    La santé mentale des jeunes et le chômage

    Le chômage et le non-emploi causent beaucoup de perturbations chez les jeunes. Plus ils durent, davantage peuvent-ils causer des troubles profonds sur les différents aspects de la santé mentale de ces mêmes jeunes. Afin de mieux cerner ces effets, nous traiterons dans cet article des effets du chômage sur la santé physique des jeunes, et de l'impact du chômage dans les années 30 par rapport à l'impact du chômage dans les années 80. Ensuite, nous étudierons les réactions au chômage, les trois stades traversés par les adolescents en recherche d'emploi, et les atteintes à la santé mentale des jeunes soient: l'indépendance, la réaction d'ennui, la diffusion de l'identité, l'estime de soi, la culpabilité et la honte, l'anxiété et la peur, la colère, la dépression ; l'atteinte des relations familiales, les perturbations dans l'organisation du temps libre, l'augmentation du taux de suicide, l'augmentation de la consommation de drogues et d'alcool et l'augmentation de la criminalité.Unemployment and joblessness are extremely disruptive among youth and the more they continue, the more they may cause deep troubles to the different aspects of the mental health of those same young people. In this article, first the effects of unemployment on the physical health of the young is treated, and the impact of unemployment on the decade of the thirties is compared with that of unemployment in the eighties. Then we look at the reactions to employment, the three stages crossed by adolescents in search of work and the attacks on the mental health of the young, that is : independence, the reaction of worry, the diffusion of identity, self esteem, guilt and shame, anxiety and fear, anger, depression ; the effect on family relations, the disruptions in the organization of free time, the rise in the rate of suicide, the growth in drug and alcohol consumption, and the rise in criminality

    Le consommateur et les services publics au Québec

    Au Québec, le droit des services publics est caractérisé par une importante dispersion législative. Celle-ci pose un problème de cohérence juridique dès lors qu’il s’agit de préciser le statut des parties à un contrat ayant pour objet la prestation d’un service public. Cela a pour effet de soumettre chaque service public à une pluralité de registres juridiques, ce qui pose ainsi un obstacle à une approche permettant d’appréhender le thème du consommateur et des services publics de manière transversale. En raison de la configuration particulière de cet amalgame de droit public et de droit privé, force est de conclure que le « droit des services publics » n’est toujours pas, au Québec, une discipline ayant acquis son autonomie.In Québec the law governing public services is impeded by significant statutory dispersal. Legal consistency is difficult to attain as one attempts to determine the status of parties to a contract involving the performance of a public service. Each public servic is subjected to a variety of legal regimes thereby hampering a global approach in which consumer and public service issues may be addressed directly. Owing to this peculiar mixture of public and private law, one must conclude that the law governing public services in Québec has yet to become an autonomous discipline

    Early endothelial dysfunction in cholesterol-fed rabbits: a non-invasive in vivo ultrasound study.

    BACKGROUND: Endothelial function in hypercholesterolemic rabbits is usually evaluated ex vivo on isolated aortic rings. In vivo evaluation requires invasive imaging procedures that cannot be repeated serially. AIM: We evaluated a non-invasive ultrasound technique to assess early endothelial function in rabbits and compare data with ex vivo measurements. METHODS: Twenty-four rabbits (fed with a cholesterol diet (0.5%) for 2 to 8 weeks) were given progressive infusions of acetylcholine (0.05–0.5 μg/kg/min) and their endothelial function was assessed in vivo by transcutaneous vascular ultrasound of the abdominal aorta. Ex vivo endothelial function was evaluated on isolated aortic rings and compared to in vivo data. RESULTS: Significant endothelial dysfunction was demonstrated in hypercholesterolemic animals as early as 2 weeks after beginning the cholesterol diet (aortic cross-sectional area variation: -2.9% vs. +4% for controls, p < 0.05). Unexpectedly, response to acetylcholine at 8 weeks was more variable. Endothelial function improved in 5 rabbits while 2 rabbits regained a normal endothelial function. These data corroborated well with ex vivo results. CONCLUSION: Endothelial function can be evaluated non-invasively in vivo by transcutaneous vascular ultrasound of the abdominal aorta in the rabbit and results correlate well with ex vivo data
