    The role of rules and power for the performance of WTO members is addressed in the article. The research has focused on material resources differences in the use of the DSB. The results have suggested that these differences are relevant to explain the performance of developed and developing members. Investigou-se o papel das regras e do poder para o desempenho dos membros da OMC junto ao OSC. A pesquisa focalizou as diferenças de recursos materiais e de expertise para o uso do OSC. Os resultados alcançados sugeriram que essas diferenças são relevantes para explicar o comportamento dos membros desenvolvidos e em desenvolvimento

    Institutions and interest groups: European Union in Doha Round agriculture negotiation (2001-2005)

    Este artigo aborda a influência dos grupos de interesse dos produtores rurais nas posições adotadas pela UE durante a Rodada Doha. As propostas defendidas pelos dois atores foram comparadas e analisadas. Argumenta-se que as diferenças de posições encontradas podem ser explicadas pelas regras institucionais do processo decisório da Política Comercial Comum da UE. A conclusão destaca que as pressões dos grupos de interesse afetaram parcialmente as posturas da UE na Rodada Doha e não impediram que avanços se efetivassem nesse contexto.This article deals with the influence of the agriculture interest groups in the positions adopted by EU during the Doha Round. The proposals defended by the two actors were compared and analyzed. The text argues that the distinctions of positions found can be explained by the institutional rules of the decision-making process of EU Common Trade Policy. The conclusion highlights that the pressures affected the proposals defended by EU in Doha Round negotiations, but they did not prevent advancements in this context

    Este trabalho discute as transições políticas no Brasil no contexto da globalização. Focaliza os legados políticos que ofereceram resistência aos processos externos e os "novos freios e contrapesos" que constituíram condições relevantes para o processo de formulação e tomada de decisão de política nos anos 90. Indica também que o gerenciamento de políticas macroeconômicas, combinado com o processo político mais amplo, foi uma importante dimensão das transições. Conclui salientando a existência de desafios no âmbito do tratamento da questão social e dos vínculos entre os âmbitos interno e externo.This paper discusses political transitions in Brazil within the context of globalization. It focuses on the political legacies that offered resistance to external processes and the "new brakes and counterweights" that constituted the relevant conditions for processes of political decision formulating and making during the nineties. I also show that the management of macroeconomic policies, combined with broader political processes, was an important dimension of these transitions. I conclude by emphasizing the challenges that exist in the arena of the treatment of social issues and the connections between domestic and external environments.Ce travail discute de transitions politiques au Brésil dans le contexte de la mondialisation. Il met en relief l'héritage politique qui a résisté aux processus externes et aux "nouveaux freins et contrepoids" qui ont été les conditions essentielles pour les processus de formulation et prise de décision de la politique des années 90. Il souligne aussi que la gestion de politiques macro-économiques, associée au processus politique global, a été une importante dimension des transitions. Il conclut en soulignant les enjeux dans le traitement de la question sociale et des liens entre la dimension interne et externe

    ABSTRACTThis article analyzes Brazil's performance during the agricultural negotiations in the Doha Round, considering the implications of domestic backing for the country's credibility vis-à-vis the G-20 and the coalition's contribution to increasing Brazil's bargaining power in relation to pressure from the United States and the European Union. The study investigated the positions of agribusiness interest groups, G-20, United States, and European Union in distinct negotiating phases. The theoretical framework used here was the two-level game model. The following observations emerged: domestic backing evolved over the course of the Doha Round; the G-20 helped increase Brazil's bargaining power; and the intensification of disagreements between agribusiness and the negotiations and clashes between agricultural exporting countries and net food importers inside the G-20 eroded Brazil's capacity to act via the coalition and shifted it away from the group in 2008. The study explores the consequences of Brazil's decision for the partnership between Brazil and India. ______________________________________________________________________________________ RÉSUMÉDans cet article, on examine le rôle du Brésil dans les négociations agricoles de la Rencontre de Doha en considérant les conséquences du soutien intérieur à la crédibilité du pays auprès du G-20 et la contribution de la coalition en vue d'élargir le pouvoir de négociation du Brésil face aux pressions des États Unis et de l'Union Européenne. Dans ce but, on examine les positions des groupes d'intérêt de l'agrobusiness, du G-20, des USA et de l'UE dans différentes phases de négociation. Le modèle théorique choisi a été celui des jeux à deux niveaux. On a constaté que le soutien intérieur subissait une évolution tout au long du sommet; le G-20 a aidé le Brésil à augmenter son pouvoir de négociation; l'intensification des désaccords de l'agrobusiness dans les négociations et les divergences entre pays exportateurs agricoles et importateurs nets d'aliments à l'intérieur du G-20 ont diminué la possibilité du Brésil d'agir à travers la coalition, ce qui l'a amené à s´écarter du groupe en 2008. Les conséquences de la décision brésilienne sur le partenariat Brésil-Inde ont également été examinées
