    Not All Bad: An Historical Perspective on Software Patents

    This Paper places the current debates about software patents in the historical context of patenting in the information technology industries. The first computer-program products were sold in the mid 1960s when software patents were not generally allowed; as a result, trade secrecy became endemic to the software industry. Software products were also protected by copyright, but in practice this offered little protection against most forms of appropriation by reverse engineering or cloning. By the early 1980s a series of landmark cases led to the acceptance of software patents. It is argued that this development was consistent with the patenting of algorithmic inventions that long predated the invention of the computer. In the 1990s, business method patents were accepted. Again, it is argued that this development was consistent with the virtualization of inventions that long predated the Internet. It is shown that patents offer similar benefits to the software industry as for other technological industries, as well as some old and new disadvantages. The Paper draws three main conclusions. First, from an historical viewpoint, software patents are not radically different from those of other technologies; the patent system has adapted to the particular demands of new technologies over time, and the software patent system is already making such adaptations. Second, patents are superior to the alternative IP regimens of trade secrecy and copyright, primarily because of the public benefits of disclosure. Third, patents offer the most economically efficient way of co-ordinating multiple R&D investments in major software technologies

    The History of the Internet: The Missing Narratives

    The origins of the Internet are only partially understood. It is often believed that the Internet grew as a tree from a tiny acorn, the ARPANET network set up in 1969. In this study, we argue that this interpretation is incomplete at best and seriously flawed at worst. Our article makes three contributions. First, on the basis of a wide variety of primary and secondary sources we reconstruct the history of computer networks between the late 1950s and the early 1990s. We show that the ARPANET network was one among a myriad of (commercial and non-commercial) networks that developed over that period of time – the integration of these networks into an internet was likely to happen, whether ARPANET existed or not. Second, we make a systematic effort to quantify the significance of these various networks. This allows us to visualize more clearly the extent to which the ARPANET network was one among many, and not a particularly large one at that. Third, we provide a nuanced interpretation of the rise of various technologies, including the Transmission Control Protocol/Internet Protocol and the World Wide Web, as ‘dominant designs.’ Their rise should be interpreted within the economic framework of industries with network effects, in which historical accidents bring about tipping points that lead to universal acceptance. We thus show that history matters for understanding why information systems function in the way they do

The development of the mobile-phone industry into what we know today required remarkable cooperation between companies, governments, and industrial sectors. Companies developing cellular infrastructure, cellular devices, cellular network services, and eventually software and mobile semiconductors had to cooperate, not simply compete, with each other. In this global history of the mobile-phone industry, Daniel D. Garcia-Swartz and Martin Campbell-Kelly examine its development in the United States, Europe, Japan, and several emerging economies, including China and India. They present the evolution of mobile phones from the perspective of vendors of telephone equipment and network operators, users whose lives have been transformed by mobile phones, and governments that have fostered specific mobile-phone standards. Cellular covers the technical aspects of the cellphone, as well as its social and political impact. Beginning with the 1980s, the authors trace the development of closed (proprietary) and open (available to all) cellular standards, the impact of network effects as cellular adoption increased, major technological changes affecting mobile phone hardware, and the role of national governments in shaping the industry. The authors also consider the changing roles that cellular phones have played in the everyday lives of people around the world and the implications 5G technology may have for the future. Finally, they offer statistics on how quickly the cellular industry grew in different regions of the world and how firms competed in those various markets

    From diversity to convergence : British computer networks and the Internet, 1970-1995

