Nash Codes for Noisy Channels
This paper studies the stability of communication protocols that deal with
transmission errors. We consider a coordination game between an informed sender
and an uninformed decision maker, the receiver, who communicate over a noisy
channel. The sender's strategy, called a code, maps states of nature to
signals. The receiver's best response is to decode the received channel output
as the state with highest expected receiver payoff. Given this decoding, an
equilibrium or "Nash code" results if the sender encodes every state as
prescribed. We show two theorems that give sufficient conditions for Nash
codes. First, a receiver-optimal code defines a Nash code. A second, more
surprising observation holds for communication over a binary channel which is
used independently a number of times, a basic model of information
transmission: Under a minimal "monotonicity" requirement for breaking ties when

Climate change and the aquatic ecosystems of the Rwenzori Mountains, Uganda
The Rwenzori Mountains are home to one of the last remaining tropical icefields
outside of the Andes. Over the last century, equatorial icefields of the East
African highlands have been steadily shrinking but the precise climate tropical
alpine glaciers remain unclear. More than a decade had passed since the last
detailed measurements of glacial cover were made in the Rwenzori Mountains.
Recent evidence from Kilimanjaro suggests that its icecap will disappear entirely
by the year 2020(1). The Rwenzori glaciers contribute meltwater flows to aquatic
ecosystems of the Rwenzori Mountains National Park, a Word Heritage Site
featuring spectacular, rare Afroalpine flora and fauna, and are headwaters of the
River Nile. With the overall aim of assessing the impact of recent climate change
on alpine aquatic ecosystems of the Rwenzori Mountains, a collaborative,
international research team led by the University College London (United
Kingdom) and Makerere University (Uganda), and involving the Institut für
Geographie from the University of Innsbruck (Austria) and Water Resources
Management Department (Uganda) was assembled in order to pursue three
primary scientific objectives:
• to assess the magnitude of current glacial recession;
• to assess the impact of glacial recession on alpine riverflow; and
• to assess recent environmental change from observational datasets and
available, environmental archives stored in lake sediment and glacial ice
Measuring activities in tobacco control across the EU. The MAToC
BACKGROUND: Objectives of this study are (a) to develop a comprehensive and economic tool to estimate tobacco control (TC) activities in single EU member states, (b) to compare TC activities between member states of the EU. This article provides the questionnaire and gives a benchmark of EU member states according to their perceived TC activities. Methods: An international workshop was specifically initiated to develop the questionnaire "Measuring Activities in Tobacco Control (MATOC)". TC experts from 8 European countries participated and chose 40 items to cover 11 general topics of TC. At the World Conference of Tobacco or Health in Helsinki 2003 participants were asked to fill out the questionnaire. N = 142 participants from EU-member states returned questionnaires. RESULTS: Subjects from the tobacco field in Finland gave the highest TC values to their country, followed by Sweden, Ireland, the UK and the Netherlands. The least active countries in TC were Greece and Germany, behind Austria, Spain, Belgium and Portugal. Italy, France and Denmark constituted the middle field. CONCLUSION: The MATOC provides a profile of TC across European countries and delivers results that are plausible and fit into the existing findings. The data presented here fulfils the purpose to illustrate what is possible with the MATOC and underlines the value of such an approach in delivering information for policy makers and TC advocates how TC is perceived in each country. Yet, further validity testing is necessary, the number of experts per country differs and is partly rather small. Further research with the MATOC should encounter these limitations. The procedure though could serve as model of practice for alcohol and legal drug policy as well
Gestational age at delivery and special educational need: retrospective cohort study of 407,503 schoolchildren
<STRONG>Background</STRONG> Previous studies have demonstrated an association between preterm delivery and increased risk of special educational need (SEN). The aim of our study was to examine the risk of SEN across the full range of gestation. <STRONG>Methods and Findings</STRONG>
We conducted a population-based, retrospective study by linking school census data on the 407,503 eligible school-aged children resident in 19 Scottish Local Authority areas (total population 3.8 million) to their routine birth data. SEN was recorded in 17,784 (4.9%) children; 1,565 (8.4%) of those born preterm and 16,219 (4.7%) of those born at term. The risk of SEN increased across the whole range of gestation from 40 to 24 wk: 37–39 wk adjusted odds ratio (OR) 1.16, 95% confidence interval (CI) 1.12–1.20; 33–36 wk adjusted OR 1.53, 95% CI 1.43–1.63; 28–32 wk adjusted OR 2.66, 95% CI 2.38–2.97; 24–27 wk adjusted OR 6.92, 95% CI 5.58–8.58. There was no interaction between elective versus spontaneous delivery. Overall, gestation at delivery accounted for 10% of the adjusted population attributable fraction of SEN. Because of their high frequency, early term deliveries (37–39 wk) accounted for 5.5% of cases of SEN compared with preterm deliveries (<37 wk), which accounted for only 3.6% of cases. <STRONG>Conclusions</STRONG> Gestation at delivery had a strong, dose-dependent relationship with SEN that was apparent across the whole range of gestation. Because early term delivery is more common than preterm delivery, the former accounts for a higher percentage of SEN cases. Our findings have important implications for clinical practice in relation to the timing of elective delivery
Agency, qualia and life: connecting mind and body biologically
Many believe that a suitably programmed computer could act for its own goals and experience feelings. I challenge this view and argue that agency, mental causation and qualia are all founded in the unique, homeostatic nature of living matter. The theory was formulated for coherence with the concept of an agent, neuroscientific data and laws of physics. By this method, I infer that a successful action is homeostatic for its agent and can be caused by a feeling - which does not motivate as a force, but as a control signal. From brain research and the locality principle of physics, I surmise that qualia are a fundamental, biological form of energy generated in specialized neurons. Subjectivity is explained as thermodynamically necessary on the supposition that, by converting action potentials to feelings, the neural cells avert damage from the electrochemical pulses. In exchange for this entropic benefit, phenomenal energy is spent as and where it is produced - which precludes the objective observation of qualia
The classical origin of quantum affine algebra in squashed sigma models
We consider a quantum affine algebra realized in two-dimensional non-linear
sigma models with target space three-dimensional squashed sphere. Its affine
generators are explicitly constructed and the Poisson brackets are computed.
The defining relations of quantum affine algebra in the sense of the Drinfeld
first realization are satisfied at classical level. The relation to the
Drinfeld second realization is also discussed including higher conserved
charges. Finally we comment on a semiclassical limit of quantum affine algebra

