC and 101 cases of IDC treated in the years 1999-2002. Nuclear-cytoplasmic Hsp-27 expression was observed in 92 (92.1%) of the examined cases of IDC and all the cases of FC. Significantly higher Hsp-27 expression was observed in G2 (p<0.01) and G3 cases (p<0.0001) as compared to FC. HER-2 positive cases had higher Hsp-27 expression (p=0.0153), than HER-2 negative cases. Our research showed that Hsp-27 could have a impact on tumour malignancy. Moreover, the positive correlation between expression of Hsp-27 and HER-2 positive cases was demonstrated

    ICT for Sustainable Last-Mile Logistics:Data, People and Parcels

    In this paper we present a vision of how ICT can be leveraged to help combat the impact on pollution, congestion and carbon emissions contributed by the parcel delivery sector. This is timely given annual growth in parcel deliveries, especially same-day deliveries, and the need to inform initiatives to clean up our cities such as the sales ban on new petrol and diesel vehicles in the UK by 2040. Our insights are informed by research on parcel logistics in Central London, leveraging a data set of parcel manifests spanning 6 months. To understand the impact of growing e-commerce trends on parcel deliveries we provide a mixed methods case study leveraging data-driven analysis and qualitative fieldwork to demonstrate how ICT can uncover the impact of parcel deliveries on delivery drivers and their delivery rounds during seasonal deliveries (or “the silly season”). We finish by discussing key opportunities for intervention and further research in ICT4S and co-created Smart Cities, connecting our findings with existing research and data as a call to the ICT4S community to help tackle the growth in carbon emissions, pollution and congestion linked to parcel deliveries