    The Internet's success in the 21st century has encouraged analysts to investigate the origin of this network. Much of this literature adopts a teleological approach. Works often begin by discussing the invention of packet switching, describe the design and development of the ARPANET, and then examine how this network evolved into the Internet. Although the ARPANET was a seminal computer network, these accounts usually only briefly consider the many other diverse networks that existed. In addition, apart from momentary asides to alternative internetworking solutions, such as the Open Systems Interconnection (OSI) seven-layer reference model, this literature concentrates exclusively on the ARPANET, the Internet, and the World Wide Web. While focusing on these subjects is important and therefore justified, it can leave the reader with the impression that the world of networking started with the ARPANET and ended with the Internet. This thesis is an attempt to help correct this misconception. This thesis analyses the evolution of British computer networks and the Internet between the years 1970 and 1995. After an introduction in Chapter 1, the thesis analyses several networks. In Chapters 2 and 3, the focus is on academic networks, especially JANET and SuperJANET. Attention moves to videotex networks in Chapter 4, specifically Prestel, and in Chapter 5, the dissertation examines electronic mail networks such as Telecom Gold and Cable & Wireless Easylink. Chapter 6 considers online services, including CompuServe, American Online, and the Microsoft Network, and the thesis ends with a conclusion in Chapter 7. All of the networks discussed used protocols that were incompatible with each other which limited the utility of the networks for their users. Although it was possible that OSI or another solution could have solved this problem, the Internet's protocols achieved this objective.     Estimation of the Rate of SNP Genotyping Errors From DNA Extracted From Different Tissues

    High density single nucleotide polymorphism (SNP) genotyping panels provide an alternative to microsatellite markers for genome scans. However, genotype errors have a major impact on power to detect linkage or association and are difficult to detect for SNPs. We estimated error rates with the Affymetrix GeneChip® SNP platform in samples from a family with a mixed set of monozygotic (MZ) and dizygotic (DZ) triplets using lymphocyte, buccal DNA and samples from whole genome amplification using the multiple displacement amplification (MDA) technique. The average call rate from 58,960 SNPs for five genomic samples was 99.48%. Comparison of results for the MZ twins showed only three discordant genotypes (concordance rate 99.995%). The mean concordance rate for comparisons of samples from lymphocyte and buccal DNA was 99.97%. Mendelian inconsistencies were identified in 46 SNPs with errors in one or more family members, a rate of 0.022%. Observed genotype concordance rates between parents, between parents and children, and among siblings were consistent with previously reported allele frequencies and Hardy-Weinberg equilibrium. Using the MDA technique, results for two samples had equivalent high accuracy to results with genomic samples. However, the SNP call rate for the remaining seven samples varied from 72.5% to 99.5%, with an average of 86.11%. Quality of the DNA sample following the MDA reaction appears to be the critical factor in SNP call rate for MDA samples. Our results demonstrate highly accurate and reproducible genotyping for the Affymetrix GeneChip® Human Mapping Set in lymphocyte and buccal DNA samples.</p

This report suggests that Ross River virus is once again circulating in Fiji, where it apparently disappeared after causing an epidemic in 1979 to 1980

    A national registry study of patient and renal survival in adult nephrotic syndrome

    Introduction: We aimed to determine the mortality rate, cause of death, and rate of end-stage kidney disease (ESKD) in adults with nephrotic syndrome (NS). Methods: We conducted a national registry–based study, including all 522 adults who had a kidney biopsy for NS in Scotland in 2014–2017. We linked the Scottish Renal Registry to death certificate data. We performed survival and Cox proportional hazards analyses, accounting for competing risks of death and ESKD. We compared mortality rates with those in the age- and sex-matched general population. Results: A total of 372 patients had primary NS; 150 had secondary NS. Over a median follow-up of 866 days, 110 patients (21%) died. In patients with primary NS, observed versus population 3-year mortality was 2.1% (95% CI 0.0%–4.6%) versus 0.9% (0.8%–1.0%) in patients aged &lt;60 years and 24.9% (18.4%–30.8%) versus 9.4% (8.3%–10.5%) in those aged ≥60 years. In secondary NS, this discrepancy was 17.1% (5.6%–27.2%) versus 1.1% (0.9%–1.2%) in &lt;60-year-olds and 49.4% (36.6%–59.7%) versus 8.1% (6.6%–9.6%) in ≥60-year-olds. In primary NS, cardiovascular causes accounted for 28% of deaths, compared with 18% in the general population. Eighty patients (15%) progressed to ESKD. Incidence of ESKD by 3 years was 8.4% (95% CI 4.9%–11.7%) in primary and 35.1% (24.3%–44.5%) in secondary NS. Early remission of proteinuria and the absence of early acute kidney injury (AKI) were associated with lower rates of death and ESKD. Conclusions: Adults with NS have high rates of death and ESKD. Cardiovascular causes account for excess mortality in primary NS
