Grassroots Innovation Actors: Their Role and Positioning in Economic Ecosystems -- A Comparative Study Through Complex Network Analysis
This study offers an examination of grassroots innovation actors and their
integration within larger economic ecosystems. Through a comparative analysis
in Oaxaca, Mexico; La Plata, Argentina; and Araucania, Chile, this research
sheds light on the vital role that grassroots innovation plays in broader
economic ecosystems. Using Complex Network Analysis and the TE-SER model, the
study unveils how these actors interact, collaborate, and influence major
economic ecosystems in the context of complex social challenges. The findings
highlight that actors from the grassroots innovation ecosystem make up a
significant portion of the larger innovation-driven entrepreneurial economic
ecosystem, accounting for between 20% and 30% in all three cases and are
strategically positioned within the ecosystem's structural network.
Additionally, this study emphasizes the potential for greater integration of
grassroots innovation actors to leverage resources and foster socio-economic
development. The research concludes by advocating for further studies in
similar socio-economic contexts to enhance our understanding of integration
dynamics and mutual benefits between grassroots innovation ecosystems and other

Agile methods have been in the cutting-edge of software engineering as a means to improve management of software development processes. The widespread use of such methods in professional contexts has encouraged their integration into software engineering training and undergraduate courses. Although there are several research works that have focused on teaching Scrum through simulating a software development project, they have covered only the learning of practices within a Scrum team, and a few of them have tackled non-technical skills beyond the development practices. From software architecture descriptions to object-oriented designs
Service-Oriented Architecture (SOA) is becoming a dominant approach for developing distributed enterprise-wide applications. One of the reasons for SOA’s extended use is its capacity to rapidly build applications by assembling alreadyimplemented and Internet-accessible services, which allows software organizations to hasten development of distributed applications and their consequent time-tomarket.
However, this approach to develop SOA applications results unsuitable for particular organizations with high-priority and critical demands of internal control, security, flexibility, confidentiality and data integrity of their services, since the development of core functionality may be jeopardized by either uncertainty or changing environment. Although many efforts have focused mainly on facilitating discovering of services, and the outsourcing and reuse of them in SOA-based applications, little attention has been paid to aiding designers in developing services associated with business goals and quality-attribute properties.
Moreover, quality-attribute properties of the service assemblies have been disregarded, which often leads to mismatches between the quality-attribute behavior prescribed by the SOA and the one resulting after its implementation.

Perspectivas y estrategias de internacionalización en la Universidad Nacional de San Juan
O CONGRESSO DE INTERNACIONALIZAÇÃO DA EDUCAÇÃO SUPERIOR – CIES 2019 é um evento in-
ternacional, que reúne professores, pesquisadores e estudantes de graduação e pós-graduação para
divulgar a produção cientÃfica no campo da Internacionalização do Ensino Superior e fortalecer a
cooperação internacional entre diferentes instituições de ensino e grupos de pesquisa no âmbito do
MERCOSUL.
A iniciativa é fruto de uma parceria entre pesquisadores da Universidade Federal da Integra-
ção Latino-Americana (UNILA - Brasil), a Universidad Nacional del Litoral (UNL - Argentina), a Uni-
versidad Nacional de Asunción (UNA - Paraguay) e a Universidad de la República (UDeLaR - Uru-
guay), que atuam em projetos vinculados ao Setor Educacional do MERCOSUL, no Núcleo de Estudos
e Investigações em Educação Superior.
O evento será realizado nos dias 4, 5 e 6 de Setembro de 2019 no campus PTI da UNILA, dentro
do Parque Tecnológico da Usina Hidrelétrica de Itaipu, na cidade de Foz do Iguaçu, Paraná, Brasil.
A UNILA, sede do evento, é uma universidade temática criada em 2010 pelo governo federal
do Brasil com a missão institucional de formar recursos humanos aptos a contribuir com a integra-
ção latino-americana, com o desenvolvimento regional e com o intercâmbio cultural, cientÃfico e
educacional da América Latina, especialmente no MERCOSUL. Sua finalidade, portanto, é conver-
ter-se em um espaço de encontros, de trocas e de aprendizagem mútua, que reforçam o compro-
misso em prol da pertinência, da excelência e da construção sustentável de um mundo melhor.Desde hace más de una década, la Universidad Nacional de San Juan comenzó a incursionar en
movilidades académicas, preferentemente estudiantiles. Con posterioridad las polÃticas de
internacionalización se fueron intensificando y orientado hacia acciones en el interior de la
Universidad.
La institución en su conjunto tuvo que ir ajustando su estructura organizacional y normativa,
modificando y afectando paulatinamente las diversas áreas en una dinámica transversal que
viabilizaba la ejecución administrativa de este proceso.
En el 2014 se da un paso importante en la planeación y puesta en marcha de las polÃticas de
internacionalización con la creación de la Secretaria de Posgrado y Relaciones Internacionales y si
bien la movilidad internacional sigue siendo fundamental en los procesos de internacionalización
de las instituciones de educación superior (IES), en la actualidad esta noción se ha vuelto mucho