On the classical equivalence of monodromy matrices in squashed sigma model
We proceed to study the hybrid integrable structure in two-dimensional
non-linear sigma models with target space three-dimensional squashed spheres. A
quantum affine algebra and a pair of Yangian algebras are realized in the sigma
models and, according to them, there are two descriptions to describe the
classical dynamics 1) the trigonometric description and 2) the rational
description, respectively. For every description, a Lax pair is constructed and
the associated monodromy matrix is also constructed. In this paper we show the
gauge-equivalence of the monodromy matrices in the trigonometric and rational
description under a certain relation between spectral parameters and the

Odour-mediated orientation of beetles is influenced by age, sex and morph
The behaviour of insects is dictated by a combination of factors and may vary considerably between individuals, but small insects are often considered en masse and thus these differences can be overlooked. For example, the cowpea bruchid Callosobruchus maculatus F. exists naturally in two adult forms: the active (flight) form for dispersal, and the inactive (flightless), more fecund but shorter-lived form. Given that these morphs show dissimilar biology, it is possible that they differ in odour-mediated orientation and yet studies of this species frequently neglect to distinguish morph type, or are carried out only on the inactive morph. Along with sex and age of individual, adult morph could be an important variable determining the biology of this and similar species, informing studies on evolution, ecology and pest management. We used an olfactometer with motion-tracking to investigate whether the olfactory behaviour and orientation of C. maculatus towards infested and uninfested cowpeas and a plant-derived repellent compound, methyl salicylate, differed between morphs or sexes. We found significant differences between the behaviour of male and female beetles and beetles of different ages, as well as interactive effects of sex, morph and age, in response to both host and repellent odours. This study demonstrates that behavioural experiments on insects should control for sex and age, while also considering differences between adult morphs where present in insect species. This finding has broad implications for fundamental entomological research, particularly when exploring the relationships between physiology, behaviour and evolutionary biology, and the application of crop protection strategies
Smoke-free legislation and the incidence of paediatric respiratory infections and wheezing/asthma: interrupted time series analyses in the four UK nations
We investigated the association between introduction of smoke-free legislation in the UK (March 2006 for Scotland, April 2007 for Wales and Northern Ireland, and July 2007 for England) and the incidence of respiratory diseases among children. We extracted monthly counts of new diagnoses of wheezing/asthma and RTIs among children aged 0–12 years from all general practices in the Clinical Practice Research Datalink during 1997–2012. Interrupted time series analyses were performed using generalised additive mixed models, adjusting for underlying incidence trends, population size changes, seasonal factors, and pandemic influenza, as appropriate. 366,642 new wheezing/asthma diagnoses and 4,324,789 RTIs were observed over 9,536,003 patient-years. There was no statistically significant change in the incidence of wheezing/asthma after introduction of smoke-free legislation in England (incidence rate ratio (IRR) 0.94, 95% CI 0.81–1.09) or any other UK country (Scotland: IRR 0.99, 95% CI 0.83–1.19; Wales: IRR 1.09, 95% CI 0.89–1.35; Northern Ireland: IRR 0.96, 95% CI 0.76–1.22). Similarly no statistically significant changes in RTI incidence were demonstrated (England: IRR 0.95, 95% CI 0.86–1.06; Scotland: IRR 0.96, 95% CI 0.83–1.11; Wales: IRR 0.97, 95% CI 0.86–1.09; Northern Ireland: IRR 0.90, 95% CI 0.79–1.03). There were no demonstrable reductions in the incidence of paediatric wheezing/asthma or RTIs following introduction of smoke-free legislation in the UK
About Low DFR for QC-MDPC Decoding
International audienceMcEliece-like code-based key exchange mechanisms using QC-MDPC codes can reach IND-CPA security under hardness assumptions from coding theory, namely quasi-cyclic syndrome decoding and quasi-cyclic codeword finding. To reach higher security requirements, like IND-CCA security, it is necessary in addition to prove that the decoding failure rate (DFR) is negligible, for some decoding algorithm and a proper choice of parameters. Getting a formal proof of a low DFR is a difficult task. Instead, we propose to ensure this low DFR under some additional security assumption on the decoder. This assumption relates to the asymptotic behavior of the decoder and is supported by several other works. We define a new decoder, Backflip, which features a low DFR. We evaluate the Backflip decoder by simulation and extrapolate its DFR under the decoder security assumption. We also measure the accuracy of our simulation data, in the form of confidence intervals, using standard techniques from communication systems
