    Model Koordinasi Antarinstansi Pemerintah dalam Penanggulangan Kemacetan Lalu Lintas di Kota Makassar

    Penelitian ini bertujuan untuk mengetahui faktor penyebab kemacetan lalu lintas, dan menemukan model koordinasi yang tepat dalam penanggulangan kemacetan lalu lintas. Pendekatan penelitian adalah kualitatif, data diperoleh dari informan melalui wawancara mendalam, observasi lapangan dan analisis dokumen, hasil penelitian dipaparkan secara deskriptif. Hasil penelitian menemukan terdapat faktor yang memicu terjadinya kemacetan lalu lintas berupa faktor human error, rendahnya penegakan peraturan, pembiaran pemanfaatan sarana dan prasarana jalan, dan ketidakpedulian dan kurangnya sumber daya aparat pelaksana. Model koordinasi yang tepat harus melembaga secara sinergis yang ditetapkan melalui Peraturan Walikota dan kewenangan yang lebih luas diberikan kepada instansi Dinas Perhubungan sebagai leading sector.     The organization's implementation in achieving its objectives is largely determined by the extent of the capacity formed to produce optimal performance. This research aims to find out how to develop capacity in Regional Companies and offers a model of capacity building. This research took place at the Makassar Water Supply Company using a descriptive-qualitative approach, the data source obtained from the research informant consisted of directors and middle management level officials, members of the supervisory board, the Chairman of the Regional House of Representatives, experts in the field of management, NGO's that actively monitor the performance of Regional Companies as primary data sources, and secondary data sources obtained from documents available at related agencies. Research data obtained through interviews, observations, secondary data support. Data analysis is conducted based on qualitative analysis through data reduction stages, data presentation, conclusion drawing, and data verification. The results showed that capacity building based on Mc Kinsey capacity building framework in Makassar Water Supply Company has been applied to the aspects of aspirations, strategies, organizations skills, human resources, organization structure, system and infrastructure, and culture.     Institutional Network Model in the Coordination of Street Vendor Empowerment in Makassar City, South Sulawesi, Indonesia

    The management of street vendors that interferes with city governance has not been effective because it is sporadically done by the displacement or seizure of trading facilities. The pattern is thus ineffective in its construction because it does not reduce the amount, nor the behavior of the street vendors. This research aims to determine the pattern of coaching and explore the model of handling the use of street vendors through a synergic approach between agencies in coordination.  This study uses descriptive type with a qualitative approach. The research site is the location of the street vendors trade in the city of Makassar, the research informant consists of the street vendors, government officials, and public citizens. Data is collected through direct interviews with an informant, field observations, and document analysis. Data analysis is done at the same time when collecting data using the interactive models of Huberman and Miles is data collection, data reduction, display data, and conclusion drawing and verifying. Data, source, and time triangulating data. The results showed the construction of the street vendors still oriented to the regulatory offenders and carried out partially by the agency according to its interests so that the handling has not synergized between government agencies and other related parties. Construction of street vendors is institutionally implemented by sub-district offices and assisted by Makassar public order police, while for the utilization of street vendors needed a model coordinated centrally by the mayor to be structured, programmatic, and integrated so that the street vendors can be empowered and contribute to the development of the city

    The purpose of this study was to determine the Respontivity of Civil Servants in E-KTP Services at the Enrekang Regency Population and Civil Registry Office, The number of informants in this study was 6 people. This study used qualitative methods with the type of phemenology research that emphasized the subjectivity of the experience of human life. Data collection techniques used observation, interviews and documentation. Data analysis used interactive analysis models. The results showed that the Civil Service Respontivity in E-KTP Services at the Office of Population and Civil Registration in Enrekang Regency was good but there were still some aspects that were not maximized, this was seen from the aspect of the ability to respond and the accuracy of the waiter was still not optimal because there were still complaints from community related aspects. However, in the aspect of the maximum service timeliness seen from the absence of public complaints about the timeliness of services. Keywords: Responsiveness, e-KTP Service

    This study purposed to find out how the role of government officials in empowering youth organizations in Mangalli Village, Pallangga District, Gowa Regency. This study used descriptive qualitative research. The number of informants in this study amounted to 8 people. The data collection techniques were the instruments of interview, observation and document analysis. The results showed that the role of government officials had not been maximally seen from three indicators, the first was as a motivator, the local government was  not carrying out its role because it provided verbal support or without direct meetings with organizational members, which could be a motivation to be more enthusiastic about carrying out activities -activity. secondly, as a communicator, the local government carried out its role quite well because it  maintained and provided information related to the agenda or activities to be carried out even though via telephone or short message.     This study aimed to find out the quality of BPJS Health Emergency Services at the Kalosi Health Center, Alla District, Enrekang Regency seen from the theory of service quality standards according to Parasurama 2017, namely direct evidence, reliability, responsiveness. assurance and empathy The research method used  descriptive qualitative. Data collecting technique used observation, documentation and direct interviews. The results showed 5 indicators of Public Service Quality for ER Patients BPJS Health D at Kalosi Health Center, namely indicator 1) Direct evidence, that the existing facilities and infrastructure at the Public health center were still lacking and not functioning 2) Reliability, that Reliability and trust in increasing again. 3) The power of administrative and medical staff was still not maximized, it  needed to be responsive, the skills of doctors and nurses in examining patients were good 4) Guarantees, the ability of doctors and nurses in services could  be trusted by patients although there were still some things which had to be improved, such as unfriendly attitudes and young medical officers and new administrative officers. 5) Empathy of the nurse had taken good care of the patient. Keywords: Quality of service, BPJS Kesehatan Emergency Room, Public health center

     The objective of this research was intended to find out the quality of the land administration servies on the ministry of national land affairs agency (ATR/BPN) of Bantaeng. The regulation number 12 of 2008 about local government which said that land service is the obligatory business which becomes the authority of local government is the business affairs of the district. The research method used a qualitative in case study method. The instrument of collecting data used interview, observation and documentation.     This study aimed to find out how the application of the HRM function in improving the special police duties in Class 1 Prison Makassar City. This study used qualitative descriptive research. The number of informants in this study was 5 people. Data analysis techniques were carried out qualitatively. The results of the study showed that the application of the HRM function in improving the special police officers'  in Class 1 Prison in Makassar City had been oriented to improve the tasks or competence of the National Police Station in developing the inmates who were already competent and in line with the tasks and training that had been received by the police station staff, then applied it directly in his task of fostering prisoners, with the aimed was prisoners could be useful in the community and no longer commit crime. But in the case of oversight carried out by the police station  was not optimal, because there were still violations, namely the smuggling of cell phones that recently occurred in the last few months. Supervision should be carried out more stringently and monitored every 2 times 24 hours so that  no more suppliers broughtbelectronic for prisoners

    The purpose of this study was to describe the role of government in overcoming damage to road infrastructure in Bone regency. The method of this study used descriptive qualitative. The number of informan were 4 people. The result of this study showed that the role of government had performed its duties and responsibilities as an organizer policy. And in the provision of government facilities, it needed to review location so that the government knew the needs.. but in a large project or development.. it was hard for the ragional government or related agencies to give authority to their work partners then the work partner who would be responsible for the provision of facilities.
