    Social Expenditures at Sub-National Level: An Experience from Indian state of Odisha

    The composition and trends of social expenditures at sub-national level in India has been examined using the secondary data from 1987-88 to 2013-14 of the state of Odisha. The composition shows (1) the insignificant share of productive social expenditures, (2) significant share of education relegating the role of health care and (3) higher priority of transfer payments relative to the level of employment and health. The comparative analysis of the composition between pre and post-restructuring period indicates the shifting of priority from education and health towards transfer payments in the later than the former period. The level of social expenditures has been declined over the time period leading to excessive contraction of educational expenditures. The decline in the level of social expenditures is attributed to the use of implicit loopholes of the efficiency criteria used for the devolution of federal transfers. For the economic development of the state increased level of social expenditures, higher priority of education and health and reform in the efficiency criteria used for the devolution of transfers are of crucial need of the hour

    Thematic Analysis to Assess Indian Consumers Purchase Intention for Organic Apparel

    Consumer behavior is dynamic, and there is a beauty in trying to understand consumer’s intention for a product category like organic apparel, especially when it is a unique phenomenon that is scantly explored in an emerging economy like India. This paper is an attempt at understanding the factors that influence Indian consumer’s intention to purchase organic apparel. A purposive sampling procedure was adopted in selecting participants. A focus group discussion was conducted to capture data for the thematic analysis. Theoretical thematic analysis was conducted by relying on the theory of planned behavior model. Inductive thematic analysis gave way for other dimensions like product knowledge and involvement, environmental knowledge, and skepticism that evolved out of the themes. Product knowledge and involvement, subjective norms, perceived behavioral control, and attitude had an influence on the intention. Environmental knowledge and skepticism indicated a chance to negate the relationship. The textile manufacturers, who are innovating with sustainable fabrics, can look at the dimensions that consumers seek for while making a choice of organic apparel. Domestic and international organic apparel manufacturers can capitalize on the behavioral dimensions of the factors that influence consumer’s intention for organic apparel, thereby facilitating identifying the prospect

    Interaction of 2-aminopyrimidine with dichloro-[1-alkyl-2-(naphthylazo) imidazole]palladium(II) complexes : Kinetic and mechanistic studies

    <p>Abstract</p> <p>Background</p> <p>The anticancer properties of <it>cis</it>platin and palladium(II) complexes stem from the ability of the <it>cis</it>-MCl<sub>2 </sub>fragment to bind to DNA bases. However, <it>cis</it>platin also interacts with non-cancer cells, mainly through bonding molecules containing -SH groups, resulting in nephrotoxicity. This has aroused interest in the design of palladium(II) complexes of improved activity and lower toxicity. The reaction of DNA bases with palladium(II) complexes with chelating N,N<sup>/</sup>donors of the <it>cis</it>-MCl<sub>2 </sub>configuration constitutes a model system that may help explore the mechanism of <it>cis</it>platin's anticancer activity. Heterocyclic compounds are found widely in nature and are essential to many biochemical processes. Amongst these naturally occurring compounds, the most thoroughly studied is that of pyrimidine. This was one of the factors that encouraged this study into the kinetics and mechanism of the interaction of 2-aminopyrimidine (2-NH<sub>2</sub>-Pym) with dichloro-{1-alkyl-2-(α-naphthylazo)imidazole}palladium(II) [Pd(α-NaiR)Cl<sub>2</sub>, <b>1] </b>and dichloro-{1-alkyl-2-(β-naphthylazo)imidazole}palladium(II) [Pd(β-NaiR)Cl<sub>2</sub>, <b>2] </b>complexes where the alkyl R = Me (<b>a</b>), Et (<b>b</b>), or Bz (<b>c</b>).</p> <p>Results</p> <p>2-NH<sub>2</sub>-Pym reacts with <b>1a</b>, <b>1b</b>, and <b>1c </b>to yield [{1-alkyl-2-(α-naphthylazo)imidazole}bis(2-aminopyrimidine)]palladium(II) (<b>3a, 3b, 3c</b>) dichloride and with <b>2a, 2b, </b>and <b>2c </b>to yield [{1-alkyl-2-(β-naphthylazo)imidazole}bis(2-aminopyrimidine)]palladium(II) (<b>4a, 4b, 4c</b>) dichloride in an acetonitrile (MeCN) medium. The products were characterized using spectroscopic techniques (FT-IR, UV-Vis, NMR). The ligand substitution reactions follow second order kinetics – first order dependence on the concentration of the Pd(II) complex and 2-NH<sub>2</sub>-Pym. Addition of LiCl to the reaction does not influence its rate. The thermodynamic parameters (standard enthalpy of activation, Δ<sup>‡</sup>H<sup>° </sup>and standard entropy of activation, Δ<sup>‡</sup>S<sup>°</sup>) were determined from variable temperature kinetic studies. The magnitude of the second order rate constant, <it>k</it><sub>2</sub>, at 298 K, was shown to increase thus: <b>b </b><<b>a </b><<b>c </b>as well as <b>1 </b><<b>2</b>.</p> <p>Conclusion</p> <p>The kinetics of the reaction between Pd(II) complexes (<b>1 </b>and <b>2</b>) and 2-NH<sub>2</sub>-Pym were examined spectrophotometrically at 530 nm in MeCN under pseudo-first-order conditions. The reaction rate is largely influenced by the π-acidity of the chelating ligand, with substitution in the naphthyl azoimidazole backbone influencing the rate of the substitution process. The activation parameters, Δ<sup>‡</sup>H<sup>° </sup>and Δ<sup>‡</sup>S<sup>°</sup>, were determined and support the kinetic rate data.</p

