    The economic implications of clustering on Hispanic entrepreneurship in the US

    This article assesses the effect of Hispanic clustering on Hispanic self-employment in the US and the extent to which endogenous social factors within a cluster may encourage Hispanics to start a business. We address key identification issues in the clustering literature by applying a series of robust econometric techniques to US census data. The study provides empirical evidence on the role of Hispanic clustering on Hispanic entrepreneurship. This article also tackles the constructs of Hispanic entrepreneurial heterogeneity and suggests the clustering of second-generation Hispanics as a potential indicator of the Hispanic entrepreneurial environment. The study derives insight on the economic implications of Hispanic clustering and its benefits and suggests policy recommendations to promote success among Hispanic entrepreneurs. We propose that generational differences across Hispanics is not merely an ethnic control variable, but rather an important factor for the design of strategies and incentives at the federal, state, and local level

    Interagency (NASA/DOE/DOD) technical panels worked in 1991 to evaluate critical nuclear propulsion issues, compare nuclear propulsion concepts for a manned Mars mission on a consistent basis, and to continue planning a technology development project for the Space Exploration Initiative (SEI). Panels were formed to address mission analysis, nuclear facilities, safety policy, nuclear fuels and materials, nuclear electric propulsion technology, and nuclear thermal propulsion technology. A summary of the results and recommendations of the panels is presented

    The gold standard: accurate stellar and planetary parameters for eight Kepler M dwarf systems enabled by parallaxes

    We report parallaxes and proper motions from the Hawaii Infrared Parallax Program for eight nearby M dwarf stars with transiting exoplanets discovered by Kepler. We combine our directly measured distances with mass-luminosity and radius–luminosity relationships to significantly improve constraints on the host stars’ properties. Our astrometry enables the identification of wide stellar companions to the planet hosts. Within our limited sample, all the multi-transiting planet hosts (three of three) appear to be single stars, while nearly all (four of five) of the systems with a single detected planet have wide stellar companions. By applying strict priors on average stellar density from our updated radius and mass in our transit fitting analysis, we measure the eccentricity probability distributions for each transiting planet. Planets in single-star systems tend to have smaller eccentricities than those in binaries, although this difference is not significant in our small sample. In the case of Kepler-42bcd, where the eccentricities are known to be ≃0, we demonstrate that such systems can serve as powerful tests of M dwarf evolutionary models by working in L⋆ − ρ⋆ space. The transit-fit density for Kepler- 42bcd is inconsistent with model predictions at 2.1σ (22%), but matches more empirical estimates at 0.2σ (2%), consistent with earlier results showing model radii of M dwarfs are underinflated.     NASA advanced aeronautics design solar powered remotely piloted vehicle

    Environmental problems such as the depletion of the ozone layer and air pollution demand a change in traditional means of propulsion that is sensitive to the ecology. Solar powered propulsion is a favorable alternative that is both ecologically harmless as well as cost effective. Integration of solar energy into designs ranging from futuristic vehicles to heating is beneficial to society. The design and construction of a Multi-Purpose Remotely Piloted Vehicle (MPRPV) seeks to verify the feasibility of utilizing solar propulsion as a primary fuel source. This task has been a year long effort by a group of ten students, divided into five teams, each dealing with different aspects of the design. The aircraft was designed to take-off, climb to the design altitude, fly in a sustained figure-eight flight path, and cruise for approximately one hour. This mission requires flight at Reynolds numbers between 150,000 and 200,000 and demands special considerations in the aerodynamic design in order to achieve flight in this regime. Optimal performance requires a light weight configuration with both structural integrity and maximum power availability. The structure design and choice of solar cells for the propulsion was governed by the weight, efficiency, and cost considerations. The final design is a MPRPV weighting 35 N which cruises 7 m/s at the design altitude of 50 m. The configuration includes a wing composed of balsa and foam NACA 6409 airfoil sections and carbon fiber spars, a tail of similar construction, and a truss structure fuselage. The propulsion system consists of 98 10 percent efficient solar cells donated by Mobil Solar, a NiCad battery for energy storage, and a folding propeller regulated by a lightweight and efficient control system. The airfoils and propeller chosen for the design were research and tested during the design process

    Quantification and expert evaluation of evidence for chemopredictive biomarkers to personalize cancer treatment.

    Predictive biomarkers have the potential to facilitate cancer precision medicine by guiding the optimal choice of therapies for patients. However, clinicians are faced with an enormous volume of often-contradictory evidence regarding the therapeutic context of chemopredictive biomarkers.We extensively surveyed public literature to systematically review the predictive effect of 7 biomarkers claimed to predict response to various chemotherapy drugs: ERCC1-platinums, RRM1-gemcitabine, TYMS-5-fluorouracil/Capecitabine, TUBB3-taxanes, MGMT-temozolomide, TOP1-irinotecan/topotecan, and TOP2A-anthracyclines. We focused on studies that investigated changes in gene or protein expression as predictors of drug sensitivity or resistance. We considered an evidence framework that ranked studies from high level I evidence for randomized controlled trials to low level IV evidence for pre-clinical studies and patient case studies.We found that further in-depth analysis will be required to explore methodological issues, inconsistencies between studies, and tumor specific effects present even within high evidence level studies. Some of these nuances will lend themselves to automation, others will require manual curation. However, the comprehensive cataloging and analysis of dispersed public data utilizing an evidence framework provides a high level perspective on clinical actionability of these protein biomarkers. This framework and perspective will ultimately facilitate clinical trial design as well as therapeutic decision-making for individual patients

    The Dwarf Irregular Galaxy UGC 7636 Exposed: Stripping At Work In The Virgo Cluster

    We present the results of optical spectroscopy of a newly discovered H II region residing in the H I gas cloud located between the dwarf irregular galaxy UGC 7636 and the giant elliptical galaxy NGC 4472 in the Virgo Cluster. By comparing UGC 7636 with dwarf irregular galaxies in the field, we show that the H I cloud must have originated from UGC 7636 because (1) the oxygen abundance of the cloud agrees with that expected for a galaxy with the blue luminosity of UGC 7636, and (2) M_{H I}/L_B for UGC 7636 becomes consistent with the measured oxygen abundance of the cloud if the H I mass of the cloud is added back into UGC 7636. It is likely that tides from NGC 4472 first loosened the H I gas, after which ram-pressure stripping removed the gas from UGC 7636.Comment: 12 pages, 2 eps figures (AASTeX 5.0); accepted for publication in ApJ Letter
