    This study examines teaching presence in online tutorials at a graduate program in a distance teaching university. The method of the research uses content analysis and in-depth interviews. Data will be collected from the transcript of the discussion activities and interactions between student and tutor in an online tutorial of six courses of the graduate program and interviews with tutors. The transcripts of online tutorial activities will be analyzed by using a message unit; meanwhile the interviews will be analyzed with code and grouped into theme

    Democratic Form of Teaching in an Online Tutorial at Distance Learning

    This study explores how a democratic form of teaching would change the practice of online tutorial. It addresses a possibility of applying democratic form of teaching in an online tutorial at a distance education setting. Democratic form of teaching is a forum for democratic efforts to make the school a center of learning about democracy through a democratic process. Democratic teaching inspires a learning process that is based on democratic values, namely respect for the individual to uphold justice, thereby implementing equality of opportunity across the diversity of students enrolled in the course. In practice, the learners should be positioned as human beings; they should be respected for their ability and given the opportunity to develop their potential. The study concludes that democratic teaching required an open atmosphere, trust and genuine mutual respect in its teaching and learning processes. In order to do so, it needed to avoid a rigid learning environment full of tension loaded with commands and instructions that make students become passive, listless, bored and disengaged

    Teaching Presence in Online Graduate Program Tutorials at Universitas Terbuka

    This study aims to analyze the existence of teaching presence in the fully online tutorial of the Master Program of Public Administration at Universitas Terbuka (UT), and the constraints that inhibit the presence of teaching presence in the online tutorial. The concept of teaching presence in this study is part of the Community of Inquiry framework (Garrison, Anderson & Archer, 2000). The roles of the tutor in teaching presence are as: (1) instructional designers and organizers; (2) facilitators, and (3) direct instructor. This study used content analysis and interviews. Sample text of the initiation and discussion activities of 9 (nine) courses during the twelve-week period of online tutorials were analyzed using message unit to identify whether teaching presence occurred in the interaction between students and tutors in the online tutorials. Depth interviews were conducted with three (3) tutors of the courses being studied. The findings indicated that teaching presence occurred in the 9 (nine) courses of the Program. However, the roles of tutors in the online tutorial were dominated by the roles as instructional designers and direct instructor. The tutors did not do much role as the facilitator of discussion activities

    A Social Constructivist Approach for an Online Civic Education Tutorial

    This study addressed the reforming of an online civic education tutorial at the Indonesia Open University or Universitas Terbuka (UT). Several contemporary literatures were reviewed to determine best practices, including social constructivism and a democratic form of teaching. Constructed from the review of literature, the paper proposed a new model of pedagogical approach to the existing practice of the online civic education tutorial. The proposed model for the online civic education tutorial in this study was based on the Community of Inquiry framework from Garrison, Anderson & Archer (2000) that promoted a social constructivist approach, and a democratic form of teaching. The learning of the tutorial in the model was theorized to occur within the community through the interaction of social presence, cognitive presence, and teaching presence. In social and cognitive presence, students would form an online community where they would have collaborative discussions among students and between students and tutors, as well as would be expected to practice critical thinking. Teaching presence would occur when tutors promoted a democratic environment in the class, where they would model civic dispositions throughout their teaching. Tutors would show their respect and tolerance to students while facilitating discussion activities and giving direct instructions. Students would also be expected to be tolerant and respectful when they have discussions with other students and tutors. Through this model, students would be expected to gain civic knowledge, civic skills and civic dispositions, as well as experience with a democratic interaction that mirrors the interactions in a democratic society

