    Uncertainty based multi-step seismic analysis for near-surface imaging

    Near-surface seismic surveys are often designed for surface wave and seismic tomographic analysis. In recent years, seismic imaging methods have been more frequently used at this scale. Recognition of near-surface structures using a single method is insufficient because of the ambiguity of the inversion problem. As a solution, the authors propose a multi-step approach, where several different seismic methods are used in a particular order, to achieve an optimal model. A multi-method approach allows utilisation of awhole spectrum of recorded data, even the elements that are treated as background noise in other techniques. In classical processing approach, information about data uncertainty is often omitted or used in the simplest way for the single method only. This work presents an updated approach to uncertainty analysis by transferring estimated uncertainty between processing steps. By assuming that every consecutively applied method is more certain, the authors were able to obtain accurate velocity fields for seismic imaging, as the main information received from the previous steps.     Geokinematics of Central Europe: New insights from the CERGOP-2/Environment Project

    The Central European Geodynamics Project CERGOP/2, funded by the European Union from 2003to 2006 under the 5th Framework Programme, benefited from repeated measurements of thecoordinates of epoch and permanent GPS stations of the Central European GPS Reference Network(CEGRN), starting in 1994. Here we report on the results of the systematic processing of availabledata up to 2005. The analysis has yielded velocities for some 60 sites, covering a variety of CentralEuropean tectonic provinces, from the Adria indenter to the Tauern window, the Dinarides, thePannonian Basin, the Vrancea seismic zone and the Carpathian Mountains. The estimated velocitiesdefine kinematical patterns which outline, with varying spatial resolution depending on the stationdensity and history, the present day surface kinematics in Central Europe. Horizontal velocities areanalyzed after removal from the ITRF2000 estimated velocities of a rigid rotation accounting forthe mean motion of Europe: a ~2.3 mm/yr north-south oriented convergence rate between Adria andthe Southern Alps that can be considered to be the present day velocity of the Adria indenterrelative to the European foreland. An eastward extrusion zone initiates at the Tauern Window. Thelateral eastward flow towards the Pannonian Basin exhibits a gentle gradient from 1-1.5 mm/yrimmediately east of the Tauern Window to zero in the Pannonian Basin. This kinematic continuityimplies that the Pannonian plate fragment recently suggested by seismic data does not require aspecific Eulerian pole. On the southeastern boundary of the Adria microplate, we report a velocitydrop from 4-4.5 mm/yr motion near Matera to ~1 mm/yr north of the Dinarides, in the southwesternpart of the Pannonian Basin. A positive velocity gradient as one moves south from West Ukraineacross Rumania and Bulgaria is estimated to be 2 mm/yr on a scale of 600-800 km, as if the crustwere dragged by the counterclockwise rotation along the North Anatolian Fault Zone. This regimeapparently does not interfere with the Vrancea seismic zone: earthquakes there are sufficiently deep(> 100 km) that the brittle deformation at depth can be considered as decoupled from the creep atthe surface. We conclude that models of the Quaternary tectonics of Central and Eastern Europeshould not neglect the long wavelength, nearly aseismic deformation affecting the upper crust in theRomanian and Bulgarian regions

    Niniejszy artykuł jest próbą syntetycznego spojrzenia na sprawy wojskowości w okresie panowania Stanisława Augusta Poniatowskiego. Omówiono w nim ewolucję instytucjonalną organów władzy państwowej sprawujących nadzór organizacyjno-aprowizacyjny nad armią, zaprezentowano koncepcje rozwoju sił zbrojnych wyrażane przez cenionych publicystów doby polskiego oświecenia, zilustrowano sam proces przeobrażeń zachodzących wówczas w wojskach monarchii polsko-litewskiej oraz przedstawiono bezpośrednie implikacje działań zainicjowanych przez czynniki rządzące. Przedmiotowej syntezy dokonano w oparciu o umowny podział na wydarzenia: sprzed zwołania Sejmu Wielkiego, z okresu samych obrad Sejmu Czteroletniego oraz tych po zakończeniu jego prac. W podsumowaniu autor przedstawia konkluzje o przyczynach braku powodzenia podjętych przedsięwzięć na rzecz aukcji i unowocześnienia wojska.This article is an attempt to summarize the overall view on military issues during the reign of Stanisław August Poniatowski. It discusses the institutional evolution of authorities responsible for supplying the army, the concepts of developing the army expressed by reputable publicists of the Age of Enlightenment, exemplifies the transformation process of the Polish – Lithuanian Commonwealth armed forces and represents direct implications of the actions initiated by the governing authorities. The synthesis is based on a convenient chronological division: before The Great Sejm, during The Great Sejm proceedings and after The Great Sejm. The summary of this article consist of the author’s conclusions concerning the failure of actions undertaken to enlarge and modernize the army