    Functioning of Water Users Associations or Pani Panchayat in Orissa: Principle, Procedure, Performance and Prospects

    The current paper deals with an evaluation of water management through community participation and emergence of Pani Panchayat (PP) in a case study of the Vir Bajrang Bali Pani Panchayat under Lift Irrigation Project of the Hirakud Command Area (HCA), Orissa state in Eastern India . The broad objective of this paper is to examine the functioning of Water User Association (WUA) or Pani Panchayat promoted by the State and the local traditional irrigation institutions in the HCA, Orissa and to evaluate their functioning & characteristics in the context of local water management. The precise objectives are: (1) to analytically review the Orissa Farmers Management of Irrigation Systems Act and study the functioning of the Pani Panchayat, (2) to examine people's participation (3) study the apparatus of water management and control, and the impact of such management on productivity among the members and (4) to recommend policy interventions to make the formal institutions more successful. The paper concludes that the Pani Panchayats performance as regulatory institutions in charge of water distribution on equitable basis has been weak and unsuccessful. Even though the Pani Panchayat has been initiated and endorsed in the State for more than a couple of years, the acceptance of this model have been lethargic and scattered. As Pani Panchayat is a new concept needing experimentation and experience before finalisation of its content in greater detail, the irrigation agency is not in a position to spell out the different components of the programme in concrete terms. A detailed action plan should be prepared by the irrigation authority in consultation with the water users through Participatory Rural Appraisal method. A feasibility study should be under taken by examining the caste/class conflict, groupism, political differences and history of confrontation and conflict, if any. It is necessary to apply a bottom-up approach instead of a top-down one for sustainability. There must also be mechanisms to ensure that the benefits of the project are equally distributed to all concerned stakeholders

    Brahmaputra river basin is one of the most vulnerable areas in the world subject to combined effects of glacier melt, extreme monsoon rainfall and sea level rise. Water is emerging as a new possible irritant between China and India. For India, Water of Brahmaputra constitutes a major lifeline for people of Tibet and North Eastern states. The building of dams and diversion projects in Tibet by China is a matter of grave concern for lower riparian states. For China, it is having hidden inclination to create employment potentials for more than millions of people by making Brahmaputra diversion project forward. The requirement of fresh water as the pollution grows and population rise has forced China to have the Tsangpo-Brahmaputra River project. The objective of this paper is to focus the reaction of both people on the water diversion issue, disastrous ecological consequences and the urgent necessity for having a water treaty between Asian giants. It also examines the hegemonic tendencies of China on Brahmaputra River & exercise of power for economic gains and outcomes. The policies China takes on trans- Boundary Rivers are not symptom of peaceful nature of its rise. In addition, it establishes the fact that sharing of information, ecosystem-friendly policies, thought and mutual understanding will dispel the suspicion and develop trust between two countries, creating an enabling environment for better management of Brahmaputra River