    The purpose of this study is to describe how the process of participatory development planning,community participation in village development planning. and why community participation in rural development planning in the Pedurenan Village, District of Gunung Sindur, Bogor Regency are low. This study uses qualitative research methods. Data collection technique is to in-depth interviews (indepth interviews) wiih key informants, observation and document study. Data analysis was done by making transcrip[ data change the noles into written form, making cocing (retrieve keywords abd coded), data categorization (simplified I summarized the key words into several categories), while making conclusions,triangulation (the process of checks Sl.nd recheck between one source of data with other data sources) and then making final conclusions. The findings from this research that is participatory development planning in the Village Pedurenan in the implementation phase has not been fully implemented because who involved in the preparation of village development planning are just village heads with their instrumentalities like RW and RT only. While the fonn of public participation in the Village Pedurenan new village development planning and app~menr in the fonn ofmanipulation that can not be categorized liS a form of participation.     Tujuan penelitian adalah untuk mengkaji efektivitas implementasi kebijakan BDC Program Kotaku dalam memberdayakan UMKM di Kabupaten Pangandaran. Jenis penelitian ini, adalah campuran deskriptif kuantitatif dan kualitatif. Sampel yang digunakan sebanyak 100 responden. Pengumpulan data dilakukan dengan menyebarkan instrumen (kuesioner) kepada responden, selanjutnya dianalisis dengan tehnis analisis stattistik deskriptif menggunakan rumus persentase untuk mengukur nilai efektifitas. Hasil penelitian ini menemukan bahwa Business Development Centre merupakan salah satu kegiatan dari Program P2KKP (Program Peningkatan Kualitas Kawasan Permukiman) yang diluncurkan oleh Direktorat Jenderal Cipta Karya Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) pada tahun 2015 dengan pendekatan fasilitasi layanan kegiatan ekonomi terhadap KSM Ekonomi binaan program. Selanjutnya P2KKP bertransformasi menjadi Program Kota Tanpa Kumuh (KOTAKU) dengan lebih fokus pada pendekatan fasilitasi infrastruktur masyarakat maka pendekatan fasilitasi terhadap BDC pun berubah menjadi fasilitasi infrastruktur pendukung kegiatan ekonomi. Efektifitas Pelaksanaan Kebijakan BDC Program Kotaku Dalam Memberdayakan UMKM termasuk kategori BAIK, dilihat dari aspek tepat proses, tepat target, tepat kebijakan dan tepat lingkungan. Pemberdayaan KSM juga berjalan efektif dan masuk termasuk dalam kategori baik.     Perombakan di bidang politik dengan dihapusnya sistem pemerintahan Marga menyebabkan terjadinya krisis substansial yang meluas ke sisi ekonomi. Hal ini ditandainya dengan terjadinya krisis pengakuan terhadap otoritas Marga. Otoritas Marga yang dihilangkan secara paksa menjadi sumber masalah, seperti kriminalitas dengan kekerasan atau pun konflik masyarakat dengan pemerintah dan pihak lainnya. Semenjak sistem pemerintahan Marga dihapus, upaya mensejahterakan masyarakat dilakukan dengan strategi yang seragam dan bersifat top down. Kebijakan demikian tidak mampu menciptakan daya dukung sosial yang baik dan tidak menyelesaikan persoalan sampai ke akarnya yaitu yang disebabkan faktor laten yaitu persoalan kultural. Studi ini dilakukan dalam usaha menemukan solusi bagi permasa lahan masyarakat OKU Timur yang disebabkan oleh hilangnya otoritas pemerintahan Marga dan sebagian nilai-nilai Marga yang dimiliki. Tujuan penelitian adalah mengetahui nilai-nilai pemerintahan Marga, mengidentifikasi nilai-nilai pemerintahan Marga yang dapat dijadikan modal sosial untuk mensejahterakan masyarakat OKU Timur, dan membuat model pengembangan masyarakat berbasis nilai-nilai pemeri ntahan Marga. Metode penelitian yang digunakan adalah penelitian kualitatif. Pengumpulan data primer dilakukan dengan wawancara mendalam dengan cara Focus Group Discussion (FGD) sedangkan data sekunder diperoleh melalui kajian pustaka untuk melengkapi penelitian ini. Hasil studi menunjukkan bahwa nilai-nilai pemerintahan Marga di OKU Timur yang dapat dijadikan modal sosial antara lain harmonisasi, kebersamaan, perwujudan dalam bentuk lambang, tolong menolong, dan gotong royong. Adapun model pengembangan masyarakat yang berbasis nilai-nilai pemerintahan Marga mencakup potensi ekonomi, profesionalisme manajemen masyarakat adat, dan pengelolaan sumber daya alam berbasis masyarakat dan demokrasi

    A Community of Inquiry-Based Framework for Civic Education at Universitas Terbuka, Indonesia

    This study focused on the civic education course at Universitas Terbuka (UT). Its purpose was to design a new approach for the online tutorial for the course by analyzing the literature related to online and distance education and investigating participant feedback on the current offering of the course and tutorial,which is a compulsory course in all programs at UT. The study draws from the community of inquiry framework, which promotes a social constructivist approach as well as teaching about democracy by example. This model is intended to create meaningful learning experiences for students in a reformulated civic education course, in which they would learn to think critically through interacting with classmates, experiencing collaborative learning, and supporting fellow students in learning activities and processes. In this model, learning is seen as occurring within the community through the interaction of social presence,cognitive presence, and teaching presence where, students are able to develop civic competences, namely civic knowledge, civic skills, and civic dispositions, as well as experience a democratic interaction that forms the core of civic interactions in a democratic society