    The legal status of Lublin Province Governor in 1944–1950

    This article presents the normative basis for the functioning of the Lublin Province Governor in the years 1944–1950. It discusses the attributions of the Province Governor as a representative of the government, the second degree general administration and the chairman of the Provincial Department. Due to the nature of the era, it was indispensable to expose the positions of the individuals who acted in the office of the Lublin Province Governor within the structures of the Polish Worker’s Party and Polish United Workers’ Party. In the realities of the so-called “Lublin’s State of Poland” the functionality of the Lublin Province Governor was of a pioneer character, because the stagnation in the fights with the Third Reich, which on the Polish part of the front of war lasted for several months, and the geopolitical repercussions resulting thereof, made the Lublin area a platform for the people’s legislator to try out new concepts concerning the political system. Progression of the actions at the front of war have implied the loss of the Lublin Province’s unique status, and the definitive end of its special rank have been caused by the seat of the highest state authorities from Lublin to Warsaw in February 1945.Artykuł przedstawia normatywne podstawy działalności Wojewody Lubelskiego w latach 1944–1950. Omówione zostały atrybucje wojewody jako reprezentanta rządu, organu administracji ogólnej II stopnia oraz przewodniczącego Wydziału Wojewódzkiego. Z uwagi na charakter epoki, nieodzowne stało się naświetlenie pozycji osób piastujących urząd Wojewody Lubelskiego w strukturach lubelskiego aktywu PPR i PZPR. W realiach tzw. Polski Lubelskiej działalność Wojewody Lubelskiego miała charakter pionierski, ponieważ trwający przez kilka miesięcy na odcinku polskim zastój w wojnie z III Rzeszą i wynikłe z niego geopolityczne reperkusje uczyniły z Lubelszczyzny pole do testowania przez ustawodawcę nowych koncepcji ustrojowych. Postępy na froncie skutkowały utratą przez Wojewodę Lubelskiego jego wyjątkowego statusu, a definitywny kres jego specjalnej randze przyniosło przeniesienie siedziby najwyższych władz państwowych z Lublina do Warszawy w lutym 1945 r

    The character and thought of Jan Franciszek Drewnowski – my own memories and reflections

    In this paper the author recalls his meetings with J.F. Drewnowski, which took place near Warsaw. Drewnowski and others form the so-called Krakow circle (J. Salamucha, I.M. Bocheński, and also B. Sobociński were supported by J. Łukasiewicz and under the patronage of K. Michalski) intended to develop a program for improving Thomism by means of logic. After the war, the school of philosophy at the Catholic University of Lublin would be involved in its development, but over time it adopted a more and more critical approach. This is especially true of M.A. Krąpiec, the key Polish existential Thomist. The logician and methodologist S. Kamiński was less radical in his criticism, whereas J. Kalinowski maintained his logical approach. The author of this article, who is a member of the Lublin School of Philosophy, takes this opportunity to raise questions, make comparative remarks, and formulate general considerations.Autor wspomina swoje podwarszawskie spotkania z J.F. Drewnowskim. Współtworzył on przed wojną program logicznej melioracji tomizmu, koło krakowskie: J. Salamucha, I.M. Bocheński, a także B. Sobociński, ze wsparciem J. Łukasiewicza i patronatem K. Michalskiego. W filozofii Katolickiego Uniwersytetu Lubelskiego nawiązywano do tego po wojnie, jednak z czasem co raz bardziej krytycznie: najbardziej M.A. Krąpiec czołowy polski tomista egzystencjalny, mniej radykalnie logik i metodolog S. Kamiński; J. Kalinowski nadal „logizował”. Daje to okazję autorowi, adeptowi lubelskiej szkoły filozofii klasycznej do pewnych zapytań, porównawczych uwag i refleksji
