    On August ℱ 9 T985, the U.S. District Court for the Western H*strict of Pennsylvania in United States v.Westlnghguse Electric Corporation, DCWPA Mo. 11710, held that the Department of Defense Inspector General (DOD IG) could subpoena internal audit reports from Westinghouse Electric Corporation and could authorize the Defense Contract Audit Agency (DCAA) to review those reports as part of the DOD IG\u27s investigation. Although Westinghouse subsequently obtained a stay of the district court order, pending appeal to the Third Circuit Court of Appeals, the case will certainly encourage DCAA to increase its demands for contractors\u27,management data, pursuant to its new found independent subpoena authority

These books perform important pedagogical functions: they define fields and establish canons of authoritative texts, authors and concepts. While detractors argue that the easy availability of textual sources online means that we no longer need anthologies, the opposite argument can be made: the overwhelming volume of electronic information sharpens the need for concise, edited selections. This article examines the practices of selecting, editing and publishing anthologies and reasons for their increasing popularity, particularly in design education, at the present time.Peer reviewe

    Impact of reionization on CMB polarization tests of slow-roll inflation

    Estimates of inflationary parameters from the CMB B-mode polarization spectrum on the largest scales depend on knowledge of the reionization history, especially at low tensor-to-scalar ratio. Assuming an incorrect reionization history in the analysis of such polarization data can strongly bias the inflationary parameters. One consequence is that the single-field slow-roll consistency relation between the tensor-to-scalar ratio and tensor tilt might be excluded with high significance even if this relation holds in reality. We explain the origin of the bias and present case studies with various tensor amplitudes and noise characteristics. A more model-independent approach can account for uncertainties about reionization, and we show that parametrizing the reionization history by a set of its principal components with respect to E-mode polarization removes the bias in inflationary parameter measurement with little degradation in precision.Comment: 9 pages, 6 figures; submitted to Phys.     Simulations of the Microwave Sky and of its ``Observations''

    Here follows a preliminary report on the construction of fake millimeter and sub-millimeter skies, as observed by virtual instruments, e.g. the COBRA/SAMBA mission, using theoretical modeling and data extrapolations. Our goal is to create maps as realistic as possible of the relevant physical contributions which may contribute to the detected signals. This astrophysical modeling is followed by simulations of the measurement process itself by a given instrumental configuration. This will enable a precise determination of what can and cannot be achieved with a particular experimental configuration, and provide a feedback on how to improve the overall design. It is a key step on the way to define procedures for the separation of the different physical processes in the future observed maps. Note that this tool will also prove useful in preparing and analyzing current (\eg\ balloon borne) Microwave Background experiments.     The Planck satellite is a project of the European Space Agency based on a wide international collaboration, including United States and Canadian laboratories. It is dedicated to the measurement of the anisotropy of the Cosmic Microwave Background (CMB) with unprecedented sensitivity and angular resolution. The detectors of its High frequency Instrument (HFI) are bolometers cooled down to 100 mK. Their sensitivity will be limited by the photon noise of the CMB itself at low frequencies, and of the instrument background at high frequencies. The requirements on the measurement chain are directly related to the strategy of observation used for the satellite. Due to the scanning on the sky, time features of the measurement chain are directly transformed into angular features in the sky maps. This impacts the bolometer design as well as other elements: For example, the cooling system must present outstanding temperature stability, and the amplification chain must show, down to very low frequencies, a flat noise spectrum

    MeCP2 regulates the timing of critical period plasticity that shapes functional connectivity in primary visual cortex

    Mutations in methyl-CpG-binding protein 2 (MeCP2) cause Rett syndrome, an autism spectrum-associated disorder with a host of neurological and sensory symptoms, but the pathogenic mechanisms remain elusive. Neuronal circuits are shaped by experience during critical periods of heightened plasticity. The maturation of cortical GABA inhibitory circuitry, the parvalbumin+ (PV+) fast-spiking interneurons in particular, is a key component that regulates the initiation and termination of the critical period. Using MeCP2-null mice, we examined experience-dependent development of neural circuits in the primary visual cortex. The functional maturation of parvalbumin interneurons was accelerated upon vision onset, as indicated by elevated GABA synthetic enzymes, vesicular GABA transporter, perineuronal nets, and enhanced GABA transmission among PV interneurons. These changes correlated with a precocious onset and closure of critical period and deficient binocular visual function in mature animals. Reduction of GAD67 expression rescued the precocious opening of the critical period, suggesting its major role in MECP2-mediated regulation of experience-driven circuit development. Our results identify molecular changes in a defined cortical cell type and link aberrant developmental trajectory to functional deficits in a model of neuropsychiatric disorder