Impacto del marketing digital en la provincia de Pichincha utilizado en la consulta popular del 2018.
El desarrollo tecnológico es un vÃnculo que en la comunicación social está presente cada dÃa más con los usuarios y llega masivamente con cualquier tipo de información a la población, es asà que en la actualidad mediante el empleo virtual a través de redes sociales se puede publicitar un producto, servicio o evento, siendo uno de los mejores instrumentos de comunicación; en los últimos años esta herramienta tecnológica se aplica en el marketing polÃtico, con la finalidad de conseguir un mejor acercamiento entre los polÃticos y los ciudadanos. A consecuencia de este ambiente interacción virtual, se pretende conocer el impacto del marketing digital en el Ecuador, en la Consulta Popular del mandato del Licenciado Lenin Moreno en el año 2018, al implementar como estrategia publicitaria una de las más idóneas para el quehacer polÃtico, la aplicación de la red social Twitter como herramienta de comunicación 3.0, para promulgar el voto por el SÃ.
El estudio comprende el uso de la red social mención, como herramienta de comunicación online al ser de mayor uso en lo que respecta al marketing polÃtico, por lo tanto se realiza un análisis de discurso, basado en fuentes bibliográficas relevantes respecto al tema de investigación, de esta manera determinar la influencia que tuvo el uso de Twitter entre la ciudadanÃa y el mandatario Lic. últimas décadas. En algunas Universidades Públicas de Argentina ocurrió en forma espontánea, al
margen de toda planificación y como consecuencia de acciones aisladas producidas a partir de
gestiones realizadas por docentes e investigadores de algunas unidades académicas y cientÃficas,
en el marco de los diferentes Programas de Cooperación Internacional. Pero en la mayorÃa de
ellas fue a raÃz de la participación en Programas patrocinados por organismos nacionales e
internacionales.
Estos procesos de internacionalización, sin embargo, se ven afectados por múltiples
circunstancias que transcurren tanto en los ámbitos internos de la institución, como en el entorno

Organizational Factors that Affect the University-Industry Technology Transfer Processes of a Private University
This case study researched organizational factors that affect the university-industry technology transfer (UITT) processes of a private university, chosen by its success and uniqueness in the Brazilian context. Stood out as factors: innovation among pillars of management; valuing of research and intellectual property; qualified students, teachers and managers; multidisciplinary research groups; stability of governing body; performance of the TTO, Technology Management Agency and Technology Park. Difficulties highlighted were: reconciliation of time between activities of professors-researchers, bureaucracy and centralization of administrative and legal support; valuation of research results; approach and negotiation with companies. Among suggestions are: granting greater independence to the structures in charge of UITT and making them self-sustainable; training agents in technology marketing, sale, and negotiation skills
